But the U.S. lacks federal regulation that meaningfully addresses these harms.<\/p>\n<p>On Wednesday, a Los Angeles jury found both <a class=\"Link AnClick-LinkEnhancement\" data-gtm-enhancement-style=\"LinkEnhancementA\" href=\"https:\/\/apnews.com\/article\/meta-instagram-facebook-trial-social-media-addiction-0e99c9ba6159421720d616f9facd10f0\" rel=\"nofollow noopener\" target=\"_blank\">Meta and YouTube liable<\/a> for harms to children using their services. A day earlier in <a class=\"Link AnClick-LinkEnhancement\" data-gtm-enhancement-style=\"LinkEnhancementA\" href=\"https:\/\/apnews.com\/article\/meta-facebook-new-mexico-trial-28eabd8ec5f58c1d1ecddc21bb107de7\" rel=\"nofollow noopener\" target=\"_blank\">New Mexico,<\/a> a jury determined that Meta knowingly <a class=\"Link AnClick-LinkEnhancement\" data-gtm-enhancement-style=\"LinkEnhancementA\" href=\"https:\/\/apnews.com\/article\/meta-trial-child-sexual-exploitation-5ad9f7bf1ad05bef9d177938e94f0e8b\" rel=\"nofollow noopener\" target=\"_blank\">harmed children\u2019s mental health<\/a> and concealed what it knew about child sexual exploitation on its platforms.<\/p>\n<p>Although parents and children\u2019s advocates cheered the decisions, they argue that without federal regulation to rein in the companies, platforms like Instagram, YouTube and TikTok are unlikely to implement any meaningful change. Many are pinning their hopes on the <a class=\"Link AnClick-LinkEnhancement\" data-gtm-enhancement-style=\"LinkEnhancementA\" href=\"https:\/\/apnews.com\/article\/congress-social-media-kosa-kids-online-safety-act-parents-ead646422cf84cef0d0573c3c841eb6d\" rel=\"nofollow noopener\" target=\"_blank\">Kids Online Safety Act<\/a>, a bill aimed at protecting kids from the <a class=\"Link AnClick-LinkEnhancement\" data-gtm-enhancement-style=\"LinkEnhancementA\" href=\"https:\/\/apnews.com\/article\/surgeon-general-social-media-mental-health-df321c791493863001754401676f165c\" rel=\"nofollow noopener\" target=\"_blank\">harms of social media<\/a>, gaming sites and other online platforms. It <a class=\"Link AnClick-LinkEnhancement\" data-gtm-enhancement-style=\"LinkEnhancementA\" href=\"https:\/\/apnews.com\/article\/senate-child-online-safety-vote-f27c329679feb2d74787fc3887aa710f\" rel=\"nofollow noopener\" target=\"_blank\">won Senate approval<\/a> in 2024 but has lingered since. <\/p>\n<p>Other countries, meanwhile, have implemented \u2014 or are planning \u2014 a bevy of restrictions on children\u2019s online activities, ranging from social media bans to requiring younger teens to link their accounts to a parent\u2019s. Here\u2019s a look at how countries outside the United States are regulating kids and technology. <\/p>\n<p>Australia bans kids under 16 from social media<\/p>\n<p>In 2024, Australia became <a class=\"Link AnClick-LinkEnhancement\" data-gtm-enhancement-style=\"LinkEnhancementA\" href=\"https:\/\/apnews.com\/article\/australia-social-media-children-ban-safeguarding-harm-accounts-d0cde2603bdbc7167801da1d00ecd056\" rel=\"nofollow noopener\" target=\"_blank\">the first country<\/a> to kick kids under 16 off social media. The law makes platforms \u2014 including TikTok, Facebook, Snapchat, Reddit, X and Instagram \u2014 liable for fines of up to 50 million Australian dollars ($34 million) if they fail to prevent children younger than 16 from holding accounts. While many parents have cheered the move, some experts have questioned the efficacy of their age estimation methods (the platforms are not required to ask users for government-issued IDs) and their effects on young people\u2019s free speech, social connections and privacy. Critics also fear that the ban will impact the privacy of all users who must prove they are older than 16.