Temporary employment programs designed to attract skilled talent made it easy to transition from studying to working. And employers were eager to hire these students, especially those with STEM degrees.<\/p>\n<p class=\"css-ac37hb evys1bk0\">But that once open road to a job in the United States is now full of hurdles.<\/p>\n<p class=\"css-ac37hb evys1bk0\">The Trump administration has upended the H-1B program, a skilled-worker visa sought by many international students, by <a class=\"css-yywogo\" href=\"https:\/\/www.nytimes.com\/2025\/09\/19\/us\/politics\/trump-h-1b-visas-fee.html\" title=\"\" rel=\"nofollow noopener\" target=\"_blank\">imposing a $100,000 fee<\/a> on new applicants and introducing a new lottery based on wage levels. And Homeland Security has <a class=\"css-yywogo\" href=\"https:\/\/www.nytimes.com\/2025\/12\/02\/us\/politics\/trump-travel-ban-citizenship-green-cards-dc-shooting.html\" title=\"\" rel=\"nofollow noopener\" target=\"_blank\">indefinitely paused<\/a> the processing of visa applications for people from <a class=\"css-yywogo\" href=\"https:\/\/www.uscis.gov\/newsroom\/alerts\/update-on-uscis-strengthened-screening-and-vetting\" title=\"\" rel=\"noopener noreferrer nofollow\" target=\"_blank\">39 countries<\/a>. <\/p>\n<p class=\"css-ac37hb evys1bk0\">The director of U.S. Citizenship and Immigration Services added to the uncertainty by <a class=\"css-yywogo\" href=\"https:\/\/www.forbes.com\/sites\/stuartanderson\/2025\/05\/22\/snubbing-trump-immigration-nominee-will-end-student-practical-training\/\" title=\"\" rel=\"noopener noreferrer nofollow\" target=\"_blank\">questioning the future<\/a> of the Optional Practical Training program, which allows international students to work for up to three years in the country after graduation.<\/p>\n<p class=\"css-ac37hb evys1bk0\">There is also a deadline. Most graduating students have up to five months to find a job before being kicked out of the country.<\/p>\n<p class=\"css-ac37hb evys1bk0\">\u201cIt\u2019s just getting unfriendlier and unfriendlier,\u201d said Caroline Liu, 21, a Chinese citizen who is a graduating computer science major at the Massachusetts Institute of Technology.<\/p>\n<p class=\"css-ac37hb evys1bk0\">Supporters of the new visa rules say that lowering the number of foreign students \u2014 <a class=\"css-yywogo\" href=\"https:\/\/studyinthestates.dhs.gov\/sevis-data-mapping-tool\/september-2025-sevis-data-mapping-tool-data\" title=\"\" rel=\"noopener noreferrer nofollow\" target=\"_blank\">1.3 million in 2025<\/a> \u2014 will protect jobs for Americans, especially in a <a class=\"css-yywogo\" href=\"https:\/\/www.nytimes.com\/2026\/03\/24\/business\/economy\/college-graduates-job-market-hiring.html\" title=\"\" rel=\"nofollow noopener\" target=\"_blank\">challenging job market<\/a>. Overall hiring has slowed, tech companies are <a class=\"css-yywogo\" href=\"https:\/\/www.nytimes.com\/2026\/04\/24\/business\/dealbook\/ai-tech-cost-cuts.html\" title=\"\" rel=\"nofollow noopener\" target=\"_blank\">laying off workers by the thousands<\/a>, and the rise of A.I. has intensified fears that some jobs will <a class=\"css-yywogo\" href=\"https:\/\/www.nytimes.com\/2025\/07\/07\/business\/ai-job-cuts.html\" title=\"\" rel=\"nofollow noopener\" target=\"_blank\">disappear altogether<\/a>.<\/p>\n<p class=\"css-ac37hb evys1bk0\">The unemployment rate for college graduates increased to 5.6 percent at the end of last year, compared with an overall rate of 4.3 percent at the time, according to <a class=\"css-yywogo\" href=\"https:\/\/www.newyorkfed.org\/research\/college-labor-market#--:overview\" title=\"\" rel=\"noopener noreferrer nofollow\" target=\"_blank\">an analysis from the Federal Reserve Bank of New York<\/a>.