Gaza City, the Gaza Strip \u2013 Palestinians in Gaza have reacted with a mix of scepticism and frustration to Israel\u2019s rejection<\/a> of a proposed 15-point plan aimed at ending the war and setting out a framework for the future.<\/p>\n

The United States-backed initiative includes provisions for a phased Israeli withdrawal, the gradual disarmament of Hamas, a Palestinian-led civilian administration and steps towards humanitarian aid and reconstruction.<\/p>\n

But on Sunday, Prime Minister Benjamin Netanyahu said Israel \u201crejected\u201d the plan, saying its forces will not withdraw until Hamas is \u201cgenuinely disarmed\u201d.<\/p>\n

For Nesma Harazin, a displaced writer from Gaza City\u2019s Shujayea neighbourhood, Netanyahu\u2019s statement came as little surprise, as Israel continued \u2060\u2060to carry out near-daily attacks regardless of a so-called \u201cceasefire\u201d agreed with Hamas last \u2060\u2060October.<\/p>\n

\u201cWe are dealing with an Israeli occupation army that is capable of stopping these operations, but does not accept stopping them and continues to kill the Palestinian people,\u201d said the 27-year-old.<\/p>\n

Rather than a \u201creal opportunity\u201d to end Israel\u2019s genocidal war against Palestinians, Harazin said the proposal has been US President Donald Trump and Netanyahu\u2019s plan \u201cfrom a long time ago\u201d.<\/p>\n

Harazin\u2019s scepticism was shared by Mehdi Ahmed, a Gaza City resident whose family home was among the few in his area to remain standing.<\/p>\n

\u201cWe are under occupation,\u201d said the 53-year-old. \u201cAs far as we are concerned, any ceasefire is temporary.\u201d<\/p>\n

Since the October \u201cceasefire\u201d, Israeli attacks have killed at least 1,258 people, bringing the overall number since the start of Israel\u2019s genocidal war against Palestinians in Gaza in October 2023 to at least 73,386.<\/p>\n

Ahmed warned that even if an agreement produced a period of calm, it might not last.<\/p>\n

\u201cMaybe we could sit here for a year without war, but I don\u2019t think it will continue like that,\u201d he said, arguing that the killings and the destruction in Gaza would shape future generations.<\/p>\n

\u201cThe generations that are coming will not accept these kinds of solutions,\u201d he said. \u201cPeople who have lost their children, their parents and their families \u2026 you cannot expect them to simply forget.\u201d<\/p>\n

In a statement late on Sunday, Hamas said it remained committed to fully implementing the plan. It also urged mediating and guarantor countries to \u201cassume their responsibilities\u201d and prevent any \u201cviolations or breaches\u201d that could obstruct the process.<\/p>\n

The Gaza Government Media Office also blamed Netanyahu for what it described as a reversal of the negotiations and called for international pressure to prevent further escalation.<\/p>\n

In a statement issued on Monday, the office said Netanyahu\u2019s rejection of the 15-point document, along with demands including opposition to an Israeli withdrawal from Gaza, represented \u201ca clear and unequivocal reversal of the negotiation track\u201d.<\/p>\n

\u2018We have no one\u2019<\/p>\n

But Ahmed said his experience of living his \u201cwhole life under occupation\u201d and \u201cin hardship\u201d had left him unconvinced that years of negotiations could produce a lasting solution.<\/p>\n

\u201cThey have been talking about these points for three years \u2026 are we going to spend another seven years talking about the points?\u201d he asked, saying that Palestinians had been left without sufficient regional and international support.<\/p>\n

\u201cWe have no one standing behind us to protect us. Why?\u201d<\/p>\n

For Harazin, a meaningful ceasefire would have to include the withdrawal of the Israeli army and an end to attacks, as well as a clear path towards reconstruction and the return of displaced Palestinians.<\/p>\n

But following Netanyahu\u2019s declaration, she said she feared further displacement and greater Israeli control over Gaza.<\/p>\n

\u201cIf the ceasefire plan is rejected, the Israeli occupation army will carry out harsher operations than what we have heard about before in Gaza,\u201d she said.<\/p>\n

\u201cPerhaps they will ask us to displace again to the southern areas. There are no buildings left standing in Gaza City.\u201d<\/p>\n

For Ahmed, the possibility of lasting peace is closely tied to the balance of power.<\/p>\n

\u201cWhen you are weak, there are no opportunities, and there is no hope,\u201d he said. \u201cHope comes when you are strong.\u201d<\/p>\n

\u2018Hope in God\u2019<\/p>\n

Unlike Harazin and Ahmed, Ramez Haniyeh sees the proposed plan as a genuine missed opportunity to \u201cend the war and the genocide\u201d.<\/p>\n

Haniyeh, who was displaced to Nuseirat in central Gaza after his home was destroyed, said he believed the proposal could have helped end the fighting and \u201cstop the suffering\u201d of Palestinians in the territory.<\/p>\n

For Haniyeh, that would mean more than simply an end to Israeli attacks.<\/p>\n

\u201cWithdrawal, then reconstruction, and living with dignity,\u201d he said when asked what he expected from a ceasefire.<\/p>\n

But he fears the rejection could instead bring another escalation.<\/p>\n

\u201cI expect them to create a new target bank, so that things will escalate and there will be more bloodshed in the coming period,\u201d he said.<\/p>\n

Haniyeh described the humanitarian and economic conditions in Gaza as deteriorating, with widespread unemployment and many people unable to afford basic necessities.<\/p>\n

\u201cThe situation is very bad, and it is getting worse every day,\u201d he said. \u201cThere are some food and drink items available now, but there is no one who can afford to buy them.\u201d<\/p>\n

Despite his pessimism, Haniyeh said his hope rests on faith.<\/p>\n

\u201cI have hope in God, but there is no hope that this war will end,\u201d he said. \u201cIt will continue until God relieves us.\u201d<\/p>\n

Despite her doubts about the proposal, Harazin said she also had \u201chope in God\u201d.<\/p>\n

\u201cAs long as we are Muslims, World War I ended and World War II ended too, so we have hope that the war in Gaza will end.\u201d<\/p>\n
