It took years for VPNs to become the technology we know today, which provides an encrypted connection between your device and a private server, while concealing your IP address and browsing data.<\/p>\n<p class=\"duet--article--dangerously-set-cms-markup duet--article--standard-paragraph _1ymtmqpi _17nnmdy1 _17nnmdy0 _1xwtict1\">The concept behind VPNs <a href=\"https:\/\/www.paloaltonetworks.com\/cyberpedia\/history-of-vpn\" rel=\"nofollow noopener\" target=\"_blank\">first emerged in the 1990s<\/a> with a mundane purpose: to help businesses securely send information across offices. Instead of <a href=\"https:\/\/www.computerworld.com\/article\/1573165\/vpns-the-cost-reducing-network-link.html\" rel=\"nofollow noopener\" target=\"_blank\">forking out money for the pricey leased lines<\/a> that they would need to make these connections, many businesses decided to use their existing infrastructure to transfer data across encrypted \u201ctunnels\u201d on the web. While Microsoft, AT&amp;T, and Cisco pioneered early versions of the tech, Francis Dinha and James Yonan went on to <a href=\"https:\/\/blog.openvpn.net\/the-history-of-openvpn\/\" rel=\"nofollow noopener\" target=\"_blank\">launch OpenVPN in 2001<\/a>, offering a more secure, open-source alternative for both businesses and consumers.<\/p>\n<p class=\"duet--article--dangerously-set-cms-markup duet--article--standard-paragraph _1ymtmqpi _17nnmdy1 _17nnmdy0 _1xwtict1\">But things changed in 2013, when whistleblower Edward Snowden leaked <a href=\"https:\/\/www.theverge.com\/2013\/6\/6\/4403328\/leaked-verizon-nsa-surveillance-court-order\" rel=\"nofollow noopener\" target=\"_blank\">confidential documents<\/a> that revealed the National Security Agency had been carrying out mass surveillance programs across the web. This revelation made more people aware of security-related risks, <a href=\"https:\/\/www.pewresearch.org\/internet\/2015\/03\/16\/how-people-are-changing-their-own-behavior\/\" rel=\"nofollow noopener\" target=\"_blank\">as a 2015 survey from Pew Research<\/a> found that 34 percent of Americans have taken at least one step to protect their privacy online. Just one year later, <a href=\"https:\/\/www.pewresearch.org\/short-reads\/2016\/09\/21\/the-state-of-privacy-in-america\/\" rel=\"nofollow noopener\" target=\"_blank\">another Pew Research survey found<\/a> that 86 percent of Americans tried to \u201cremove or mask their digital footprint\u201d by doing things like clearing cookies, encrypting their email, or using VPNs. The rise of streaming and region-locked video libraries created tangible benefits for having a VPN, too, not to mention the prevalence of virtual networks in torrenting.<\/p>\n<p class=\"duet--article--dangerously-set-cms-markup duet--article--standard-paragraph _1ymtmqpi _17nnmdy1 _17nnmdy0 _1xwtict1\">Though Snowden may have sparked a privacy movement stemming from government surveillance, a new wave of VPN adoption is being driven by a different force: the rise of the age-gated internet.<\/p>\n<p class=\"duet--article--dangerously-set-cms-markup duet--article--standard-paragraph _1ymtmqpi _17nnmdy1 _17nnmdy0 _1xwtict1\">Lawmakers around the globe are implementing rules surrounding online age verification as part of <a href=\"https:\/\/www.theverge.com\/column\/798159\/age-gating-internet\" rel=\"nofollow noopener\" target=\"_blank\">purported<\/a> efforts to keep kids safe online. But such efforts come at the expense of everyone else\u2019s privacy and ability to openly access the internet. Intrusive requirements to upload your ID, bank card information, or take a video selfie to access content online threaten to deanonymize all users, while also putting troves of personal information <a href=\"https:\/\/www.eff.org\/deeplinks\/2025\/12\/10-not-so-hidden-dangers-age-verification\" rel=\"nofollow noopener\" target=\"_blank\">at risk of data breaches<\/a>.