The Hard Part Starts Now. \u2013 The Diplomat"},"content":{"rendered":"<p>When Prime Minister Narendra Modi was in the Netherlands on May 16, he shook hands with two CEOs: <a href=\"https:\/\/www.reutersconnect.com\/item\/indian-prime-minister-narendra-modi-visits-netherlands\/dGFnOnJldXRlcnMuY29tLDIwMjY6bmV3c21sX1JDMkVBTEE5TFZCNQ\" rel=\"nofollow noopener\" target=\"_blank\">ASML\u2019s Christophe Fouquet and Tata Electronics\u2019 Randhir Thakur<\/a>. The symbolism was clear: <a href=\"https:\/\/economictimes.indiatimes.com\/industry\/cons-products\/electronics\/modi-in-netherlands-one-firm-holds-the-key-to-indias-chip-ambition\/articleshow\/131134047.cms\" rel=\"nofollow noopener\" target=\"_blank\">India is joining the most exclusive club<\/a> of the world\u2019s chip industry. However, there is more substance to the geopolitics than the ceremonial photographs showed.<\/p>\n<p>The celebratory occasion that Modi oversaw was the signing of an MoU between <a href=\"https:\/\/www.tata.com\/newsroom\/business\/tata-electronics-asml-semiconductor-ecosystem\" rel=\"nofollow noopener\" target=\"_blank\">Tata Electronics<\/a> and <a href=\"https:\/\/www.asml.com\/en\/news\/press-releases\/2026\/tata-electronics-and-asml-announce-strategic-partnership\" rel=\"nofollow noopener\" target=\"_blank\">ASML<\/a>. The Dutch technology firm has agreed to help Tata establish and ramp up its fabrication facility in Dholera, Gujarat, by providing a comprehensive portfolio of lithography tools and solutions and enabling the city to build up its talent pool, supply chain resilience, and R&amp;D infrastructure. In partnership with Taiwan\u2019s PSMC, the Dholera fab will produce <a href=\"https:\/\/carboncredits.com\/tatas-11-billion-leap-indias-first-semiconductor-fab-in-partnership-with-taiwans-psmc\/\" rel=\"nofollow noopener\" target=\"_blank\">$11 billion<\/a> worth of chips, covering nodes from 28 nanometers to 110 nm, for automotive, AI and mobile applications. Construction is progressing; the first Indian-origin commercial chips are expected before the end of this year.<\/p>\n<p>In order to grasp the significance of this particular partnership, it is important to understand that ASML of the Netherlands is <a href=\"https:\/\/indianexpress.com\/article\/opinion\/columns\/modi-netherlands-visit-semiconductor-power-play-asml-tata-10695861\/\" rel=\"nofollow noopener\" target=\"_blank\">not just a tech firm<\/a>. It is the only company in the world to offer Extreme Ultraviolet (EUV) lithography systems, which are crucial for the production of advanced-node chips. All the world\u2019s <a href=\"https:\/\/economictimes.indiatimes.com\/industry\/cons-products\/electronics\/modi-in-netherlands-one-firm-holds-the-key-to-indias-chip-ambition\/articleshow\/131134047.cms\" rel=\"nofollow noopener\" target=\"_blank\">major semiconductor<\/a> manufacturers \u2013 including Taiwan Semiconductor Manufacturing Co., South Korea\u2019s Samsung, and the United States\u2019 Intel \u2013 rely on ASML machines to manufacture their chips. There is no other supplier available.\u00a0<\/p>\n<p>After years of work and billions of dollars invested in the technology, no country has duplicated it \u2013 not even <a href=\"https:\/\/patentpc.com\/blog\/the-chip-war-us-vs-china-semiconductor-production-stats-in-2020-2030\" rel=\"nofollow noopener\" target=\"_blank\">China<\/a>. Chinese imports of semiconductor equipment hit a <a href=\"https:\/\/www.bloomberg.com\/news\/articles\/2024-08-22\/chinese-imports-of-chip-gear-hit-record-26-billion-this-year\" rel=\"nofollow noopener\" target=\"_blank\">record $26 billion in 2024<\/a>, which included stockpiling ahead of more stringent sanctions. But while <a href=\"https:\/\/economictimes.indiatimes.com\/small-biz\/trade\/exports\/insights\/chinese-imports-of-chip-gear-hit-record-26-billion-this-year\/articleshow\/112727773.cms?from=mdr\" rel=\"nofollow noopener\" target=\"_blank\">Chinese equipment manufacturers<\/a> are making progress, China is still far from being able to produce its own advanced EUV lithography machines.<\/p>\n<p>This is the first reason that this deal is different from India\u2019s previous semiconductor deals. This is more than obtaining the equipment; the deal with ASML brings <a href=\"https:\/\/thedailybrief.zerodha.com\/p\/india-makes-its-first-moves-in-the\" rel=\"nofollow noopener\" target=\"_blank\">India into the supply chain<\/a> of the one company whose cooperation cannot be replaced for any serious chipmaking operation.