Prior to the date the verdict’s hammer was due to drop, these are the international testimonies that rocked The Hague.
Wesley Clark
The crucial testimony, considered to be perturbed, was that of American General Wesley Clark, who closed with a powerful speech.
For the two days he was assigned, the four-star general told the truth of the Kosovo Liberation Army.
In his statements to Hashim Thaci, the former American military was clear.
“Thaci bore no responsibility for acts of violence in Kosovo!”
Neither has the KLA carried out ethnic cleansing, Clark said in The Hague.
At the end of his testimony, he asked the court to allow him to give an assessment of the court case to former KLA officials, Klankosova reports. tv
With full conviction, the general who led NATO’s air campaign against Serbian military targets in 1999 said the KLA was not terrorist because its members fought for their freedom.
The following is his full talk (18 November, 2025):
Justice: You’re free to go. Thank you for coming, sharing the information you had with us. You can leave.
Clark: Thank you, but I didn’t have a chance. You promised me I could say something.
The judge laughs: You said a lot.
Clark: Give me two minutes, please.
Judge: If you say anything, you can’t be asked questions.
Clark: I won’t say anything that needs to be asked later.
Clark: I mentioned the American Revolution several times. We are in an era where there are great forces trying to influence different governments. Since World War II, we have been trying to have an international system on the rules, which has worked to some extent, but not entirely.
After Yugoslavia and the people in Yugoslavia broke up, they demanded the same freedom as the West.
We also have a situation in Ukraine.
I’m trying to be rude because criminal processes are important, but there must be a limit to order.
So there’s order, but people have to be respected and fought for their rights.
And so he tried to do the KLA in the early years of 99, when he simply refused to accept the pressure from Serbs, and he did his best to resist Serbs.
So they’re not terrorists! Even though Serbian generals said they were terrorists. They were not terrorists but fought an unjust regime!
I think this is very difficult for court lawyers. There are people here who fought for their freedom.
Thank you for giving me the opportunity to explain.
I have followed this trial and stick to the conviction that Hashim Thaci is not responsible for what happened in Kosovo. He does not bear responsibility for individual acts of violence and revenge.
James Rubin
Equally significant is the testimony of the man who first appeared as a witness called by the defence, before the Special Court in The Hague.
The US State Secretary’s former assistant for three consecutive days gave powerful evidence in defence of the former Kosovo president for his role in the Kosovo Liberation Army, the Rambouillet process and relations with key war commanders.
Rubin dropped claims by the Specialised Prosecutor’s Office for joint criminal enterprise, while Thaci presented him as a political representative at the KLA without the ability to make decisions and without authority over the area commanders.
The former diplomat described Thaci as the KLA’s “political image”. Neither control nor effective command had in the military, Ruby said.
The US, according to him, considered Hashim Thaci, leader appointed by Albanians themselves.
Before the court, Rubin has also had criticism of the court, deeming it unfair to keep five years in custody of four, who, according to him, surrendered voluntarily, reports Klankosova. tv
Paul Williams
The second US testimony to Thaci at The Hague was that of the Kosovo delegation’s legal adviser during negotiations in Rambouillet in 1999.
Paul Williams testified two days before Kosovo’s Specialised Chambers in The Hague for Thaci’s role, the KLA and the process as a whole.
Like Ruby, he claimed that his former head The KLA had competencies and could not give consent to agreements without the approval of commanders of Kosovo Liberation Army areas.
The lawyer confirmed that Thaci “was heavily controlled from outside” and that the same reported to commanders during the time he was in Rambouille.
For Thaci and the entire Kosovo delegation in Rambouille, Williams clearly indicated that independence was necessary.
John Duncan
In late September 2025, a former diplomat has witnessed before the Special Court.
The third witness, British John Stewart Duncan, called from the defence of the former Kosovo president, said what was heard several times also by preliminary witnesses: Thaci did not have full military authority over the KLA, and his role was largely political.
Duncan, since the late 1990s, was political adviser to former NATO Supreme Allied Force Commander Wesley Clark, said the KLA did not have a hi-down hierarchy and that real power had the commanders of the zones.
Christopher Hill.
In the courtroom, there was Christopher Hill among the witnesses. The retired American diplomat was on the same line, that Thaci was not a figure who made decisions and that the KLA had a literal hierarchy.
The signing of the Rambouille agreement, according to him, dismissed Milosevic’s claim that Albanians could not get together and agree on anything, Klakosova reports. tv
Hill in his testimony stated Thaci was not responsible in the KLA, stressing that there was no information that he had ordered illegal activities.
Michael Durkee and James Covey were also among seven defense witnesses
Durkee, Clark’s adviser, during his testimony at The Hague, but in November 2025, had said former President Hashim Thaci did not have the authorities and the competence to prevent violence in 1999 and that he had only political role.
Before the court, he had declared that the KLA had no consolidated command structure and that the commanders of operational zones had considerable autonomy.
Covey testified from the same seat.
Former deputy UN representative to Kosovo Bernard Kouchner has declared in The Hague that Hashim Thaci is only recognised as political leaders. In his statement, he said U NMIK has not treated him as KLA commander-in-chief, Klankosova reports. tv
These international witnesses had attempted to discredit the specialised Prosecutor’s Office itself in the period of final words in February of this year.
But, the prosecution was sworn down by Hashim Thaci’s defence, specifically by attorney Pierre Prosper!
Everything’s already closed.