<\/p>\n<p class=\"duet--article--dangerously-set-cms-markup duet--article--standard-paragraph _1ymtmqpi _17nnmdy1 _17nnmdy0 _1xwtict1\">As a result, many are turning to VPNs to circumvent these requirements, as they can use the tech to mask their location and present their web traffic as coming from a different state or country \u2014 one without age verification requirements.<\/p>\n<p class=\"duet--article--dangerously-set-cms-markup duet--article--standard-paragraph _1ymtmqpi _17nnmdy1 _17nnmdy0 _1xwtict1\">Last year, <a href=\"https:\/\/www.cbsnews.com\/miami\/news\/pornhub-florida-vpn-google-searches-skyrocket\/\" rel=\"nofollow noopener\" target=\"_blank\">searches for VPNs soared<\/a> in Florida after the state required age verification for adult websites, and similar scenarios are playing out in other countries. In the UK, <a href=\"https:\/\/www.theverge.com\/news\/841353\/uk-porn-traffic-goes-down-vpn-use-goes-up\" rel=\"nofollow noopener\" target=\"_blank\">mobile VPN usage<\/a> shot up after imposing rules that require <a href=\"https:\/\/www.theverge.com\/analysis\/714587\/uk-online-safety-act-age-verification-reactions\" rel=\"nofollow noopener\" target=\"_blank\">users to verify their age<\/a> to access adult websites and platforms like Reddit, Bluesky, and Discord. <a href=\"https:\/\/www.reuters.com\/world\/asia-pacific\/vpns-up-porn-websites-down-australia-brings-new-online-age-restrictions-2026-03-09\/\" rel=\"nofollow noopener\" target=\"_blank\">VPNs are on the rise in Australia<\/a>, too, which <a href=\"https:\/\/www.theverge.com\/report\/840822\/australia-social-media-ban-under-16-response\" rel=\"nofollow noopener\" target=\"_blank\">banned kids under 16<\/a> from social media in late 2025 and <a href=\"https:\/\/www.theguardian.com\/australia-news\/2026\/mar\/14\/australia-porn-age-verification-user-experience-vpn-dark-web-ntwnfb\" rel=\"nofollow noopener\" target=\"_blank\">introduced age checks<\/a> for porn websites earlier this month.<\/p>\n<p class=\"duet--article--dangerously-set-cms-markup duet--article--standard-paragraph _1ymtmqpi _17nnmdy1 _17nnmdy0 _1xwtict1\">The future of VPNs is under threat. In Michigan, six Republican representatives <a href=\"https:\/\/www.legislature.mi.gov\/documents\/2025-2026\/billintroduced\/House\/pdf\/2025-HIB-4938.pdf\" rel=\"nofollow noopener\" target=\"_blank\">proposed a bill<\/a> that would not only restrict access to VPNs but also <a href=\"https:\/\/www.pcmag.com\/news\/this-state-wants-to-ban-adult-content-and-the-vpns-you-use-to-watch-it\" rel=\"nofollow noopener\" target=\"_blank\">ban the distribution of porn, force<\/a> ISPs to \u201cblock and filter\u201d a wide range of adult content, and <a href=\"https:\/\/www.them.us\/story\/michigan-total-porn-ban-trans-josh-schriver\" rel=\"nofollow noopener\" target=\"_blank\">target depictions of transgender people online<\/a>. Wisconsin <a href=\"https:\/\/www.eff.org\/deeplinks\/2026\/02\/eff-wisconsin-legislature-vpn-bans-are-still-terrible-idea\" rel=\"nofollow noopener\" target=\"_blank\">lawmakers packaged<\/a> a VPN ban in the state\u2019s age verification bill, but <a href=\"https:\/\/www.cnet.com\/tech\/services-and-software\/wisconsin-reverses-decision-to-ban-vpns-in-age-verification-bill\/\" rel=\"nofollow noopener\" target=\"_blank\">they have since removed the provision<\/a> after facing widespread backlash.