A little more than five months ahead of the midterm elections, President Trump seems to be focused on virtually anything other than keeping Republican control of Congress.<\/p>\n
He endorsed a MAGA challenger<\/a> over Texas\u2019s senior Republican senator, ignoring warnings that he could endanger the seat. He has boasted almost daily about his expensive and expansive new White House ballroom. He has minimized rising gas costs, waving off spiking prices at the pump as \u201cpeanuts\u201d last week compared to what he is pursuing in Iran. And even as he engaged over the weekend<\/a> in negotiations to end the Iran war that he began, Mr. Trump has made plain that he prioritizes his record abroad above domestic affordability, which he has dismissed repeatedly as a Democratic \u201choax.\u201d<\/p>\n For many, a new jaw-dropper came last week when Mr. Trump created a $1.8 billion fund to pay people who say they have been victims of \u201cweaponization and lawfare,\u201d including those who attacked the Capitol and law enforcement officers there, on Jan. 6, 2021.<\/p>\n Incensed Senate Republicans, many of whom lived through that day, returned home vexed by a president who appears set on pursuing his personal priorities ahead of the November midterm elections, even if doing so undermines his own party. They angrily abandoned Washington on Thursday without funding<\/a> the president\u2019s immigration crackdown or the $1 billion he wants for his ballroom.<\/p>\n Republicans know that their party\u2019s fate rests with the president, according to interviews with numerous officials in recent weeks. Yet they also know there is not much any of them can do to make him help them.<\/p>\n \u201cThe president was elected to juice the economy, to bring down inflation, to stop illegal immigration and to get away from woke culture,\u201d said Whit Ayres, a Republican pollster. \u201cIf his highest goal were to maintain control of Congress, he would not be doing what he is doing.\u201d<\/p>\n Mr. Ayres called the $1.776 billion fund \u2014 the figure is a reference to the nation\u2019s 250th anniversary \u2014 \u201ca whole new level of brazenness.\u201d Senator Thom Tillis, Republican of North Carolina, who is not seeking re-election, spoke out against it, calling it \u201cstupid on stilts,\u201d earning him a rebuke from Mr. Trump on social media on Friday. The president called him \u201cweak and ineffective\u201d and a \u201cNitpicker.\u201d<\/p>\n \u201cWe need Republicans to do well in November,” Mr. Tillis replied<\/a>, \u201cbut the stupid stuff is killing our chances!\u201d<\/p>\n Mr. Trump has long been a self-indulgent political leader who trusts his own instincts, even when that means veering off message. But, in his second term, he has surrounded himself with a senior team of loyalists who mostly acquiesce to his impulses. The institutional guardrails that once kept him in check are weakened or gone, with his Cabinet and Republicans largely proving pliant to his demands over the last 16 months.<\/p>\n Along the way, the president\u2019s overall approval rating has slumped to an all-time low<\/a>, leaving congressional Republicans alarmed at their fall prospects. A string of wins in G.O.P. primaries \u2014 in which Mr. Trump helped oust those who have disagreed with him \u2014 appears to have emboldened him<\/a> to remain focused on his pet projects, including attacking those he deems insufficiently loyal.<\/p>\n Unpopular presidents typically give lawmakers in difficult elections some leeway to distance themselves from the White House. Mr. Trump, though, has demanded that members of his party pull ever closer.<\/p>\n On Wednesday, the morning after the primary defeat of Representative Thomas Massie of Kentucky, a top Republican critic, Mr. Trump singled out Representative Brian Fitzpatrick of Pennsylvania, the only House Republican to survive in a district that Mr. Trump lost in 2016, 2020 and 2024.<\/p>\n \u201cHe likes voting against Trump,\u201d Mr. Trump said in an unprompted warning shot. \u201cYou know what happens with that? It doesn\u2019t work out well.\u201d<\/p>\n Mr. Fitzpatrick, who represents the Philadelphia suburbs, said he would join other Republicans in killing Mr. Trump\u2019s $1.8 billion fund.