{"id":22925,"date":"2026-05-01T03:59:23","date_gmt":"2026-05-01T03:59:23","guid":{"rendered":"https:\/\/www.europesays.com\/news\/22925\/"},"modified":"2026-05-01T03:59:23","modified_gmt":"2026-05-01T03:59:23","slug":"gao-would-need-to-cut-1000-employees-under-house-bill","status":"publish","type":"post","link":"https:\/\/www.europesays.com\/news\/22925\/","title":{"rendered":"GAO would need to cut 1,000 employees under House bill"},"content":{"rendered":"<p>The Government Accountability Office would need to cut 1,000 employees under a 25% budget cut being advanced in the House Appropriations Committee\u2019s fiscal 2027 spending bill.<\/p>\n<p>The GOP-controlled House Appropriations legislative branch subcommittee voted along party lines today <a href=\"https:\/\/appropriations.house.gov\/news\/press-releases\/valadao-cole-fy27-legislative-branch-subcommittee-markup\" target=\"_blank\" rel=\"noopener nofollow\">to approve a spending bill<\/a> that would allocate a total of $7.3 billion for legislative branch activities in fiscal 2027, $1.2 billion below the budget request.<\/p>\n<p>For House and joint congressional items, the bill includes just $5.4 billion, roughly $125 million below last year\u2019s spending levels.<\/p>\n<p>The spending bill would include a $55 million increase for the U.S. Capitol Police, a $1.5 million increase for the Congressional Budget Office and a $23 million increase for the Library of Congress, compared to 2026 levels. But, the bill would allocate $612 million for GAO, $200 million below the agency\u2019s 2026 enacted level and $248 million below its 2027 request.<\/p>\n<p>]]><\/p>\n<p>The bill would also limit GAO\u2019s ability to sue the executive branch to obtain relevant agency records and information under the Impoundment Control Act. The White House has criticized GAO over multiple <a href=\"https:\/\/www.gao.gov\/legal\/appropriations-law\/impoundment-control-act#RecentDecisions\" target=\"_blank\" rel=\"noopener nofollow\">decisions<\/a> that found the Trump administration violated the Impoundment Control Act by withholding congressionally appropriated funds.<\/p>\n<p>Democrats on the committee hit out at the GAO cuts during Thursday\u2019s markup. House Appropriations Committee Ranking Member Rosa DeLauro (D-Ct.) said the cuts would \u201cweaken oversight of this administration and increase the risk of mismanagement of taxpayer dollars.\u201d<\/p>\n<p>\u201cThese steep reductions would force at least 1,000 layoffs at GAO, diminishing its ability to hold agencies accountable,\u201d DeLauro said. \u201cThat stacks the deck in favor of anyone who would abuse positions of public trust for their own private gain.\u201d<\/p>\n<p>House Appropriations Committee Ranking Member Steny Hoyer (D-Md.) said he would \u201cprobably\u201d offer an amendment to address the GAO cuts during the full committee\u2019s mark of the legislative branch bill.<\/p>\n<p>Hoyer also remarked that the legislative branch as a whole is \u201cwoefully under-resourced\u201d to oversee an \u201cextraordinarily large executive branch.\u201d<\/p>\n<p>\u201cGAO is the specific agency charged with the responsibility of getting rid of waste, fraud and abuse, and you cut it 25%,\u201d Hoyer said to his Republican colleagues. \u201cI don\u2019t get that. You cut IRS enforcement very substantially, not in this bill but in the other committee. My point being, you are restraining the ability of the government to oversee and root out waste, fraud and abuse.\u201d<\/p>\n<p>House Appropriations legislative branch subcommittee Chairman David Valadao (R-Calif.) did not directly address GAO\u2019s cuts, but said that \u201cas we worked within our allocation, we did our best to respond to the priorities of the members in executing their constitutional duties while supporting the operations of the Congress, the Capitol complex, and the people who serve it.\u201d<\/p>\n<p>]]><\/p>\n<p>GAO in the crosshairs<\/p>\n<p>In contrast to the House proposal, GAO is requesting a $860 million budget for fiscal 2027, a 5.9% increase over 2026.<\/p>\n<p>But even with that increase, acting Comptroller General Orice Williams Brown told Senate appropriators <a href=\"https:\/\/www.appropriations.senate.gov\/hearings\/a-review-of-the-fiscal-year-2027-budget-requests-for-the-congressional-budget-office-government-publishing-office-and-the-government-accountability-office\" rel=\"nofollow noopener\" target=\"_blank\">earlier this month<\/a> that GAO\u2019s workforce would need to be reduced to 3,100 people, a decrease of more than 450 staff compared to agency\u2019s 2024 staffing levels.<\/p>\n<p>House appropriators also sought to cut GAO\u2019s budget by 50% last year, but the Senate ultimately restored the agency\u2019s funding during spending negotiations.<\/p>\n<p>Senate appropriators have yet to mark up their version of the 2027 legislative branch bill.<\/p>\n<p>House Republicans, however, have been generally more receptive to the Trump administration\u2019s push to weaken GAO.<\/p>\n<p>Office of Management and Budget Director Russell Vought has repeatedly hit out at GAO. During a speech at the National Conservatism Conference last year, Vought said, \u201cwe are not big fans of GAO. They are a quasi-legislative independent entity. Again, something that shouldn\u2019t exist.\u201d<\/p>\n<p>And in guidance to federal agencies last fall, <a href=\"https:\/\/federalnewsnetwork.com\/congress\/2025\/09\/from-director-vought-to-a-11-update-omb-minimizing-gaos-role\/\" rel=\"nofollow noopener\" target=\"_blank\">OMB minimized GAO\u2019s role<\/a> in executive branch oversight, calling GAO\u2019s opinions \u201cnon-binding.\u201d<\/p>\n<p>More recently, during an April 15 Senate Budget Committee hearing, Vought reiterated his disagreement with GAO\u2019s impoundment control decisions.
