{"id":54964,"date":"2026-07-21T10:41:10","date_gmt":"2026-07-21T10:41:10","guid":{"rendered":"https:\/\/www.europesays.com\/news\/54964\/"},"modified":"2026-07-21T10:41:10","modified_gmt":"2026-07-21T10:41:10","slug":"trump-rejected-nearly-6000-clemency-applications-amid-hope-of-pardon-wave","status":"publish","type":"post","link":"https:\/\/www.europesays.com\/news\/54964\/","title":{"rendered":"Trump Rejected Nearly 6,000 Clemency Applications Amid Hope of Pardon Wave"},"content":{"rendered":"<p class=\"css-aa8b97-Paragraph-baseStyles-paragraphTreatmentStyles-print evys1bk0\">President Trump quietly denied nearly 6,000 clemency applications this month from people who mostly lacked political connections and had waited patiently in a queue while he awarded pardons and commutations to allies who had skipped the line.<\/p>\n<p class=\"css-aa8b97-Paragraph-baseStyles-paragraphTreatmentStyles-print evys1bk0\">The denials came after his administration had raised hopes that he might mark the country\u2019s semiquincentennial by <a class=\"css-bhdv0x-linkClass\" href=\"https:\/\/www.wsj.com\/politics\/policy\/white-house-explores-250-pardons-to-mark-americas-250th-20fccfbc\" title=\"\" rel=\"noopener noreferrer nofollow\" target=\"_blank\">granting clemency to as many as 250 people<\/a>.<\/p>\n<p class=\"css-aa8b97-Paragraph-baseStyles-paragraphTreatmentStyles-print evys1bk0\">That raft of clemency grants did not materialize. Instead, Mr. Trump doled out fewer than 20 pardons on July 3 to <a class=\"css-bhdv0x-linkClass\" href=\"https:\/\/www.nytimes.com\/2026\/07\/03\/us\/politics\/trump-pardon-clean-air-act.html\" title=\"\" rel=\"nofollow noopener\" target=\"_blank\">Clean Air Act scofflaws along with a political donor<\/a>.<\/p>\n<p class=\"css-aa8b97-Paragraph-baseStyles-paragraphTreatmentStyles-print evys1bk0\">Thousands of other petitioners were left waiting.<\/p>\n<p class=\"css-aa8b97-Paragraph-baseStyles-paragraphTreatmentStyles-print evys1bk0\">The denials were announced inside the Justice Department in a letter dated July 14 from Ed Martin, the U.S. pardon attorney, to United States Attorneys across the country.<\/p>\n<p class=\"css-aa8b97-Paragraph-baseStyles-paragraphTreatmentStyles-print evys1bk0\">The letter, reviewed by The New York Times, indicated that Mr. Martin\u2019s office began issuing the rejections on July 10.<\/p>\n<p class=\"css-aa8b97-Paragraph-baseStyles-paragraphTreatmentStyles-print evys1bk0\">Mr. Martin did not provide much explanation for why the applications were denied. Rather, he cited a <a class=\"css-bhdv0x-linkClass\" href=\"https:\/\/www.ecfr.gov\/current\/title-28\/chapter-I\/part-1\/section-1.8\" title=\"\" rel=\"noopener noreferrer nofollow\" target=\"_blank\">section of the law<\/a> outlining how the president can either affirmatively reject clemency petitions or merely allow denial recommendations from the attorney general to go into effect without weighing in.<\/p>\n<p class=\"css-aa8b97-Paragraph-baseStyles-paragraphTreatmentStyles-print evys1bk0\">The letter did not indicate whether Mr. Trump had reviewed and rejected the applications.<\/p>\n<p class=\"css-aa8b97-Paragraph-baseStyles-paragraphTreatmentStyles-print evys1bk0\">A White House official said that there was never a plan to issue 250 pardons for July 4. It was only an idea floated by staff, said the official, who requested anonymity to discuss internal conversations. The official said that Mr. Trump makes the final decision on all decisions related to clemency.<\/p>\n<p class=\"css-aa8b97-Paragraph-baseStyles-paragraphTreatmentStyles-print evys1bk0\">The Justice Department did not immediately respond to requests for comment Monday.<\/p>\n<p class=\"css-aa8b97-Paragraph-baseStyles-paragraphTreatmentStyles-print evys1bk0\">About the same time the letter was sent, Mr. Martin\u2019s office posted on its website lists containing the names of <a class=\"css-bhdv0x-linkClass\" href=\"https:\/\/www.justice.gov\/pardon\/pardon-applications-denied-president-donald-j-trump-july-10-2026\" title=\"\" rel=\"noopener noreferrer nofollow\" target=\"_blank\">more than 300 people<\/a> whose applications for pardons had been denied on July 10 and <a class=\"css-bhdv0x-linkClass\" href=\"https:\/\/www.justice.gov\/pardon\/commutation-applications-denied-president-donald-j-trump-july-10-2026\" title=\"\" rel=\"noopener noreferrer nofollow\" target=\"_blank\">more than 5,600 people<\/a> who were denied their requests for commutations.<\/p>\n<p class=\"css-aa8b97-Paragraph-baseStyles-paragraphTreatmentStyles-print evys1bk0\">Nearly 530 people had been denied <a class=\"css-bhdv0x-linkClass\" href=\"https:\/\/www.justice.gov\/pardon\/pardon-applications-denied-president-donald-j-trump-january-21-2026\" title=\"\" rel=\"noopener noreferrer nofollow\" target=\"_blank\">pardons<\/a> or <a class=\"css-bhdv0x-linkClass\" href=\"https:\/\/www.justice.gov\/pardon\/commutation-applications-denied-president-donald-j-trump-january-21-2026\" title=\"\" rel=\"noopener noreferrer nofollow\" target=\"_blank\">commutations<\/a> in January, according to the website.