According to experts\u2019 estimates, NATO defense spending in the Arctic region could reach hundreds of billions of dollars, as there is a growing need for new ships, drones, submarine assets, and satellite systems. In this context, Russia holds many advantages amid worn-out U.S. equipment and Washington\u2019s push to rethink Europe\u2019s role in joint defense.<\/p>\n<p>The northern focus of NATO is rising: control over the Kola Peninsula is a key link in the strategy, as the territory could host the largest share of Russia\u2019s missile and nuclear forces. The quantity and quality of Arctic infrastructure influence the ability to track and deter potential threats in the icy sea. Climate change is also driving shifts in sea routes, increasing the need for new sensors and communications systems to monitor submarine forces in northern waters.<\/p>\n<p>A demonstrative series of exercises code-named Arctic Sentry shows that the United States and European allies are ready to defend NATO\u2019s northern flank. Senior officials spoke of strengthening the region\u2019s collective defense, including after a long dialogue about Greenland\u2019s role and the prospects for expanding Europe\u2019s participation in the Arctic security architecture.<\/p>\n<p>At the same time, experts emphasize that strengthening Arctic capability requires long-term investment across the full spectrum of resources \u2013 from icebreaker fleets to modern radars and surveillance systems \u2013 and that this is taking place at a time when the U.S. administration weighs participation in European defense and a possible reassessment of military deployments on the continent.<\/p>\n<p>In recent years, attention to the ice-free Arctic has shifted: the retreat of sea ice opens new routes, but at the same time increases risks and demands for resilient technologies and long-distance data networks. In discussions about the Arctic, experts note that fundamental infrastructure and the integration of defense systems must be adapted to harsh climatic conditions and changing sea routes.<\/p>\n<p>No great power of the 21st century will be able to preserve its position on the world stage without a robust presence in the Arctic.<\/p>\n<p>\u2013 Olafur Ragnar Grimsson<\/p>\n<p>THE KOLA PENINSULA AND THE NUCLEAR ARSENAL<\/p>\n<p>The only somewhat clear objective for European allies is to monitor activity in Russia\u2019s Arctic zone, notably near the northern coast and in submarine-navigation zones. The Northern Fleet of Russia and its submarine fleet remain the main sources of potential strategic pressure, given that old and new weapons systems require constant updating and modernization. International coordination covers monitoring the GIUK Gap and the Barents Sea, where critical undersea cables have been affected by incidents some analysts link to Russian activity. Experts also note that the Arctic requires more reliable reconnaissance systems that can withstand extreme conditions and long operation in northern waters.<\/p>\n<p>In the region, the retreat of sea ice affects the likelihood of detecting and tracking submarines, prompting development of new sensor technologies and expansion of remote operations in extreme temperatures. As one military expert noted, the ability to listen to and track submarines in the Barents Sea decreases under certain conditions, so ramping up undersea reconnaissance is a crucial step. There were also warnings about reconnaissance vessels tracking Arctic Allied exercises.<\/p>\n<p>At the moment we can listen to and track submarines in the Barents Sea and keep tabs on them. If we do not do this and lose control of the submarine forces, a serious problem will arise.<\/p>\n<p>\u2013 Tore Sandvik<\/p>\n<p>IS NATO READY FOR THE CHALLENGE?<\/p>\n<p>While some countries increase defense spending, others focus on modernizing fleets and command-and-control systems in the Arctic region. Northern states steadily increase their share of defense spending and strive to meet NATO\u2019s general goals. The United States and Finland jointly develop icebreaker construction projects, and Norway is purchasing frigates and submarines. The Nordic countries have united their air forces, forming a joint capability comparable to Britain\u2019s.<\/p>\n<p>Canada, amid concerns about the possible role of the United States in global security, unveiled a major plan to develop Arctic defense, including infrastructure such as military airfields. Together with Denmark, the countries are investing in a naval base and other ice-capable forces. This indicates that the Western coalition is trying to be more autonomous on Arctic matters while discussing the role of the United States in supporting the region\u2019s defense.<\/p>\n<p>Military leaders confirm that Arctic Sentry training helps soldiers better master the harsh conditions of the polar zone. According to a British officer, such training creates a more realistic environment for cold-weather and snow training. At the same time, the United Kingdom is increasing its permanent military presence in Norway, and in June NATO launched a new 600-strong group in Sweden and the Finnish Lapland region.<\/p>\n<p>However, experts note that the region\u2019s priority requires understanding the political and economic will of allies, especially when one of the participant countries expresses concerns about the nature of long-term involvement. The former deputy assistant secretary of defense for Arctic and Global Resilience stressed that in light of competition in the East, the importance of the region may be diminishing, but the Arctic needs attention and resources.<\/p>\n<p>U.S. SUPPORT<\/p>\n<p>The commanders of U.S. Army formations who took part in Arctic Sentry  \u2013  Cold Response tried to assure European partners of a united effort.<\/p>\n<p>Our commitment to defend every inch of NATO territory<\/p>\n<p>\u2013 Major General Daniel Shipley<\/p>\n<p>However, concerns among European leaders grew after threats regarding interpretations of Greenland and possible withdrawal from NATO. At the same time, the United States announced a reduction in participation in NATO crisis-response forces, including aircraft, drones, and ships. The Baltic and Nordic countries emphasize the importance of staying engaged, and noted that support from Washington should be balanced with their own defense.<\/p>\n<p>Norway\u2019s Prime Minister Jonas Gahr St\u00f8re stressed that strategy and dialogue with Washington must remain priorities, as proximity to the world\u2019s largest arsenals (in his words, \u201cwithin 100 kilometers of my border lies the world\u2019s largest nuclear arsenal\u201d) underscores the importance of Arctic security and international cooperation. Such words highlighted the importance of long-term partnership and a responsible approach to regional stability.<\/p>\n<p>Overall, Arctic issues remain a key test for NATO: whether the alliance can deliver the necessary balance of power, focusing on modernization, joint training, and coordination among Europe, Canada, and the United States, despite political pressure and financial challenges.
