China did not take part in the arbitration and does not recognise the ruling.Manila had offered \u201cshifting\u201d justification for its claims over the decades, the China Institute for Marine Affairs (CIMA) in Beijing said in its report, citing successive territorial claims to <a target=\"_self\" class=\"e1yy41x40 ef9u0v01 css-1ankfgb ecgc78b0\" href=\"https:\/\/www.scmp.com\/week-asia\/politics\/article\/3357335\/philippines-vows-block-structures-scarborough-shoal-amid-fears-chinese-expansion?module=inline&amp;pgtype=article\" title=\"\" data-qa=\"BaseLink-renderAnchor-StyledAnchor\" rel=\"nofollow noopener\">Scarborough Shoal<\/a> and parts of the Spratly Islands.