<\/p>\n<p>Why India Needs This, and Why Now<\/p>\n<p>Until recently, <a href=\"https:\/\/www.pib.gov.in\/PressReleasePage.aspx?PRID=2239608&amp;reg=3&amp;lang=1\" rel=\"nofollow noopener\" target=\"_blank\">India\u2019s semiconductor<\/a> saga had been one of a specific asymmetry. The nation accounts for about <a href=\"https:\/\/www.india-briefing.com\/news\/indias-semiconductor-market-to-hit-us108-billion-by-2030-report-36926.html\/\" rel=\"nofollow noopener\" target=\"_blank\">20 percent<\/a> of the world\u2019s semiconductor design expertise and is home to the bulk of Taiwan\u2019s fabless industry companies, which create chip designs and outsource the manufacturing to Taiwan. In other words, India was not an architect of its own value chain but rather a node in someone else\u2019s.<\/p>\n<p>Semiconductors are no longer just a product of consumer electronics; they are a central part of technological sovereignty and a national power. Microchips power today\u2019s economies, ranging from <a href=\"https:\/\/etedge-insights.com\/technology\/why-semiconductors-are-no-longer-just-an-industry-play\/\" rel=\"nofollow noopener\" target=\"_blank\">AI systems<\/a> to sophisticated military technologies, from vehicles to data centers. This pandemic shed light on the world\u2019s reliance on just a few manufacturing centers, with interruptions in production affecting everything from car-making to telecoms and consumer electronics.<\/p>\n<p>India\u2019s answer came in the form of the <a href=\"https:\/\/www.pib.gov.in\/PressReleasePage.aspx?PRID=2247814&amp;reg=3&amp;lang=1\" rel=\"nofollow noopener\" target=\"_blank\">India Semiconductor Mission<\/a>, which is in its second phase. The government has approved 12 semiconductor projects across six states under the ISM with a total investment of around 1.64 trillion rupees as of May 5, 2026. The government had notified a Special Economic Zone for Tata Semiconductor in <a href=\"https:\/\/economictimes.indiatimes.com\/tech\/technology\/govt-notifies-special-economic-zone-for-tata-semiconductor-manufacturing-at-dholera\/articleshow\/130282242.cms?from=mdr\" rel=\"nofollow noopener\" target=\"_blank\">Dholera<\/a> on April 9. The site is now recognized as an inland container depot and granted permission to handle cargo on the premises, enabling easier logistics and improved efficiency. There is considerable co-investment: The government of India is putting up <a href=\"https:\/\/www.pib.gov.in\/PressReleaseIframePage.aspx?PRID=2108602&amp;reg=3&amp;lang=2\" rel=\"nofollow noopener\" target=\"_blank\">50 percent<\/a> of the investment in the Dholera fab, which is equivalent to 450 billion rupees ($5.5 billion).<\/p>\n<p>This is not about market discovery; it is about industrial policy. The Indian government has determined that semiconductors are too critical an industry to be left to market forces. That\u2019s a fair statement. The question now is whether the policy framework being established around this goal is strong enough.<\/p>\n<p>The China Problem Is Not Going Away<\/p>\n<p>That\u2019s where the euphoric encapsulation of the <a href=\"https:\/\/www.aninews.in\/news\/world\/europe\/india-netherlands-deepen-partnership-on-semiconductors-critical-minerals-value-chain-during-pm-modis-visit20260517140224\/\" rel=\"nofollow noopener\" target=\"_blank\">ASML deal<\/a> needs to be policed. Though one critical chokepoint is referred to in the MoU (lithography), the other, far older and more ubiquitous dependency remains largely unaddressed. India remains <a href=\"https:\/\/www.orfonline.org\/research\/india-s-firmer-attempts-at-mineral-diplomacy\" rel=\"nofollow noopener\" target=\"_blank\">dependent on China<\/a> for the critical minerals used in chips, manufacturing of chips, and downstream products used by chips.<\/p>\n<p><a href=\"https:\/\/evboosters.com\/ev-charging-news\/the-countries-that-dominate-the-critical-material-supply-chains\/\" rel=\"nofollow noopener\" target=\"_blank\">China<\/a> accounts for 60-70 percent of global rare earth elements production, 85-90 percent of rare earths processing, over 90 percent of graphite processing, and 65-74 percent of cobalt processing. These are not background inputs. They are used in a variety of <a href=\"https:\/\/www.permag.com\/how-magnetics-enable-next-generation-semiconductor-manufacturing\/\" rel=\"nofollow noopener\" target=\"_blank\">permanent magnets<\/a>, specialty alloys, and process materials used in any semiconductor facility throughout its production process.<\/p>\n<p>What\u2019s more, China has effectively used these minerals in geopolitical contests. There is no hesitation by Beijing to leverage its power. China implemented an export ban on critical elements such as terbium and dysprosium on April 4, 2025, in response to U.S. President Donald Trump\u2019s \u201cLiberation Day\u201d tariffs. Indian manufacturers such as <a href=\"https:\/\/www.iea.org\/policies\/26796-export-controls-on-certain-medium-and-heavy-rare-earth-items\" rel=\"nofollow noopener\" target=\"_blank\">Bajaj Auto and Maruti Suzuki<\/a> sounded the alarms straight away.