<\/p>\n<p>Brazil requires supervision and restricts the infinite scroll<\/p>\n<p>A <a class=\"Link AnClick-LinkEnhancement\" data-gtm-enhancement-style=\"LinkEnhancementA\" href=\"https:\/\/apnews.com\/hub\/brazil\" rel=\"nofollow noopener\" target=\"_blank\">Brazilian<\/a> law that seeks to shield minors from addictive, violent and pornographic online content <a class=\"Link AnClick-LinkEnhancement\" data-gtm-enhancement-style=\"LinkEnhancementA\" href=\"https:\/\/apnews.com\/article\/brazil-internet-regulation-social-media-cd5d8f51ecbc0bb28f43a741dd95bc05\" rel=\"nofollow noopener\" target=\"_blank\">took effect this month<\/a>, with experts calling it a milestone in the protection of children and adolescents.<\/p>\n<p>Under the new law, children under 16 are required to link their social media accounts to a legal guardian to ensure supervision. The legislation also prohibits platforms from using addictive features, such as <a class=\"Link AnClick-LinkEnhancement\" data-gtm-enhancement-style=\"LinkEnhancementA\" href=\"https:\/\/apnews.com\/article\/social-media-addiction-signs-adults-da4a28f1b361b3d909b4790d4f462089\" rel=\"nofollow noopener\" target=\"_blank\">infinite scroll<\/a> and the automatic play of videos. Digital services are also required to implement an effective age verification mechanism that goes beyond self-declaration.<\/p>\n<p>Indonesia plans under-16 social media ban<\/p>\n<p>Following in Australia\u2019s footsteps <a class=\"Link AnClick-LinkEnhancement\" data-gtm-enhancement-style=\"LinkEnhancementA\" href=\"https:\/\/apnews.com\/article\/indonesia-social-media-children-854305eeb97b34157586b51ce5c6a5dc\" rel=\"nofollow noopener\" target=\"_blank\">Indonesia will ban social media<\/a> for children under 16 beginning this month. <\/p>\n<p>The regulation that will mean children under the age of 16 can no longer have accounts on \u201chigh-risk\u201d digital platforms, including YouTube, TikTok, Facebook, Instagram, Threads, X, Bigo Live and Roblox.<\/p>\n<p>The implementation will start gradually from March 28 until all platforms comply.<\/p>\n<p>Indonesia will be the first country in Southeast Asia to restrict the access of children to social media.<\/p>\n<p>Malaysia restricts young teens, tightens digital rules<\/p>\n<p>Since January 2025, major social media and messaging platforms with at least 8 million users in Malaysia are required to obtain a license as part of a broader tightening of state oversight over digital platforms. Licensed platforms must implement age verification, content-safety measures and transparency rules, reflecting the government\u2019s push for a safer digital space. The country also plans to <a class=\"Link AnClick-LinkEnhancement\" data-gtm-enhancement-style=\"LinkEnhancementA\" href=\"https:\/\/apnews.com\/article\/malaysia-social-media-ban-under-16-1e9e20321c8c83c470ff7489139f10b8\" rel=\"nofollow noopener\" target=\"_blank\">ban kids under<\/a> 16 from social media beginning this year.<\/p>\n<p>Europe and the UK look into limits<\/p>\n<p>Spain\u2019s prime minister, Pedro S\u00e1nchez, <a class=\"Link AnClick-LinkEnhancement\" data-gtm-enhancement-style=\"LinkEnhancementA\" href=\"https:\/\/apnews.com\/article\/spain-social-media-ban-children-under-16s-77ac5a2e2078f175bd61dbfb5ad9deb7\" rel=\"nofollow noopener\" target=\"_blank\">announced in February<\/a> that the country plans to limit social media access for children under 16, in a move designed to shield young people from the harms of online content. <\/p>\n<p>In January, France approved a bill <a class=\"Link AnClick-LinkEnhancement\" data-gtm-enhancement-style=\"LinkEnhancementA\" href=\"https:\/\/apnews.com\/article\/france-social-media-ban-children-d3c4010741dd1a39f61c1f6d5bb3c85b\" rel=\"nofollow noopener\" target=\"_blank\">banning social media for children under 15<\/a>, paving the way for the measure to take effect at the start of the next school year in September. The bill would also ban the use of mobile phones in high schools.
