The localized labor gap comes amid stagnant domestic fleet growth and a broader global shortage of specialized aviation personnel expected to deepen over the next two decades.<\/p>\n<p dir=\"ltr\">Guillaume Leprince, general director, Airbus Helicopters Mexico, warned that the inability to produce sufficient qualified aviators could soon affect sectors of strategic national importance, including offshore energy operations.<\/p>\n<p dir=\"ltr\">\u201cMexican legislation has significant limitations, and the number of pilots the country produces each year will not be sufficient in the long term to allow continued operations, for example, in the Gulf of Mexico for oil exploration. It is a big challenge; if it is not addressed, [the country] will find itself without pilots, and not everything can be done with a drone,\u201d Leprince told\u00a0<a href=\"https:\/\/a21.com.mx\/\" rel=\"nofollow noopener\" target=\"_blank\">A21<\/a>.<\/p>\n<p dir=\"ltr\">Strict Regulations and Lengthy Training Timelines<\/p>\n<p dir=\"ltr\">In Mexico, the Federal Civil Aviation Agency (<a href=\"https:\/\/www.gob.mx\/afac\" rel=\"nofollow noopener\" target=\"_blank\">AFAC<\/a>) regulates the issuance of both private and commercial helicopter licenses. Before obtaining certification, candidates must complete mandatory theoretical and practical training at an AFAC-authorized flight school. Leprince noted that navigating this training and regulatory pipeline can take anywhere from 18 months to five years, creating a bottleneck that limits the inflow of new professionals into the market.<\/p>\n<p dir=\"ltr\">This domestic constraint compounds a broader international talent shortage. According to data from\u00a0<a href=\"https:\/\/www.boeing.com\/\" rel=\"nofollow noopener\" target=\"_blank\">Boeing<\/a>, the global commercial aviation sector will require approximately 2.4 million new personnel\u2014including pilots, cabin crew, and maintenance technicians\u2014by 2044.<\/p>\n<p dir=\"ltr\">The rotary-wing sector faces an equally acute strain. Vertical Aviation International (<a href=\"https:\/\/verticalavi.org\/\" rel=\"nofollow noopener\" target=\"_blank\">VAI<\/a>) projects that the global helicopter pilot deficit will reach 61,000 positions by 2038.<\/p>\n<p dir=\"ltr\">Stagnant Domestic Fleet Growth<\/p>\n<p dir=\"ltr\">Compounding the personnel challenge is limited commercial expansion in Mexico\u2019s helicopter market. While other Latin American countries have increased aircraft procurement, Mexico\u2019s fleet has remained largely stagnant, reducing the economic incentives and infrastructure needed to develop a stronger pilot pipeline.<\/p>\n<p dir=\"ltr\">\u201cIf we compare Mexico with other countries in Latin America, the market is very stable. We have not seen growth in either single-engine or twin-engine aircraft. Investment in helicopters in Mexico is low compared to other countries,\u201d Leprince observed.<\/p>\n<p dir=\"ltr\">He suggested that this investment plateau may indicate that the country is currently \u201cworking on its renewal plan.\u201d This strategy is primarily focused on updating defense and security assets, which remain the main drivers of rotary-wing demand across the region.<\/p>\n<p>High Accident Rates and the Human Factor<\/p>\n<p dir=\"ltr\">The urgency of addressing the pilot shortage is further underscored by regional safety performance.