<\/p>\n<p class=\"css-aa8b97-Paragraph-baseStyles-paragraphTreatmentStyles-print evys1bk0\">Presidents have unfettered authority to issue pardons, which eliminate nearly all effects of federal criminal convictions, and commutations, which wipe away prison sentences and grant other relief. It is not unusual for them to reject batches of applications.<\/p>\n<p class=\"css-aa8b97-Paragraph-baseStyles-paragraphTreatmentStyles-print evys1bk0\">Former President Joseph R. Biden Jr. in his finals days in office <a class=\"css-bhdv0x-linkClass\" href=\"https:\/\/www.justice.gov\/pardon\/media\/1385836\/dl\" title=\"\" rel=\"noopener noreferrer nofollow\" target=\"_blank\">denied nearly 6,000 pardons<\/a> and <a class=\"css-bhdv0x-linkClass\" href=\"https:\/\/www.nytimes.com\/2025\/01\/17\/us\/politics\/biden-commute-sentences-drug-offenders.html\" title=\"\" rel=\"nofollow noopener\" target=\"_blank\">granted thousands of commutations<\/a>. While he <a class=\"css-bhdv0x-linkClass\" href=\"https:\/\/www.nytimes.com\/2024\/12\/01\/us\/politics\/biden-pardon-son-hunter.html\" title=\"\" rel=\"nofollow noopener\" target=\"_blank\">pardoned his son Hunter Biden<\/a> and <a class=\"css-bhdv0x-linkClass\" href=\"https:\/\/www.nytimes.com\/2025\/01\/20\/us\/politics\/biden-pardons-fauci-milley-cheney-jan-6.html\" title=\"\" rel=\"nofollow noopener\" target=\"_blank\">other family members and officials<\/a>, many of his clemency grants went to <a class=\"css-bhdv0x-linkClass\" href=\"https:\/\/www.nytimes.com\/2022\/10\/06\/us\/politics\/biden-marijuana-pardon.html\" title=\"\" rel=\"nofollow noopener\" target=\"_blank\">nonviolent drug offenders<\/a> or others who met Justice Department criteria meant to identify and reward those who had demonstrated remorse and were unlikely to reoffend.<\/p>\n<p class=\"css-aa8b97-Paragraph-baseStyles-paragraphTreatmentStyles-print evys1bk0\">By contrast, Mr. Trump\u2019s approach to clemency has almost completely <a class=\"css-bhdv0x-linkClass\" href=\"https:\/\/www.nytimes.com\/2025\/03\/08\/us\/politics\/trump-pardons-clemency.html\" title=\"\" rel=\"nofollow noopener\" target=\"_blank\">eschewed the Justice Department\u2019s process<\/a> for vetting and recommending clemency applications like those that were rejected this month.<\/p>\n<p class=\"css-aa8b97-Paragraph-baseStyles-paragraphTreatmentStyles-print evys1bk0\">Instead, his clemency decisions have largely awarded allies and supporters \u2014 such as <a class=\"css-bhdv0x-linkClass\" href=\"https:\/\/www.nytimes.com\/2025\/01\/20\/us\/politics\/trump-pardons-jan-6.html\" title=\"\" rel=\"nofollow noopener\" target=\"_blank\">nearly 1,600 people<\/a> charged in connection with the attack on the Capitol on Jan. 6, 2021 \u2014 or people who have money to <a class=\"css-bhdv0x-linkClass\" href=\"https:\/\/www.nytimes.com\/2026\/03\/06\/us\/politics\/schwartz-trump-pardon-industry.html\" title=\"\" rel=\"nofollow noopener\" target=\"_blank\">pay well-connected lobbyists<\/a> and lawyers.<\/p>\n<p class=\"css-aa8b97-Paragraph-baseStyles-paragraphTreatmentStyles-print evys1bk0\">Mr. Trump has <a class=\"css-bhdv0x-linkClass\" href=\"https:\/\/www.nytimes.com\/2026\/06\/21\/us\/politics\/trump-fraudster-priest-investigation-brooklyn.html\" title=\"\" rel=\"nofollow noopener\" target=\"_blank\">bristled at the suggestion<\/a> that people are making money by brokering pardons.<\/p>\n<p class=\"css-aa8b97-Paragraph-baseStyles-paragraphTreatmentStyles-print evys1bk0\">And in recent months, his team signaled that it intended to issue a batch of grants to less connected recipients in connection with the 250th anniversary of the country\u2019s independence.<\/p>\n<p class=\"css-aa8b97-Paragraph-baseStyles-paragraphTreatmentStyles-print evys1bk0\">Alice Marie Johnson, the White House pardon czar, indicated in a <a class=\"css-bhdv0x-linkClass\" href=\"https:\/\/x.com\/AliceMarieFree\/status\/2060021737454960762\" title=\"\" rel=\"noopener noreferrer nofollow\" target=\"_blank\">social media post<\/a> in late May that she had asked a handful of university clemency clinics \u201cto submit candidates that deserve a second chance for consideration.\u201d She added that \u201canyone is able to submit a clemency request for consideration.\u201d<\/p>\n<p class=\"css-aa8b97-Paragraph-baseStyles-paragraphTreatmentStyles-print evys1bk0\">The University of St. Thomas School of Law in Minneapolis submitted more than 15 applications in response, said Mark Osler, a professor there.<\/p>\n<p class=\"css-aa8b97-Paragraph-baseStyles-paragraphTreatmentStyles-print evys1bk0\">Four were in the batch of rejections issued this month.
