Read the latest.<\/p>\n<p>The NATO\u00a0chief came to\u00a0the Ukrainian capital to\u00a0attend a\u00a0meeting of\u00a0the North Atlantic Council at\u00a0the level of\u00a0permanent representatives, as\u00a0well as\u00a0a\u00a0session of\u00a0the NATO-Ukraine Council. His arrival had earlier been reported by\u00a0Ukrainian Railways.<\/p>\n<p>Rutte also addressed the issue of Ukraine\u2019s possible accession to the alliance, acknowledging that NATO\u00a0members do\u00a0not currently have practical consensus on\u00a0the matter.<\/p>\n<p>Moscow has repeatedly criticized arms deliveries to Kiev. Russian Foreign Minister Sergey Lavrov has said that any cargo carrying weapons for Ukraine would be treated by Russia as a legitimate target. The Russian Foreign Ministry has also argued that NATO\u00a0countries are \u00abplaying with fire\u00bb by\u00a0transferring weapons to\u00a0the Kiev regime. The Kremlin has stressed that Western military aid to\u00a0Kiev does not help Russian-Ukrainian negotiations and will instead have negative consequences.<\/p>\n<p>Rutte arrived in\u00a0Kiev on\u00a0the same day as\u00a0a\u00a0strike by\u00a0the Ukrainian Armed Forces on\u00a0a\u00a0bus carrying civilians in\u00a0Yenakiyevo. The bus was traveling on\u00a0the Moscow-Simferopol route.
