The most basic question: What talks?<\/p>\n<p>A 15-point plan from the Trump administration offering a potential pathway to an exit was offered late Tuesday to Iran through Pakistan, according to a person briefed on the contours of the plan but who was not authorized to speak publicly about it. <\/p>\n<p>Iran has so far denied any negotiations were taking place, pledging to fight \u201cuntil complete victory.\u201d Pakistan, Egypt and Gulf Arab nations are trying behind the scenes to <a class=\"Link AnClick-LinkEnhancement\" data-gtm-enhancement-style=\"LinkEnhancementA\" href=\"https:\/\/apnews.com\/live\/iran-war-israel-trump-03-24-2026\" rel=\"nofollow noopener\" target=\"_blank\">piece together talks<\/a>, but their efforts still seem preliminary. Israel is vowing to keep up its attacks. <\/p>\n<p>If anything, <a class=\"Link AnClick-LinkEnhancement\" data-gtm-enhancement-style=\"LinkEnhancementA\" href=\"https:\/\/apnews.com\/hub\/iran\" rel=\"nofollow noopener\" target=\"_blank\">the war appears to only be escalating<\/a>. Barrages were fired into Iran, Israel and <a class=\"Link AnClick-LinkEnhancement\" data-gtm-enhancement-style=\"LinkEnhancementA\" href=\"https:\/\/apnews.com\/article\/iran-us-israel-trump-lebanon-march-24-2026-8bb5e79a98ea72fccc5c50b4931ad778\" rel=\"nofollow noopener\" target=\"_blank\">across the Mideast<\/a> on Tuesday. Meanwhile, thousands more U.S. Marines were on their way to the Gulf, and the Army was <a class=\"Link AnClick-LinkEnhancement\" data-gtm-enhancement-style=\"LinkEnhancementA\" href=\"https:\/\/apnews.com\/article\/us-military-iran-war-82nd-airborne-4b4c30ebc807b323fbf35c4435a739f1\" rel=\"nofollow noopener\" target=\"_blank\">preparing to deploy<\/a> at least 1,000 troops from the 82nd Airborne Division <a class=\"Link AnClick-LinkEnhancement\" data-gtm-enhancement-style=\"LinkEnhancementA\" href=\"https:\/\/apnews.com\/article\/iran-us-israel-trump-lebanon-march-24-2026-8bb5e79a98ea72fccc5c50b4931ad778\" rel=\"nofollow noopener\" target=\"_blank\">to the Middle East<\/a> in the coming days.<\/p>\n<p>Here is a look at what\u2019s known and not known about possible talks to wind down the war.<\/p>\n<p>Push for negotiations<\/p>\n<p>Since launching the war alongside Israel on Feb. 28, Trump has given <a class=\"Link AnClick-LinkEnhancement\" data-gtm-enhancement-style=\"LinkEnhancementA\" href=\"https:\/\/apnews.com\/article\/trump-iran-war-hormuz-oil-polls-7ece55a7e283d2fa8054f00cfa3ada59\" rel=\"nofollow noopener\" target=\"_blank\">shifting and often vague objectives<\/a>, and those <a class=\"Link AnClick-LinkEnhancement\" data-gtm-enhancement-style=\"LinkEnhancementA\" href=\"https:\/\/apnews.com\/article\/trump-iran-talks-objectives-e27ba37004edf6dc241417ad11c87760\" rel=\"nofollow noopener\" target=\"_blank\">mixed messages were on display in recent days<\/a>. He has talked of degrading or destroying Iran\u2019s missile capabilities, and its ability to threaten neighbors \u2014 goals that he has some flexibility in declaring accomplished. A much tougher goal is <a class=\"Link AnClick-LinkEnhancement\" data-gtm-enhancement-style=\"LinkEnhancementA\" href=\"https:\/\/apnews.com\/article\/iran-nuclear-iaea-uranium-enrichment-suspend-ccf574a324504b985f4b158f9d3d6941\" rel=\"nofollow noopener\" target=\"_blank\">ensuring Iran can never build a nuclear weapon<\/a>, and Trump has insisted that will be part of any deal. <\/p>\n<p>A reopening of the Strait of Hormuz \u2014 a vital waterway for oil shipments that Iran made virtually impassable when the war began \u2014 is now also a priority, for Trump and the global economy.<\/p>\n<p>As Trump talks of engaging with leaders in Iran, he has backed off promoting the Islamic Republic\u2019s collapse. Israeli Prime Minister Benjamin Netanyahu, however, continues to say the war aims to help Iranians overthrow the theocracy.