Kyiv says partners must tighten export controls.

Last week, a new study on Russian drones that attacked Ukraine on Security Service Day was published, and its findings were revealed by the president’s envoy for sanctions policy, Vladyslav Vlasyuk, in an interview with the media.

In particular, for the first time in a long time, Shahed-type drones did not contain components from the Dutch company NXP. According to Vlasyuk, this change could serve as a sign of international community pressure on the supply of critical technologies for Russia’s military-industrial complex.

“It’s early to draw final conclusions, but there are grounds for cautious optimism. I am not claiming that these components were always in Shaheds. But there is a possibility that Russia may have stopped receiving components from the Netherlands, and that would be a very good result of our joint efforts.”

– Vladyslav Vlasyuk

According to Vlasyuk, such a change could be the result of systematic engagement with governments and manufacturers.

At the same time, the analysis showed that foreign technologies are still actively used in Russian weapons. Thus, American components from late 2025 were detected in drones, and microchips from the Swiss STMicroelectronics were also found.

“This is already not funny. Specifically about Switzerland, because it’s an ongoing ping-pong between the Swiss government and Italy, that it’s not us, it’s not us, we only have the headquarters, while production is not here, it’s in China. We will continue to communicate. Regarding China, by the way, we saw more Chinese components; we even saw boards printed in March 2026, which is another interesting indicator. The date is March 2026; these drones are already in use, which is quite interesting.”

– an official

Among the less pleasant findings, according to Vlasyuk, was the discovery of a substantial number of new Japanese components. The information was shared with partners, and Kyiv plans to encourage partner countries to avoid supplying to the Russian Federation.

The commissioner explained that Ukraine has been systematically working to block the supply of critical components for about three years.

Communication takes place in several formats: between governments, through governments with manufacturers, through the media, and through public pressure.

“This year we provided dozens, if not hundreds, of serial numbers for specific components, which greatly simplifies internal investigations for the companies themselves. Where there is serious commitment to the problem, there will be results. Where it isn’t, other consequences may follow.”

– Vladyslav Vlasyuk

A separate problem remains the supply from the People’s Republic of China. According to Vlasyuk, many Chinese companies are already on sanctions lists of Ukraine, the United States, the EU, and the United Kingdom, but sanctions do not always work effectively. Ukraine regularly provides the Chinese side with data on such components.

«Only this week we transmitted a new data package – everything that could be captured this year»

«Only this week we transmitted a new data package – everything that could be captured this year.»

– Vladyslav Vlasyuk

Another alarming signal is the reverse exchange of technologies between Russia and Iran: if in 2022-2023 Iran supplied drones to Russia, now the situation has reversed.

After the start of Russia’s full-scale invasion of Ukraine, the United States and other Western countries imposed a range of sanctions aimed at reducing Moscow’s ability to wage war, restricting access to Western technologies. Yet Russia continues to seek ways around restrictions and finds foreign components.

Prospects and Next Steps

According to Vlasyuk, governments and manufacturers should continue to work closely together to reduce the risks of using foreign components in Russian weapons systems.

Participants in the international coalition emphasize the need to strengthen supply-chain monitoring and to respond promptly to new cases of critical technologies entering Russian equipment.

In any case, efforts to limit access to critical components must remain a priority, and collaboration between countries should be persistent and coordinated to minimize the risks of using foreign technologies for military purposes.

In summary, global attention to technology supplies for the Russian defense industry has increased, but it is not yet possible to completely stop the flow of foreign components. However, thanks to the efforts of the international community, there are signals of strengthened control over critical technologies and tougher responses to violations.

«Це вже навіть не смішно»: уповноважений президента розповів про іноземні компоненти в «Шахедах»

Investigators found shifts in component sourcing for Shahed drones, raising hopes sanctions work.
