The International Residual Mechanism for Criminal Tribunals (IRMTC) announced the news in a statement. The doctor at the United Nations Detention Unit (UNDU) was immediately informed, while Dutch authorities have initiated standard procedures and investigations under national law. The judge Graciela Gatti Santana, chairman of the Mechanism, ordered a full investigation into the circumstances of Kabuga&#8217;s death, charging the judge Alphons Orie to conduct the investigation. Kabuga, a Rwandan businessman, had been charged with genocide, conspiracy to commit genocide, incitement to genocide, and crimes against humanity during the 1994 genocide against the Tutsi in Rwanda. The now-defunct International Criminal Tribunal for Rwanda (ICTR) had issued an arrest warrant for Kabuga in April 2013.<\/p>\n<p>Kabuga was arrested in France in May 2020 and transferred to the Judicial Mechanism in The Hague in October of that year. His trial was scheduled to begin in September 2022, but in September 2023, the Trial Chamber indefinitely suspended the proceedings after Kabuga was found unfit to stand trial a month earlier by the Appeals Chamber. The court then ordered that he remain in detention at the United Nations detention center pending a decision on his provisional release. At the time of his death, he was awaiting provisional release to a State willing to accept him.
