Why Are Top Democrats Trying to Keep It Flowing?"},"content":{"rendered":"<p>Israeli Prime Minister <a href=\"https:\/\/www.commondreams.org\/tag\/benjamin-netanyahu\" rel=\"nofollow noopener\" target=\"_blank\">Benjamin Netanyahu<\/a> on Tuesday compared US aid to &#8220;welfare&#8221; and said he wants it to end, remarks that came as top Democrats in the <a href=\"https:\/\/www.commondreams.org\/tag\/us-house\" rel=\"nofollow noopener\" target=\"_blank\">US House<\/a> of Representatives expressed opposition to an amendment that would cut off $3.3 billion in American military assistance to Israel.<\/p>\n<p>&#8220;I want to stop American aid,&#8221; Netanyahu <a href=\"https:\/\/x.com\/clashreport\/status\/2072057817880543272\" target=\"_blank\" rel=\"nofollow\">said<\/a> during a televised event in Israel on Tuesday, saying he wants the US aid phaseout to begin this year. &#8220;We can finance ourselves.&#8221;<\/p>\n<p>In recent weeks, amid <a href=\"https:\/\/www.middleeastmonitor.com\/20260519-poll-shows-majority-of-americans-oppose-aid-to-israel\/\" target=\"_blank\" rel=\"nofollow noopener\">growing US public backlash<\/a> against continued military aid to Israel as its military commits atrocities in <a href=\"https:\/\/www.commondreams.org\/tag\/gaza\" rel=\"nofollow noopener\" target=\"_blank\">Gaza<\/a> and throughout the Middle East, Netanyahu has signaled a desire to &#8220;shift the framework&#8221; of the US-Israeli relationship &#8220;from aid to partnership,&#8221; as the prime minister put it in a <a href=\"https:\/\/stutzman.house.gov\/sites\/evo-subsites\/stutzman.house.gov\/files\/evo-media-document\/usa-rep-marlin-stutzman-defense-cooperation-1.6.26.pdf.pdf\" target=\"_blank\" rel=\"nofollow noopener\">June 1 letter<\/a> to US Rep. Marlin Stutzman (R-Ind.).<\/p>\n<p>&#8220;Israel deeply appreciates the financial component of the military aid the <a href=\"https:\/\/www.commondreams.org\/tag\/united-states\" rel=\"nofollow noopener\" target=\"_blank\">United States<\/a> has generously provided us over the years,&#8221; Netanyahu wrote in the letter. &#8220;The time has now arrived for us to move from aid recipient to partner.&#8221;<\/p>\n<p>Netanyahu&#8217;s stated vision aligns with legislative text included in annual US defense policy legislation, which would <a href=\"https:\/\/www.commondreams.org\/news\/ndaa-section-224\" target=\"_blank\" rel=\"nofollow noopener\">deepen integration<\/a> of the American and Israeli militaries. Earlier this week, the Republican-controlled House Rules Committee <a href=\"http:\/\/www.commondreams.org\/news\/section-219-israeli-military\" target=\"_blank\" rel=\"nofollow noopener\">refused to allow a floor vote<\/a> on an amendment by Reps. Thomas Massie (R-Ky.) and <a href=\"https:\/\/www.commondreams.org\/tag\/ro-khanna\" rel=\"nofollow noopener\" target=\"_blank\">Ro Khanna<\/a> (D-Calif.) that proposed stripping the integration measure from the bill, which is currently moving through Congress.<\/p>\n<p>But the rules panel is allowing a full House vote on a <a href=\"https:\/\/amendments-rules.house.gov\/amendments\/Amendment%20to%20HR.8595%20-%20Israel2260618162941108.pdf\" target=\"_blank\" rel=\"nofollow noopener\">separate Massie-led amendment<\/a> that would prevent any <a href=\"https:\/\/www.commondreams.org\/tag\/us-state-department\" rel=\"nofollow noopener\" target=\"_blank\">US State Department<\/a> or national security appropriations from being &#8220;obligated or expended for Israel&#8221; in the coming fiscal year. The amendment would specifically cut off the $3.3 billion in assistance Israel is slated to receive via the Foreign Military Financing Program in 2027.<\/p>\n<p>Massie&#8217;s proposal has spotlighted a consequential rift in the House Democratic caucus, even as an <a href=\"https:\/\/www.aljazeera.com\/news\/2026\/5\/21\/poll-finds-nearly-three-quarters-of-democratic-voters-oppose-aid-to-israel\" target=\"_blank\" rel=\"nofollow noopener\">overwhelming majority<\/a> of Democratic voters support ending US aid to the Israeli government.