{"id":3921,"date":"2026-06-26T07:54:13","date_gmt":"2026-06-26T07:54:13","guid":{"rendered":"https:\/\/www.europesays.com\/nato\/3921\/"},"modified":"2026-06-26T07:54:13","modified_gmt":"2026-06-26T07:54:13","slug":"nato-leaders-hoping-to-display-cohesion-at-an-upcoming-summit-in-turkey","status":"publish","type":"post","link":"https:\/\/www.europesays.com\/nato\/3921\/","title":{"rendered":"NATO leaders hoping to display cohesion at an upcoming summit in Turkey"},"content":{"rendered":"<p>LONDON (AP) \u2014 NATO\u2019s deputy commander told The Associated Press that he wants a summit in Turkey to spur member countries to spend more on defense, reaffirm support for Ukraine and underline the unity of the alliance. <\/p>\n<p>Air Chief Marshal Sir John Stringer, NATO\u2019s deputy supreme allied commander in Europe, spoke to AP in London less than two weeks before the crucial Ankara summit on July 7-8 tests the cohesion of the 77-year-old alliance.<\/p>\n<p>U.S. President Donald Trump has sent <a class=\"Link AnClick-LinkEnhancement\" data-gtm-enhancement-style=\"LinkEnhancementA\" href=\"https:\/\/apnews.com\/article\/troop-deployments-europe-costs-trump-bb43a4fd108a663e69ba4bc9b9f6e6ce\" rel=\"nofollow noopener\" target=\"_blank\">conflicting signals over America\u2019s force posture<\/a> in Europe, at times threatening to leave and at other times unnerving European leaders with his push <a class=\"Link AnClick-LinkEnhancement\" data-gtm-enhancement-style=\"LinkEnhancementA\" href=\"https:\/\/apnews.com\/article\/denmark-greenland-trump-bessent-davos-ab05ebfaae6a413d1f8125cb9726a4c5\" rel=\"nofollow noopener\" target=\"_blank\">to annex Greenland<\/a> or his flattery of NATO adversary Russian President Vladimir Putin. U.S. Defense Secretary Pete Hegseth lambasted NATO allies last week for not allowing use of their bases to attack Iran, as he announced a surprise six-month review of American forces in Europe. <\/p>\n<p>Meanwhile, in the U.K. \u2014 the country which holds the position of NATO deputy supreme allied commander \u2014 <a class=\"Link AnClick-LinkEnhancement\" data-gtm-enhancement-style=\"LinkEnhancementA\" href=\"https:\/\/apnews.com\/article\/britain-defense-secretary-john-healey-quits-533cb2637192f045ca6247ab5a402bac\" rel=\"nofollow noopener\" target=\"_blank\">government ministers quit<\/a> over what they said were military spending plans which fail to keep Britain safe.<\/p>\n<p>Summits are \u201chighly political events and they are a demonstration of any organization\u2019s unity,\u201d said Stringer, a senior British air force officer. It would be strange if over decades of NATO expanding there weren\u2019t moments of turbulence, he said. <\/p>\n<p>\u201cAre we in one of those moments at the moment? Yes, we are,\u201d Stringer said in an interview at a military conference in London where AP also interviewed other senior European military officials about their hopes \u2014 and fears \u2014 for the summit. <\/p>\n<p>NATO\u2019s European members step up on defense<\/p>\n<p>Trump has long urged European allies to take more responsibility for their own defense, and <a class=\"Link AnClick-LinkEnhancement\" data-gtm-enhancement-style=\"LinkEnhancementA\" href=\"https:\/\/apnews.com\/article\/us-nato-spain-iran-war-suspend-punish-415da08554d8e882bdf8851229d5d1ce\" rel=\"nofollow noopener\" target=\"_blank\">with the notable exception of Spain<\/a> they have largely heeded with an unprecedented effort to spend more on their armed forces. <\/p>\n<p>Russia is increasingly threatening Europe, so allies should boost their own militaries while also helping Ukraine degrade Russia\u2019s fighting power, said Maj. Gen. Indrek Sirel, a commander in Estonia\u2019s armed forces. <\/p>\n<p>\u201cEurope as a whole has a lot to do in order to be credible against Russia,\u201d said Brig. Gen. Jyri Raitasalo of Finland, which shares NATO\u2019s longest border with Russia.<\/p>\n<p>Stringer said European nations are investing to generate a \u201creally credible force,\u201d citing as an example how some countries are quadrupling production of 155 mm artillery shells. The summit will discuss ramping up production in ways the alliance has not had to do in decades, Stringer said. <\/p>\n<p>European military chiefs wait for clarity on US plans<\/p>\n<p>The outcome of Hegseth\u2019s <a class=\"Link AnClick-LinkEnhancement\" data-gtm-enhancement-style=\"LinkEnhancementA\" href=\"https:\/\/apnews.com\/article\/nato-trump-hegseth-forces-europe-security-3a550c72f0470de26b619d22b17935b6\" rel=\"nofollow noopener\" target=\"_blank\">six-month review<\/a> of forces will determine how fast Europeans must <a class=\"Link AnClick-LinkEnhancement\" data-gtm-enhancement-style=\"LinkEnhancementA\" href=\"https:\/\/apnews.com\/article\/nato-us-trump-troops-withdraw-rutte-a9fa797f52a26a03a43a93851a1200d8\" rel=\"nofollow noopener\" target=\"_blank\">take responsibility<\/a> for their own security. The U.S. military in Europe had said earlier in the month that Washington would be withdrawing some capabilities from Europe and expecting other allies to fill the gaps.