<\/p>\n<p>Trump claimed that U.S. envoy Steve Witkoff and Trump\u2019s son-in-law Jared Kushner held talks Sunday with an Iranian leader. He did not say who that was.<\/p>\n<p>Reports focused on Iranian Parliament <a class=\"Link AnClick-LinkEnhancement\" data-gtm-enhancement-style=\"LinkEnhancementA\" href=\"https:\/\/apnews.com\/article\/iran-mohammad-bagher-qalibaf-us-israel-war-a5fdb9d743c3325155da0bc91458077d\" rel=\"nofollow noopener\" target=\"_blank\">Speaker Mohammad Bagher Qalibaf<\/a> as a possible interlocutor. But Qalibaf quickly denied talks were taking place in a post on X.<\/p>\n<p>The U.S. agreed \u201cin principle\u201d to join talks in Pakistan, according to three Pakistani officials, one Egyptian official and a Gulf diplomat, while mediators were still working to convince Iran. (AP Photo\/Vahid Salemi)<\/p>\n<p>                Add AP News on Google <\/p>\n<p>        Add AP News as your preferred source to see more of our stories on Google.<\/p>\n<p>            Share<\/p>\n<p>                            Read More<\/p>\n<p>A 15-point peace plan delivered to Iran <\/p>\n<p> A 15-point plan from the Trump administration has been delivered to Iran by intermediaries from Pakistan, who have offered to host renewed negotiations, according to a person briefed on the contours of the plan but who was not authorized to speak publicly about it.<\/p>\n<p>Israeli officials, who have been advocating for Trump to continuing prosecution the war against Iran, were taken by surprise by the U.S. administration\u2019s submission of a ceasefire plan, the person said.<\/p>\n<p>But with the U.S. taking steps to send additional soldiers and Marines to the Mideast, the move is being framed as Trump maneuvering to give himself \u201cmax flexibility\u201d on what he\u2019ll do next, the person added.<\/p>\n<p>The White House did not respond to requests for comment on the administration submitting the 15-point plan.<\/p>\n<p>Who speaks for Iran in any talks?<\/p>\n<p>Iran\u2019s leadership appears to have remained relatively cohesive, despite weeks of heavy bombardment and the killing of its supreme leader and many top-ranking military figures. <\/p>\n<p>But who actually is in charge is not known. The new supreme leader, Ayatollah Mojtaba Khamenei, hasn\u2019t been seen or directly heard from since he was named to replace his slain father, Ali Khamenei.<\/p>\n<p>Within the Islamic Republic are other centers of power, including the military and the powerful paramilitary Revolutionary Guard, as well as political figures like Qalibaf, Foreign Minister Abbas Araghchi and President Masoud Pezeshkian.<\/p>\n<p>    <a class=\"AnchorLink\" id=\"html-embed-module-d70000\"\/><\/p>\n<p>    <img decoding=\"async\" src=\"https:\/\/www.europesays.com\/news\/wp-content\/uploads\/2026\/03\/1774448658_647_thumbnail.jpeg\" width=\"100%\" alt=\"visualization\"\/><\/p>\n<p>It\u2019s not certain anyone entering talks with the U.S. would have backing from the military or Guard. In the ongoing war, Iran\u2019s military has conducted strikes based on orders of local commanders, rather than from any political leadership, Araghchi has said.<\/p>\n<p>The spokesman of Iran\u2019s top military command, Maj. Gen. Ali Abdollahi Aliabadi, vowed on Tuesday that the fighting \u201cwill continue until complete victory.\u201d It was a message of defiance to Trump\u2019s claim that Iran was petitioning for peace, but possibly also a warning to anyone within the Iranian leadership not to back down in talks.<\/p>\n<p>Was Trump just trying to buy time?