{"id":14557,"date":"2026-05-20T20:29:25","date_gmt":"2026-05-20T20:29:25","guid":{"rendered":"https:\/\/www.europesays.com\/netherlands\/14557\/"},"modified":"2026-05-20T20:29:25","modified_gmt":"2026-05-20T20:29:25","slug":"us-sanctions-bring-uncertainty-to-the-lives-of-international-criminal-court-judges-and-prosecutors","status":"publish","type":"post","link":"https:\/\/www.europesays.com\/netherlands\/14557\/","title":{"rendered":"US sanctions bring uncertainty to the lives of International Criminal Court judges and prosecutors"},"content":{"rendered":"<p>THE HAGUE, Netherlands (AP) \u2014 Judges and prosecutors at the International Criminal Court are trying to live and work under the same U.S. financial and travel restrictions brought against Russian President Vladimir Putin and Osama bin Laden. <\/p>\n<p>Nine staff members, including <a class=\"Link AnClick-LinkEnhancement\" data-gtm-enhancement-style=\"LinkEnhancementA\" href=\"https:\/\/apnews.com\/article\/us-icc-trump-israel-rubio-sanctions-5e633947709ffe781e92525041c13ca9\" rel=\"nofollow noopener\" target=\"_blank\">six judges and the ICC\u2019s chief prosecutor<\/a>, have been sanctioned by U.S. President Donald Trump for pursuing investigations into officials from the U.S. and Israel, which aren\u2019t among The Hague court\u2019s 125 member states. <\/p>\n<p>Typically reserved for autocrats, crime bosses and the like, the <a class=\"Link AnClick-LinkEnhancement\" data-gtm-enhancement-style=\"LinkEnhancementA\" href=\"https:\/\/apnews.com\/article\/icc-trump-sanctions-karim-khan-court-a4b4c02751ab84c09718b1b95cbd5db3\" rel=\"nofollow noopener\" target=\"_blank\">sanctions can be devastating<\/a>. They prevent the ICC officials and their families from entering the United States, block their access to even basic financial services and extend to the minutiae of their everyday lives.<\/p>\n<p>The court\u2019s top prosecutor, British national Karim Khan, had his bank accounts closed and his U.S. visa revoked, and Microsoft even canceled his ICC email address. Canadian judge Kimberly Prost, who was named in the <a class=\"Link AnClick-LinkEnhancement\" data-gtm-enhancement-style=\"LinkEnhancementA\" href=\"https:\/\/apnews.com\/article\/us-icc-trump-israel-rubio-sanctions-5e633947709ffe781e92525041c13ca9\" rel=\"nofollow noopener\" target=\"_blank\">latest round of sanctions<\/a> in August, immediately lost access to her credit cards, and Amazon\u2019s Alexa stopped responding to her.<\/p>\n<p>\u201cYour whole world is restricted,\u201d Prost told The Associated Press last week.<\/p>\n<p>Prost had an inkling of what would happen when she made the list. Before joining the ICC in 2017, she worked on sanctions for the U.N. Security Council. She was targeted by the Trump administration for <a class=\"Link AnClick-LinkEnhancement\" data-gtm-enhancement-style=\"LinkEnhancementA\" href=\"https:\/\/apnews.com\/article\/b1149fb9a2f6d2e8c811746759d9a34b\" rel=\"nofollow noopener\" target=\"_blank\">voting to allow the court\u2019s investigation<\/a> into alleged war crimes and crimes against humanity committed in Afghanistan, including by American troops and intelligence operatives.<\/p>\n<p>\u201cI\u2019ve worked all my life in criminal justice, and now I\u2019m on a list with those implicated in terrorism and organized crime,\u201d she said.<\/p>\n<p>How the sanctions work<\/p>\n<p>The sanctions <a class=\"Link AnClick-LinkEnhancement\" data-gtm-enhancement-style=\"LinkEnhancementA\" href=\"https:\/\/apnews.com\/article\/icc-trump-sanctions-karim-khan-court-a4b4c02751ab84c09718b1b95cbd5db3\" rel=\"nofollow noopener\" target=\"_blank\">have taken their toll<\/a> on the court\u2019s work across a broad array of investigations at a time when the institution is juggling ever more demands on its resources and a leadership crisis centered on Khan. Earlier this year, <a class=\"Link AnClick-LinkEnhancement\" data-gtm-enhancement-style=\"LinkEnhancementA\" href=\"https:\/\/apnews.com\/article\/un-icc-prosecutor-khan-sexual-misconduct-d826e69abfbedacef2b270ffe410610d\" rel=\"nofollow noopener\" target=\"_blank\">he stepped aside<\/a> pending the outcome of an investigation into allegations of sexual misconduct. He denies the allegations.