<\/p>\n<p>The Trump administration says that <a class=\"Link AnClick-LinkEnhancement\" data-gtm-enhancement-style=\"LinkEnhancementA\" href=\"https:\/\/apnews.com\/article\/nato-us-troops-redeployment-trump-germany-2165cf85a0d1950b223f6ac9d38b3340\" rel=\"nofollow noopener\" target=\"_blank\">troop reductions in Europe<\/a> have long been planned and coordinated with allies, but Sirel said it\u2019s still not clear how U.S. forces will be positioned in the Baltic states. That includes some U.S.-led deterrence of Russia on NATO\u2019s eastern flank.<\/p>\n<p>Sirel said he was \u201cconfident\u201d he could rely on a U.S. presence, while also saying the Estonian military is finding ways to react to sudden changes.<\/p>\n<p>    <a class=\"AnchorLink\" id=\"html-embed-module-a00000\"\/><\/p>\n<p>\n    Sign up for Morning Wire:<br \/>\n    Our flagship newsletter breaks down the biggest headlines of the day.\n  <\/p>\n<p>Stringer said it would be difficult to replace U.S. long-range strike and surveillance capabilities, but that he was \u201cconfident\u201d allies could bridge the gap \u2014 not always with the same equipment but by mixing a \u201ccocktail\u201d of capabilities.<\/p>\n<p>Only the U.S. operates B1 and B52 bomber aircraft, but in theory, a loss of their capabilities might be offset by firing missiles from a variety of other systems including from the ground, sea and smaller aircraft, he said.<\/p>\n<p>Changing plans suddenly is not good for defense<\/p>\n<p><a class=\"Link AnClick-LinkEnhancement\" data-gtm-enhancement-style=\"LinkEnhancementA\" href=\"https:\/\/apnews.com\/article\/troop-deployments-europe-costs-trump-bb43a4fd108a663e69ba4bc9b9f6e6ce\" rel=\"nofollow noopener\" target=\"_blank\">NATO allies were bewildered<\/a> in May when Trump said he would send <a class=\"Link AnClick-LinkEnhancement\" data-gtm-enhancement-style=\"LinkEnhancementA\" href=\"https:\/\/apnews.com\/article\/trump-troops-withdrawal-germany-poland-europe-499a39701275a553d1ff15bb1756d2fe\" rel=\"nofollow noopener\" target=\"_blank\">5,000 U.S. troops<\/a> to Poland just weeks after ordering the same number pulled from Europe.<\/p>\n<p>Such sudden changes are challenging because military planning requires long-term strategy, said Raitasalo, the Finnish military\u2019s logistics chief. \u201cIf you change your mind, or change your plan, every week or every month or even every year, you will not get very good results,\u201d he said. <\/p>\n<p>Raitasalo said the allies need to make clear pledges of capabilities, rather than just promise spending.<\/p>\n<p>Sweden\u2019s army chief, Maj. Gen. Jonny Lindfors, said a good outcome from the summit would be \u201ca common picture of how to realign when it comes to deterrence and defense.\u201d<\/p>\n<p>Lindfors said he would like at least an outline \u2014 if not a \u201cclear vision\u201d \u2014 on how defense burdens should shift so that he knows what \u201cNATO 3.0 is starting to look like.\u201d <\/p>\n<p>Britain needs to commit to defense<\/p>\n<p>British Defense Secretary John Healey resigned earlier this month, along with another minister, saying the government was unable and unwilling to commit the resources Britain needs to \u201cdefend the country at this time of rising threats.\u201d<\/p>\n<p>At last year\u2019s NATO summit, members agreed to spend 3.5% of their gross domestic product on <a class=\"Link AnClick-LinkEnhancement\" data-gtm-enhancement-style=\"LinkEnhancementA\" href=\"https:\/\/apnews.com\/article\/nato-defense-spending-trump-spain-db0912cbfdaedc4c6b57809c9e11d6bd\" rel=\"nofollow noopener\" target=\"_blank\">core defense.<\/a> The U.K. committed to meeting that target by 2035. However Healey said the proposed defense investment plan would see spending rise to just 2.68% of GDP in 2030.<\/p>\n<p>The new defense secretary, Dan Jarvis, has said Britain will keep its commitments, and the British government has committed to publishing the spending plan.<\/p>\n<p>By the summit, NATO expects nations to have a \u201ccredible path\u201d to 3.5%, and the U.K. is \u201cas beholden to that as anybody else,\u201d Stringer said.<\/p>\n<p>He said the U.K. cannot presume that \u201cthought leadership\u201d in NATO is enough, and that it must match its \u201cforces and resources\u201d while committing to defense. <\/p>\n<p>NATO\u2019s credibility is at stake<\/p>\n<p>At last year\u2019s summit, NATO Secretary General Mark Rutte kept Trump on board by telling him he would achieve <a class=\"Link AnClick-LinkEnhancement\" data-gtm-enhancement-style=\"LinkEnhancementA\" href=\"https:\/\/apnews.com\/article\/trump-nato-rutte-flattery-daddy-iran-e7ee4dacb4febf14e3911f376638daaa\" rel=\"nofollow noopener\" target=\"_blank\">\u201cBIG\u201d success<\/a> at getting allies to spend more on defense. <\/p>\n<p>\u201cIt\u2019s a tricky question,\u201d said Lindfors, the Swedish commander, when asked by AP if the important goal for this summit \u2014 over military outcomes \u2014 is to avoid a situation where the U.S. president slams his allies.<\/p>\n<p>Stringer said that at this year\u2019s summit it\u2019s important to display \u201ccohesion and unity\u201d among the alliance\u2019s 32 members but also to have \u201chonest\u201d conversations and deliver \u201ccredible\u201d plans. <\/p>\n<p>Raitasalo of Finland said the meeting must go beyond traditional \u201ccommuniques, roadmaps and action plans\u201d and demonstrate deterrence through deeds.
