Members of Congress are being urged to investigate President Donald Trump<\/a>\u2019s plan to import hundreds of thousands of metric tons of foreign beef<\/a> in a bid to lower grocery store costs, amid growing frustration from farm-state lawmakers and the nation\u2019s embattled ranchers at the proposal.<\/p>\n

Under the plan<\/a>, the administration would allow up to 300,000 metric tons of lean beef trimmings into the U.S. tariff-free from a still-unspecified source country for a 90-day period beginning September 1\u2014which Trump said would then be sold “at 25 percent below current market prices.”<\/p>\n

“Congress needs to have an emergency hearing on this,” John Boyd, founder and president of the National Black Farmers Association, said in response to the proposal, which the president said would “reduce prices for Americans while giving space for our Great American Beef Herd to grow again.”<\/p>\n

In an interview with Newsweek, Boyd said that the plan would imperil the nation\u2019s ranchers\u2014many already at risk of bankruptcy\u2014while raising public safety concerns, without having a meaningful impact on retail prices or efforts to revive America\u2019s dwindling cattle herd<\/a>.<\/p>\n

Boyd called the plan an “in-your-face betrayal” by the president, who had largely enjoyed the support of farmers<\/a> prior to and immediately after the 2024 election, but whose popularity with this group has remained shaky since returning to office.<\/p>\n

“I mean, how do you come to the microphone and say, \u2018Listen, man, I love you guys, but I’m taking 25 cents off every dollar that you have, and I still want you to support me\u2019? I mean it’s almost calling the American cattlemen stupid,” Boyd said.<\/p>\n

When asked to respond to the negative reaction from farmers to the deal, White House Spokeswoman Anna Kelly told Newsweek that Trump “has done more for American agriculture than anyone by negotiating new trade deals, expanding foreign market access, lowering input costs, bolstering the farm safety net, doubling the death tax exemption, ending taxes on rural property loan interest, creating rural opportunity zones, and more.”<\/p>\n

The Department of Agriculture said the president\u2019s proclamation showed a commitment to lowering the cost of everyday goods for the American people. <\/p>\n

“This action, during a time of record high demand for beef, will help address the affordability of beef, after our nation\u2019s cattle supply fell to its lowest level in 75 years under the Biden administration,” a department spokesperson told Newsweek. <\/p>\n

“The president and his administration will continue investing in the future of the American rancher.”<\/p>\n

An \u2018In-Your-Face\u2019 Betrayal<\/p>\n

Boyd, a grains and cattle farmer based in Virginia, has criticized similar efforts by the administration in the past, including its attempt to trim domestic prices<\/a> by importing 80,000 metric tons of beef from Argentina. However, a proclamation issued by Trump on Wednesday said<\/a> that despite this, “the supply contraction in the United States beef industry coupled with the growing demand for beef is resulting in higher beef prices that are expected to continue absent further action.”<\/p>\n

Boyd told Newsweek that his organization\u2014which represents tens of thousands of farmers nationwide\u2014has received no communication from the administration regarding the plan, despite the impact he says this will have on farmers in the U.S.<\/p>\n

Trump\u2019s pledge that the 300,000 metric tons will be sold at a 25 percent discount, Boyd said, will undercut domestic ranchers who are “not in a position to take a 25 percent loss from [their] herd.”<\/p>\n

This is in addition to concerns over the beef\u2019s origin, given lingering concerns about supplies from Argentina\u2014considered one of the potential suppliers for the plan.<\/p>\n

“I don\u2019t want to say which countries, but there are a few countries,” Trump said on Friday, when asked about the source of the beef. “But they\u2019re going to be sending in the highest quality beef, and it\u2019s something that we need.”<\/p>\n

“I am not privy to talk about that,” Agriculture Secretary Brooke Rollins told reporters on Tuesday, adding that “the conversations are still going on.”<\/p>\n

And Boyd\u2019s frustrations have been shared across the industry and among politicians in farming states.<\/p>\n

“Farmers and ranchers are extremely disappointed to learn that President Trump plans to flood the American market with hundreds of millions of pounds of foreign-raised beef,” American Farm Bureau Federation President Zippy Duvall said in a press release. “The U.S. is already importing beef at record levels. This decision would be an unprecedented move and would translate to nearly an additional 60 percent increase in imports over the next 90 days.”<\/p>\n

Senator Tim Sheehy, a Republican from Montana, said he had advised Trump “against this course of action for a year” given the potential harm this would cause ranchers, “most of whom are MAGA Republicans.”<\/p>\n

“This action will make it more difficult for American ranchers to rebuild our herd and bring prices down for the American people,” he wrote on X last week<\/a>. “And most importantly, this will harm our ranching families who feed the nation.”<\/p>\n

Will Trump\u2019s Beef Deal Bring Down Prices?<\/p>\n

Years of drought, high input costs and herd liquidation have pushed up U.S. beef prices, with screwworm outbreaks also putting pressure on foreign supplies. According to Labor Department data, the price of ground beef has risen by roughly 24 percent to $6.89 per pound since President Trump returned to office.<\/p>\n

And both the USDA and the White House have acknowledged that this trend is set to continue amid growing demand in the U.S. and the U.S. cattle herd hitting a 75-year low.<\/p>\n

The White House spokeswoman told Newsweek that Trump was “delivering on his promise to consumers by reducing beef prices while allowing our domestic beef herd to grow.”<\/p>\n

“The President will continue taking actions to support our great farmers while driving economic prosperity for all Americans,” she added.<\/p>\n

But industry experts remain skeptical that importing an additional 300,000 metric tons of lean beef trimmings will have noticeably lower prices.<\/p>\n

Ben Spell, founder of American meat distribution firm Good Ranchers, called the proposal a “shot in the arm” and a “short-term band-aid” for consumers<\/a>, but told Newsweek this would fail to remedy the underlying issues that have pushed beef prices to record highs.<\/p>\n

“I do not expect the plan to reduce retail beef prices meaningfully across the United States,” said Sylvain Charlebois, a professor of food distribution and policy at Dalhousie University.<\/p>\n

“It may provide some temporary relief, especially for ground beef if the imports include lean trimmings, but 300,000 tonnes is unlikely to overcome tight cattle supplies, processing costs and strong demand,” Charlebois told Newsweek. “Consumers should expect a modest and uneven impact, not a 25 percent reduction at the meat counter.”<\/p>\n