<\/p>\n \u201cMost reasonable people that view this know it\u2019s a problem, know that it shouldn\u2019t be allowed to move forward,\u201d he said in an interview on Thursday.<\/p>\n He was dismissive of Mr. Trump\u2019s comments about him.<\/p>\n \u201cI\u2019ve shared with the president, with the speaker, with everybody, that I don\u2019t report to any party in Washington D.C.,\u201d he said. \u201cWe\u2019ve all encountered various personalities through our lives, going back to childhood, in the schoolyard. There\u2019s a right way and there\u2019s a wrong way to deal with them.\u201d<\/p>\n Mr. Trump certainly brings some advantages, including a super PAC with a $350 million war chest that allies are anxious for him to start spending. He has also shown an ability to get out the vote unlike anyone else, though the party has suffered in the last decade when he has not been on the ballot.<\/p>\n But even some of Mr. Trump\u2019s Republican allies are growing frustrated by what they see as his Trump First agenda, though most are skittish of openly crossing a president with thin skin and a long memory, according to interviews with multiple Republican officials who spoke on condition of anonymity to avoid the president\u2019s ire.<\/p>\n Mr. Trump\u2019s influence on those still seeking office was clear in the remarks of the Republican nominee to replace Mr. Tillis, Michael Whatley, whom Mr. Trump had once appointed to a post as chairman of the Republican National Committee.<\/p>\n Without hesitation, Mr. Whatley lined up behind the president and his $1.8 billion fund.<\/p>\n \u201cThe Department of Justice under Joe Biden was completely weaponized,\u201d Mr. Whatley told Fox News on Friday. \u201cIt went after the president. It went after his allies. That can absolutely never happen again.\u201d<\/p>\n Many Republicans have come to accept Mr. Trump\u2019s seemingly selfish moves, whether it is his warm praise for Mayor Zohran Mamdani<\/a> of New York City \u2014 undercutting Republican efforts to cast Mr. Mamdani as a scary socialist boogeyman \u2014 or his pardon late last year of Representative Henry Cuellar<\/a> of Texas, helping one of the Democratic Party\u2019s most embattled incumbents.<\/p>\n In January, Mr. Trump attacked his party\u2019s most vulnerable Senate incumbent, Susan Collins of Maine, saying that she<\/a> \u201cshould never be elected to office again\u201d after she voted with Democrats and a handful of other Republicans to curtail Mr. Trump\u2019s war powers after he took military action against Venezuela<\/a>. It is a remark that Democrats could deploy this fall to depress Republican turnout in a Senate contest that could determine control of the chamber.<\/p>\n Taylor Budowich, who was a White House deputy chief of staff for Mr. Trump last year, dismissed concerns that the president was undercutting midterm candidates as needless hand-wringing.<\/p>\n \u201cPeople get wrapped around the political axle of \u2018What did Trump say today?\u2019\u201d Mr. Budowich said, ticking through some of Mr. Trump\u2019s policy accomplishments, such as last year\u2019s tax cuts. \u201cThe outcome of the midterms will be dictated by the consequential actions that the president has taken throughout the country and around the world.\u201d<\/p>\n What Mr. Trump has been prioritizing of late, however, has been more than even some loyal Republicans had bargained for.<\/p>\n He is the builder-in-chief, plowing ahead on construction of the new White House ballroom, painting the Lincoln Memorial Reflecting Pool on the National Mall, pressing forward with a triumphal arch to be built along the Potomac River and transforming a public golf course in Washington into a \u201cchampionship-level course.\u201d<\/a><\/p>\n He is the self-promoter-in-chief, with his administration putting his face inside passports<\/a>, on currency<\/a>, on banners outside federal buildings and on national park passes.<\/a><\/p>\n At the same time, Mr. Trump has been disdainful of discussions about affordability, even as polls show that the economy is the top concern for voters. In the recent New York Times\/Siena poll<\/a>, only 28 percent of respondents said that they approved of Mr. Trump\u2019s handling of the cost of living. A remarkable 77 percent of crucial independent voters disapproved.<\/p>\n
