{"id":124409,"date":"2026-06-22T11:21:16","date_gmt":"2026-06-22T11:21:16","guid":{"rendered":"https:\/\/www.europesays.com\/people\/124409\/"},"modified":"2026-06-22T11:21:16","modified_gmt":"2026-06-22T11:21:16","slug":"african-and-caribbean-states-adopt-reparations-framework-as-macron-edges-toward-engagement-article","status":"publish","type":"post","link":"https:\/\/www.europesays.com\/people\/124409\/","title":{"rendered":"African and Caribbean states adopt reparations framework as Macron edges toward engagement | Article"},"content":{"rendered":"<p>    &#13;<br \/>\n        <img decoding=\"async\" id=\"ctl00_cphMain_usrArticle_imgCountryStory\" src=\"https:\/\/www.europesays.com\/people\/wp-content\/uploads\/2026\/06\/ghana.gif\" alt=\"Ghana\"\/>&#13;<\/p>\n<p>    &#13;<br \/>\n        22 Jun 2026&#13;<\/p>\n<p>PREVIEW<\/p>\n<p>    &#13;<br \/>\n        An Accra summit agrees a plan with debt relief and restitution of cultural heritage, but lacks financial commitments from ex-colonial powers<\/p>\n<p>A three-day summit in Accra ended with leaders from Africa and the Caribbean agreeing an 18-point global framework for reparatory justice, described by President <a href=\"https:\/\/www.africa-confidential.com\/profile\/id\/3491\/john-dramani-mahama\" rel=\"nofollow noopener\" target=\"_blank\">John Dramani Mahama<\/a>\u2019s government as the next step towards reparations for the transatlantic slave trade (AC Vol 67 No 11, <a id=\"ctl00_cphMain_usrArticle_hypTitleStory\" href=\"https:\/\/www.africa-confidential.com\/article\/id\/16031\/much-more-than-optics\" rel=\"nofollow noopener\" target=\"_blank\">Much more than optics<\/a>).<\/p>\n<p>The framework includes commitments to \u2018fair and adequate compensation for Africans and people of African descent, including those affected by legacies of enslavement, colonialism, genocide and apartheid\u2019. It also calls for plans to \u2018accelerate the return of cultural property, human remains, archives and heritage to countries of origin.\u2019<\/p>\n<p>Though Mahama\u2019s government has been the driving force in the campaign so far, its allies include <a href=\"https:\/\/www.africa-confidential.com\/profile\/id\/5106\/mia-mottley\" rel=\"nofollow noopener\" target=\"_blank\">Mia Mottley<\/a>, the highly respected Barbadian Prime Minister and Senegal\u2019s President <a href=\"https:\/\/www.africa-confidential.com\/profile\/id\/5072\/bassirou-diomaye-faye\" rel=\"nofollow noopener\" target=\"_blank\">Bassirou Diomaye Faye<\/a>. They will serve on an advisory panel on reparatory justice, together with Mahama, Liberia\u2019s President <a href=\"https:\/\/www.africa-confidential.com\/profile\/id\/3586\/joseph-boakai\" rel=\"nofollow noopener\" target=\"_blank\"><a href=\"https:\/\/www.africa-confidential.com\/profile\/id\/3586\/joseph-boakai\" rel=\"nofollow noopener\" target=\"_blank\">Joseph Boakai<\/a> and Namibia\u2019s <a href=\"https:\/\/www.africa-confidential.com\/profile\/id\/4641\/netumbo-nandi-ndaitwah\" rel=\"nofollow noopener\" target=\"_blank\">Netumbo Nandi-Ndaitwah<\/a>.<\/p>\n<p>Other recommendations cover sovereign debt burdens, including debt relief, restructuring and cancellation \u2018to address enduring socioeconomic consequences of enslavement, colonialism and related historical injustices.\u2019<\/p>\n<p>A convert to the cause could be French President <a href=\"https:\/\/www.africa-confidential.com\/profile\/id\/3668\/emmanuel-macron\" rel=\"nofollow noopener\" target=\"_blank\">Emmanuel Macron<\/a> who spoke by videolink.