<\/p>\n<p class=\"css-ac37hb evys1bk0\">Abigail Jackson, a White House spokeswoman, said in a statement that \u201cby discouraging companies from spamming the system and driving down wages,\u201d the new fee on H-1B visa applications ensures \u201cthat American businesses who actually want to bring high-skilled workers into our country have the certainty they need.\u201d<\/p>\n<p class=\"css-ac37hb evys1bk0\">A few changes to immigration rules may benefit some international students. The <a class=\"css-yywogo\" href=\"https:\/\/www.nytimes.com\/2025\/09\/20\/business\/trump-h1b-visas-fee-employees.html\" title=\"\" rel=\"nofollow noopener\" target=\"_blank\">new $100,000 fee<\/a> for H-1B applicants applies only to people who do not already live in the country, meaning that international students in the United States actually had better odds of winning that visa lottery this year because of fewer applications from people abroad.<\/p>\n<p class=\"css-ac37hb evys1bk0\">In interviews with more than a dozen graduating students, few said they had expected an easy path to finding a stateside job, especially in this market.<\/p>\n<p class=\"css-ac37hb evys1bk0\">But the new hurdles, they said, have been frustrating and nerve-racking. Some described promising interviews that suddenly went south when their visa status came up. Others wondered whether the visa question on applications automatically screened them out.<\/p>\n<p class=\"css-ac37hb evys1bk0\">\u201cI applied to over 700 jobs,\u201d said Sid Chakravarthy, 21, a graduating math and economics major at Boston University who was born and raised in Dubai. \u201cThe first 500 I think I was getting auto rejected, even for jobs I qualified for.\u201d<\/p>\n<p class=\"css-ac37hb evys1bk0\">Many students had taken out loans or dipped into family savings with the hope that after graduation, they could stay and gain valuable work experience, which could be another step toward settling in the United States in the long term.<\/p>\n<p class=\"css-ac37hb evys1bk0\">Before graduating in December from a Ph.D. program at the University of Texas at Dallas, Ghazal Rastegar, 32, had lined up a job in her lab to continue her doctoral research, which  focused on easing the long-term side effects of chemotherapy for children with cancer.<\/p>\n<p class=\"css-ac37hb evys1bk0\">But Ms. Rastegar has been unable to start that job because she is from Iran, one of the countries subject to a pause in visa processing. She is now applying for jobs in Europe and Australia, and the chemotherapy project has been delayed indefinitely.<\/p>\n<p class=\"css-ac37hb evys1bk0\">\u201cAmerican taxpayer money has paid hundreds of thousands of dollars for my Ph.D.,\u201d Ms. Rastegar said in an interview from Dallas, where she has been living at a friend\u2019s house. \u201cI just wanted to give back a little.\u201d<\/p>\n<p class=\"css-ac37hb evys1bk0\">The fast-changing immigration rules and uncertainty have rattled employers.<\/p>\n<p class=\"css-ac37hb evys1bk0\">At Cornell University, the percentage of internal job board postings that offered work visa sponsorship declined to 2.5 percent in April, from 4.6 percent in March 2025, said Erica Ford, who works with international students at the university. Interstride, a global job search platform, said that over the past year, it had seen a nearly 25 percent drop in the number of U.S. positions that were open to international talent.<\/p>\n<p class=\"css-ac37hb evys1bk0\">\u201cI\u2019ve seen a lot of ebbs and flows of the market over the years,\u201d said Michael Ryan, a senior director of employer engagement at William &amp; Mary\u2019s business school in Williamsburg, Va. \u201cThis market for international students has been the most challenging.\u201d<\/p>\n<p class=\"css-ac37hb evys1bk0\">Surveys have shown that work opportunities were a major lure for international students choosing U.S. academic programs. The narrowing of work options could spell trouble for universities, many of which financially depend on international students, who often pay full freight.