<\/p>\n<p class=\"duet--article--dangerously-set-cms-markup duet--article--standard-paragraph _1ymtmqpi _17nnmdy1 _17nnmdy0 _1xwtict1\">Regulators in countries outside the US are eyeing VPN usage as well. Last year, the UK Children\u2019s Commissioner Rachel de Souza called VPNs a \u201cloophole that needs closing\u201d <a href=\"https:\/\/www.bbc.com\/news\/articles\/cn438z3ejxyo\" rel=\"nofollow noopener\" target=\"_blank\">during an interview with the BBC<\/a>, while the country\u2019s communications regulator, Ofcom, is monitoring VPN use, according to a <a href=\"https:\/\/www.techradar.com\/vpn\/vpn-privacy-security\/exclusive-ofcom-is-monitoring-vpns-following-online-safety-act-heres-how\" rel=\"nofollow noopener\" target=\"_blank\">report from TechRadar<\/a>. Meanwhile, the French Minister Delegate for Artificial Intelligence and Digital Affairs, Anne Le H\u00e9nanff, <a href=\"https:\/\/www.techradar.com\/vpn\/vpn-privacy-security\/vpns-are-next-on-my-list-france-set-to-evaluate-vpn-use-following-social-media-ban-for-under-15s\" rel=\"nofollow noopener\" target=\"_blank\">said VPNs<\/a> are \u201cthe next topic on my list\u201d after the country <a href=\"https:\/\/www.pbs.org\/newshour\/world\/french-lawmakers-approve-ban-on-social-media-for-kids-under-15\" rel=\"nofollow noopener\" target=\"_blank\">enacted a ban<\/a> on social media for kids under 15.<\/p>\n<p class=\"duet--article--dangerously-set-cms-markup duet--article--standard-paragraph _1ymtmqpi _17nnmdy1 _17nnmdy0 _1xwtict1\">Putting restrictions on VPNs would undermine user privacy and security. In addition to the businesses and students who use VPNs to securely connect to online resources or communications platforms, many people use VPNs for safety reasons, including activists, journalists, and members of the LGBTQ+ community, as noted by <a href=\"https:\/\/www.eff.org\/deeplinks\/2025\/11\/lawmakers-want-ban-vpns-and-they-have-no-idea-what-theyre-doing\" rel=\"nofollow noopener\" target=\"_blank\">the Electronic Frontier Foundation<\/a> (EFF). A ban on VPNs might not even be effective, either, as users would inevitably find work-arounds, such as creating their own private networks.<\/p>\n<p class=\"duet--article--dangerously-set-cms-markup duet--article--standard-paragraph _1ymtmqpi _17nnmdy1 _17nnmdy0 _1xwtict1\">The Cato Institute, a libertarian think tank, <a href=\"https:\/\/www.cato.org\/blog\/policymakers-should-stop-going-after-vpns-enforce-internet-age-restrictions\" rel=\"nofollow noopener\" target=\"_blank\">takes issue with the idea of banning VPNs as well<\/a>. Laws restricting access to the tech would put the US, the UK, Australia, and others in the same category as North Korea, Russia, and China, which see the technology as a threat to their government\u2019s authoritarian rule.<\/p>\n<p class=\"duet--article--dangerously-set-cms-markup duet--article--standard-paragraph _1ymtmqpi _17nnmdy1 _17nnmdy0 _1xwtict1\">Even though the concept and execution of online age verification are still half-baked, lawmakers are pushing forward anyway, making the surge in threats to VPNs all the more concerning.<\/p>\n<p>Earlier this month, <a href=\"https:\/\/www.theverge.com\/policy\/890367\/house-lawmakers-online-safety-bills-kids-act\" rel=\"nofollow noopener\" target=\"_blank\">lawmakers advanced a package<\/a> of online safety bills that could implement age verification at the app store level. Rep. Alexandria Ocasio-Cortez (D-NY) called the package a \u201csmoke screen\u201d for the desires of Big Tech lobbyists.Apple is <a href=\"https:\/\/www.theverge.com\/tech\/884136\/apple-age-verification-assurance-underage-app-downloads\" rel=\"nofollow noopener\" target=\"_blank\">bringing an age verification<\/a> requirement to the App Store in response to laws in locations like Brazil, Australia, Singapore, Utah, and Louisiana.