<\/p>\n<p>Trump\u2019s sudden declaration of progress in talks on Monday came just as the deadline was about to run out on an ultimatum he had made over the weekend threatening to <a class=\"Link AnClick-LinkEnhancement\" data-gtm-enhancement-style=\"LinkEnhancementA\" href=\"https:\/\/apnews.com\/article\/iran-us-israel-trump-lebanon-march-22-2026-16cc60862529b873666ce4c1f6529d78\" rel=\"nofollow noopener\" target=\"_blank\">\u201cobliterate\u201d Iran\u2019s power plants<\/a> unless the country releases its stranglehold on the Strait of Hormuz. Iran threatened to retaliate against power, water and oil infrastructure across the Gulf.<\/p>\n<p>Trump on Monday pushed the deadline back five days and said there\u2019s a \u201cvery good chance\u201d a deal could be reached this week. That was a relief to global <a class=\"Link AnClick-LinkEnhancement\" data-gtm-enhancement-style=\"LinkEnhancementA\" href=\"https:\/\/apnews.com\/article\/stocks-markets-oil-iran-trump-026e3ab83a6256e36001b85058f92b5d\" rel=\"nofollow noopener\" target=\"_blank\">oil and stock markets<\/a>.<\/p>\n<p>Trump\u2019s move could signal he\u2019s wary of the war\u2019s possible long-term damage to the U.S. and global economy, though his administration has insisted that any pain from spiking oil prices will quickly be reversed once the war is over.<\/p>\n<p>\u201cTrump could be actively seeking an offramp,\u201d the Soufan Center, a New York-based think tank, wrote in an analysis.<\/p>\n<p>On the other hand, the Soufan Center noted, Trump could be buying time for thousands of Marines heading to the region to arrive.<\/p>\n<p>The Marine deployment could be a tactic to pressure Iran on negotiations. But it has also raised speculation that the U.S. may try to seize <a class=\"Link AnClick-LinkEnhancement\" data-gtm-enhancement-style=\"LinkEnhancementA\" href=\"https:\/\/apnews.com\/article\/iran-war-islands-strait-hormuz-oil-trump-1b3e770e61c6a05d3e078223e15b20b2\" rel=\"nofollow noopener\" target=\"_blank\">Kharg Island<\/a> in the Persian Gulf, which is vital to Iran\u2019s oil network, or carry out an operation to remove enriched uranium from inside Iran. Either would mean a greater escalation and a longer war. <\/p>\n<p>Trump has said he has no plans to send ground forces into Iran but has not ruled it out. Israel has suggested ground forces could participate in the war.<\/p>\n<p>What is there to talk about?<\/p>\n<p>Nuclear negotiations were already taking place when the U.S. and Israel launched their surprise attack on Feb. 28, killing the elder Khamenei in the opening salvos of the bombing campaign.<\/p>\n<p>That only deepened Iranian mistrust of Americans in negotiations, especially after Trump\u2019s unilateral withdrawal in 2018 from a landmark nuclear agreement reached with the United States three years earlier. Iran and the U.S. held negotiations in early 2025, and when a two-month deadline set by Trump ran out, Israel hit Iran in a surprise attack that the U.S. joined in a 12-day war, striking Iranian nuclear facilities and military positions.<\/p>\n<p>Trump said Monday that any deal to end the war will entail the U.S. removing Iran\u2019s enriched uranium, which is critical to its disputed nuclear program. Iran refused that demand in the past, insisting it has the right to enrich uranium for peaceful purposes.<\/p>\n<p>A less ambitious goal for talks could be to reach a ceasefire and the reopening of the Strait of Hormuz.<\/p>\n<p>But Araghchi seemed to reject any partial deal in an interview with Al Jazeera last Wednesday. \u201cWe don\u2019t believe in ceasefire. Still, it has pursued its own war aims beyond the Americans\u2019. Its bombing last week of Iran\u2019s offshore South Pars natural gas field triggered intensified Iranian attacks on the Gulf Arab states, and Trump told Israel to halt such attacks.<\/p>\n<p>In a statement late Monday, Netanyahu acknowledged Trump\u2019s diplomatic efforts but said Israel would continue to strike its enemies for the time being. <\/p>\n<p>Also, an end to the war on Iran does not mean an end to Israel\u2019s bombing campaign in Lebanon.