\u00a0<\/p>\n<p>China then enacted a new rule, <a href=\"https:\/\/www.lexology.com\/library\/detail.aspx?g=af2f3632-719e-4171-9c2e-d46907309ad4\" rel=\"nofollow noopener\" target=\"_blank\">MOFCOM<\/a> Notice No. 61 of October 9, 2025, which extends the scope of its rare earth export control regime to include extraterritorial effects: foreign companies will be required to obtain a Chinese export license if their products contain any traces (0.1 percent) of Chinese-origin rare earths or include Chinese rare earth-related technology.<\/p>\n<p>The numbers speak for themselves. India\u2019s trade deficit with China reached a new high of <a href=\"https:\/\/www.reuters.com\/markets\/asia\/india-trade-deficit-with-china-widens-record-992-bln-amid-dumping-concerns-2025-04-16\/\" rel=\"nofollow noopener\" target=\"_blank\">$99.2 billion<\/a> in 2024-25, driven by an increase in imports to $113.5 billion. India\u2019s exports to China were worth just $14.3 billion. More than 90 percent of rare earth magnets and metals supplied to India came from China.\u00a0<\/p>\n<p><a href=\"https:\/\/economictimes.indiatimes.com\/industry\/indl-goods\/svs\/metals-mining\/india-to-launch-national-critical-mineral-stockpile-to-secure-rare-earth-elements-amid-global-supply-chain-concerns\/articleshow\/124511338.cms?from=mdr\" rel=\"nofollow noopener\" target=\"_blank\">India\u2019s National Critical Mineral Stockpile<\/a> was announced in October 2025 in direct response to China\u2019s export ban on compound semiconductors\u2019 key ingredients: gallium, germanium and antimony. If a blockade scenario occurs, it would in an instant affect 90 percent of advanced chip production.<\/p>\n<p>The fab in Dholera may produce \u201cMade in India\u201d chips using <a href=\"https:\/\/telecom.economictimes.indiatimes.com\/news\/devices\/dholera-semiconductor-plant-to-utilize-asml-lithography-equipment-for-chip-manufacturing\/127357872\" rel=\"nofollow noopener\" target=\"_blank\">ASML<\/a> lithography equipment, but if it sources its rare earth requirements from Chinese supply chains, India is yet to attain true self-sufficiency. It\u2019s just moved the dependency one step upstream, where it\u2019s not as obvious or politically easier to tackle.<\/p>\n<p>The Larger Geopolitical Architecture<\/p>\n<p>The Tata-ASML pact comes as <a href=\"https:\/\/indianexpress.com\/article\/india\/india-netherlands-strategic-partnership-17-pacts-narendra-modi-rob-jetten-10693924\/lite\/\" rel=\"nofollow noopener\" target=\"_blank\">India and the Netherlands<\/a> increasingly look to strengthen their economic and technological ties. The world\u2019s semiconductor industry is being restructured by geopolitical and export control tensions between the United States and China, a major competitor in the chip technology sector. As semiconductor firms in the Netherlands diversify into new markets and regions, India is trying to emerge as a significant manufacturing and technology center.<\/p>\n<p><a href=\"https:\/\/www.siliconindia.com\/news\/general\/what-asml-brings-to-tata-electronics-dholera-plans-nid-240682-cid-1.html\" rel=\"nofollow noopener\" target=\"_blank\">ASML<\/a> must find partners outside of East Asia as Taiwan\u2019s risk concentrations increase. India is a partner outside the region that is politically and economically attractive to the Netherlands. More than nominal geographic distribution, India offers supply chain security. Advanced chip companies can diversify their production to geographically separated but politically aligned democracies. India also has a comparative advantage: <a href=\"https:\/\/www.pib.gov.in\/PressReleasePage.aspx?PRID=2239608&amp;reg=3&amp;lang=1\" rel=\"nofollow noopener\" target=\"_blank\">20 percent<\/a> of the world\u2019s chip engineers are already in India, and 110 mining and engineering colleges are churning out a scalable talent pool.<\/p>\n<p>According to the <a href=\"https:\/\/www.mea.gov.in\/outoging-visit-detail.htm?41126\/Visit+of+Prime+Minister+to+UAE+Netherlands+Sweden+Norway+and+Italy+May+15++20+2026\" rel=\"nofollow noopener\" target=\"_blank\">Ministry of External Affairs<\/a> press release, Modi\u2019s meetings in the Netherlands explored \u201cclose cooperation across various sectors, from defense to security, innovation to green hydrogen to semiconductors.\u201d The appearance of semiconductors and <a href=\"https:\/\/idsa.in\/publisher\/issuebrief\/indias-semiconductor-push-defence-implications\" rel=\"nofollow noopener\" target=\"_blank\">defense cooperation<\/a> together in the same sentence is no coincidence; both governments are well aware of the growing overlap between the worlds of semiconductors and security.<\/p>\n<p>The China-U.S. technology rivalry is causing a clear division into two parallel technological worlds: the U.S.-centric one, which seeks to maintain a technological upper hand with its trusted partners, and the Chinese one, which strives for self-sufficiency and to become the world\u2019s indispensable supplier of mature-node chips.