<\/p>\n<p class=\"css-ac37hb evys1bk0\">It could also upend a crucial talent pipeline. In 2025, <a class=\"css-yywogo\" href=\"https:\/\/nces.ed.gov\/fastfacts\/display.asp?id=899\" title=\"\" rel=\"noopener noreferrer nofollow\" target=\"_blank\">nearly half<\/a> of the Ph.D. and master\u2019s diplomas in science, tech and engineering went to international students. Since 2000, <a class=\"css-yywogo\" href=\"https:\/\/nfap.com\/wp-content\/uploads\/2019\/10\/Immigrants-and-Nobel-Prizes.NFAP-Policy-Brief.October-2019.pdf\" title=\"\" rel=\"noopener noreferrer nofollow\" target=\"_blank\">more than one-third<\/a> of American Nobel Prize winners in chemistry, medicine and physics have been immigrants.<\/p>\n<p class=\"css-ac37hb evys1bk0\">But even employers still open to hiring international students say the bar is higher now, given the added paperwork and changing visa rules.<\/p>\n<p class=\"css-ac37hb evys1bk0\">Veronica Maria Parellada Eller, an investment adviser in Miami, said that international students often had strong r\u00e9sum\u00e9s and language and cultural skills well suited to her boutique wealth management firm, which caters to both American and international clients.<\/p>\n<p class=\"css-ac37hb evys1bk0\">But, Ms. Eller said, \u201cit\u2019s just so much easier to hire an American student.\u201d<\/p>\n<p class=\"css-ac37hb evys1bk0\">Some college career counselors say they are spending more time explaining the shifting rules to potential employers. They are also advising international students to focus on networking and making a realistic backup plan.<\/p>\n<p class=\"css-ac37hb evys1bk0\">\u201cBefore, students might not have taken it so seriously, but now they know they really need one,\u201d said Shihling Chui-Dwyer, a career services consultant at Purdue University.<\/p>\n<p class=\"css-ac37hb evys1bk0\">Some international students are going home. Daniela Ramirez, 28, plans to move back to Central America after she graduates with a master\u2019s degree in law and diplomacy from Tufts University, near Boston. Last year, federal agents <a class=\"css-yywogo\" href=\"https:\/\/www.nytimes.com\/2026\/04\/17\/us\/tufts-student-rumeysa-ozturk-returns-turkey.html\" title=\"\" rel=\"nofollow noopener\" target=\"_blank\">detained another Tufts student, Rumeysa Ozturk<\/a> for several weeks, after the Trump administration accused her of antisemitism for writing an opinion piece that criticized the university\u2019s response to pro-Palestinian demands.<\/p>\n<p class=\"css-ac37hb evys1bk0\">That incident scared Ms. Ramirez, who said she had criticized some government actions on social media.<\/p>\n<p class=\"css-ac37hb evys1bk0\">\u201cI just didn\u2019t want to lead a life where I could be afraid,\u201d said Ms. Ramirez, who is  from Honduras.<\/p>\n<p class=\"css-ac37hb evys1bk0\">Even students who have gotten jobs are wary.<\/p>\n<p class=\"css-ac37hb evys1bk0\">Uzair Sattar, 27, a second-year student at the George Washington University Law School, chose an internship at a law firm with international offices so that if he receives a job offer but is unable to get a visa, he could transfer to an office abroad.<\/p>\n<p class=\"css-ac37hb evys1bk0\">Mr. Sattar, who is from Pakistan, said that while he enjoyed living in the United States, he had advised his cousins and friends not to come.<\/p>\n<p class=\"css-ac37hb evys1bk0\">\u201cWhat Trump has been doing in his second term just makes the U.S. generally a less attractive place to live,\u201d he said.<\/p>\n<p class=\"css-ac37hb evys1bk0\">\u201cYou could be your best student self, your best work self,\u201d he said, but then \u201can arbitrary immigration regime can make you start from scratch.\u201d<\/p>\n","protected":false},"excerpt":{"rendered":"For decades, international students hoping to stay in the United States after graduation faced relatively few barriers.