<\/p>\n<p>How companies comply with sanctions can be unpredictable. Businesses and individuals risk substantial U.S. fines and prison time if they provide sanctioned people with \u201cfinancial, material, or technological support,\u201d forcing many to stop working with them.<\/p>\n<p>The sanctions\u2019 effects can be sweeping and even surprising.<\/p>\n<p>Shortly after she was listed, Prost bought an e-book, \u201cThe Queen\u2019s Necklace\u201d by Ant\u00e1l Szerb, only to later find it had disappeared from her device.<\/p>\n<p>\u201cIt\u2019s the uncertainty,\u201d she said. \u201cThey are small annoyances, but they accumulate.\u201d<\/p>\n<p>Staff worry about their families<\/p>\n<p>Luz del Carmen Ib\u00e1\u00f1ez Carranza, a sanctioned Peruvian judge who was involved in the same Afghanistan decision as Prost, told the AP that the problems are \u201cnot only for me, but also for my daughters,\u201d who can no longer attend work conferences in the U.S.<\/p>\n<p>Deputy prosecutor Nazhat Shameem Khan echoed her colleagues\u2019 concerns, saying \u201cYou\u2019re never quite sure when your card is not working somewhere, whether this is just a glitch or whether this is the sanction.\u201d<\/p>\n<p>Meanwhile the staffers, some of whom also face <a class=\"Link AnClick-LinkEnhancement\" data-gtm-enhancement-style=\"LinkEnhancementA\" href=\"https:\/\/apnews.com\/article\/icc-court-trump-sanctions-russia-6f8a0c911bccaaa9551529fc03b3dcc0\" rel=\"nofollow noopener\" target=\"_blank\">arrest warrants in Russia,<\/a> are worried that Washington might sanction the entire ICC, rendering it unable to pay employees, provide financial assistance to protected witnesses or even keep the lights on. <\/p>\n<p>The ICC was established in 2002 as the world\u2019s permanent court of last resort to prosecute individuals responsible for the most heinous atrocities \u2014 war crimes, crimes against humanity, genocide and the crime of aggression. It only takes action when nations are unable or unwilling to prosecute those crimes on their territory.<\/p>\n<p>The court has no police force and relies on member states to execute arrest warrants, making it very unlikely that any U.S. or Israeli official would end up in the dock. But those wanted by the court, <a class=\"Link AnClick-LinkEnhancement\" data-gtm-enhancement-style=\"LinkEnhancementA\" href=\"https:\/\/apnews.com\/article\/icc-putin-warrant-arrest-war-russia-ukraine-fc2f9375fa9a2d2e3861a50b2b174936\" rel=\"nofollow noopener\" target=\"_blank\">like Putin<\/a>, can risk arrest when traveling abroad or after leaving office \u2014 the ICC <a class=\"Link AnClick-LinkEnhancement\" data-gtm-enhancement-style=\"LinkEnhancementA\" href=\"https:\/\/apnews.com\/article\/rodrigo-duterte-manila-philippines-icc-9b9d08b8832b43282db53418535fb245\" rel=\"nofollow noopener\" target=\"_blank\">took custody this year<\/a> of former Philippine President Rodrigo Duterte, who is accused of crimes against humanity for his deadly anti-drugs crackdowns.<\/p>\n<p>The Trump administration\u2019s rationale<\/p>\n<p>When explaining Trump\u2019s executive order sanctioning the ICC in February, the White House <a class=\"Link AnClick-LinkEnhancement\" data-gtm-enhancement-style=\"LinkEnhancementA\" href=\"https:\/\/apnews.com\/article\/icc-sanctions-trump-israel-gaza-17422a0d6dc57ac211be35abb3f9fb41\" rel=\"nofollow noopener\" target=\"_blank\">said the move was in response<\/a> to the \u201cillegitimate and baseless actions targeting America and our close ally Israel.\u201d <\/p>\n<p>\u201cThe United States will not tolerate efforts to violate our sovereignty or to wrongfully subject U.S. or Israeli persons to the ICC\u2019s unjust jurisdiction,\u201d Tommy Pigott, a State Department spokesman, said in response to questions from the AP. <\/p>\n<p>There is little the staff can do to get the sanctions lifted. Sanctions imposed during the first Trump administration <a class=\"Link AnClick-LinkEnhancement\" data-gtm-enhancement-style=\"LinkEnhancementA\" href=\"https:\/\/apnews.com\/article\/government-and-politics-donald-trump-joe-biden-courts-4f191309f97a3734b032960877cccac6\" rel=\"nofollow noopener\" target=\"_blank\">against the previous prosecutor<\/a>, Fatou Bensouda, weren\u2019t removed until Joe Biden became president.<\/p>\n<p>Ib\u00e1\u00f1ez, a former prosecutor in Peru, vowed that the sanctions wouldn\u2019t have any impact on her judicial activities in The Hague. \u201cIn my country, I prosecuted terrorists and drug lords.
