Fink explained the current structure operates on a pay-as-you-go model where payroll taxes fund current retirees and the trust fund is primarily invested in government bonds. He questioned whether the system could be adjusted to maintain its guarantees while also allowing benefits to grow with the economy. His proposal involves exploring whether a portion of the system could be invested in a careful and broad manner over decades, akin to other long-term pension systems, but clarified this would not mean full privatization or a complete shift into stocks.

The suggested approach would introduce diversification, similar in principle to the federal Thrift Savings Plan. Fink cited a bipartisan Senate proposal that would create a new investment fund operating alongside the existing trust fund, investing in a diversified mix of assets to seek higher returns. This proposed fund would require a significant initial investment and a long growth period, during which the Treasury would continue covering benefits. Upon maturation, the fund would repay the Treasury and help close the system’s funding gap, with assurances that current beneficiaries and those near retirement would not see changes.

Fink noted that millions of public employees already rely on pension systems that invest in diversified portfolios and pointed to international models like Australia’s superannuation system. He acknowledged that discussions of changing Social Security cause unease, as it is considered a core promise, but warned that inaction under the current trajectory could break that promise. Projections indicate the trust fund will be unable to pay full benefits within the next decade, leading to skepticism among younger Americans about receiving their full benefits. Fink concluded that addressing the shortfall will likely require multiple solutions, with thoughtful long-term investing being a potential component.