<\/p>\n<p>Prominent progressives\u2014including Reps. <a href=\"https:\/\/www.commondreams.org\/tag\/greg-casar\" rel=\"nofollow noopener\" target=\"_blank\">Greg Casar<\/a> (D-Texas), <a href=\"https:\/\/www.commondreams.org\/tag\/alexandria-ocasio-cortez\" rel=\"nofollow noopener\" target=\"_blank\">Alexandria Ocasio-Cortez<\/a> (D-NY), and <a href=\"https:\/\/www.commondreams.org\/tag\/ilhan-omar\" rel=\"nofollow noopener\" target=\"_blank\">Ilhan Omar<\/a> (D-Minn.)\u2014have said they plan to vote yes on the amendment, which could come to a vote next week.<\/p>\n<p>&#8220;It should be a no-brainer: Our tax dollars should not fund a <a href=\"https:\/\/www.commondreams.org\/tag\/genocide\" rel=\"nofollow noopener\" target=\"_blank\">genocide<\/a>,&#8221; Omar, the deputy chair of the Congressional Progressive Caucus, <a href=\"https:\/\/x.com\/Ilhan\/status\/2071946247561208210\" target=\"_blank\" rel=\"nofollow\">said<\/a> Tuesday. &#8220;We cannot continue to be complicit in Israel\u2019s crimes against humanity.&#8221;<\/p>\n<p>But top Democrats, including the ranking members of key committees, are opposed to the Massie amendment, which is unlikely to get through the Republican-controlled House. Few <a href=\"https:\/\/www.commondreams.org\/tag\/republicans\" rel=\"nofollow noopener\" target=\"_blank\">Republicans<\/a> are expected to support Massie&#8217;s proposal.<\/p>\n<p>&#8220;I don&#8217;t want Israel to be without what they need,&#8221; Rep. Gregory Meeks (D-NY), the top Democrat on the House Foreign Affairs Committee, <a href=\"https:\/\/jewishinsider.com\/2026\/06\/top-house-democrats-oppose-massie-amendment-cut-israel-aid\/\" target=\"_blank\" rel=\"nofollow noopener\">told<\/a> Jewish Insider earlier this week, following a closed-door House Democratic caucus meeting.<\/p>\n<p>Rep. Adam Smith (D-Wash.), the top Democrat on the House Armed Services Committee, <a href=\"https:\/\/jewishinsider.com\/2026\/06\/top-house-democrats-oppose-massie-amendment-cut-israel-aid\/\" target=\"_blank\" rel=\"nofollow noopener\">said<\/a> he is &#8220;against&#8221; the Massie proposal because it would cut off &#8220;all aid for Israel.&#8221;<\/p>\n<p>&#8220;I don\u2019t think there\u2019s support for it,&#8221; Smith added, &#8220;but we\u2019ll see.&#8221;<\/p>\n<p>House Minority Leader <a href=\"https:\/\/www.commondreams.org\/tag\/hakeem-jeffries\" rel=\"nofollow noopener\" target=\"_blank\">Hakeem Jeffries<\/a> (D-NY), who is staunchly pro-Israel and a <a href=\"https:\/\/readsludge.com\/2025\/11\/25\/jeffries-misleads-on-aipac-pac-money\/\" target=\"_blank\" rel=\"nofollow noopener\">recipient of AIPAC campaign cash<\/a>, has not publicly taken a position on the Massie amendment.<\/p>\n<p>The Hill <a href=\"https:\/\/thehill.com\/policy\/international\/5948116-massie-amendment-israel-democrats-divided\/\" target=\"_blank\" rel=\"nofollow noopener\">reported<\/a> that the House Democratic leadership told caucus members during Tuesday&#8217;s private meeting to &#8220;vote according to their conscience&#8221; on the amendment, as some members expressed concerns about the proposal&#8217;s broad scope and the process by which it is being brought to a vote.<\/p>\n<p>Casar, the chair of the Congressional Progressive Caucus, <a href=\"https:\/\/www.commondreams.org\/news\/greg-casar-israel-aid\" target=\"_blank\" rel=\"nofollow noopener\">acknowledged<\/a> earlier this week that\u2014if passed\u2014the amendment &#8220;may cut off both military weapons (~$3.3 billion) and some diplomatic funding (~$50 million).&#8221;<\/p>\n<p>\u201cWhile I would prefer to vote on an amendment that stripped just military funding,\u201d Casar wrote on <a href=\"https:\/\/www.commondreams.org\/tag\/social-media\" rel=\"nofollow noopener\" target=\"_blank\">social media<\/a>, \u201cI think opposing the billions in military funding is what\u2019s most important here.\u201d<\/p>\n<p>Speaking to MS NOW earlier this week, Casar said that &#8220;it&#8217;s really important for members to recognize that, while a relatively very small amount of diplomatic funding could be implicated on the amendment&#8230; virtually all of the money is military financing that the Israeli military has used to buy fighter planes and attack helicopters.&#8221;<\/p>\n<p>\u201cYou\u2019re going to see a growing number of Democrats come out against sending more money for weapons for Netanyahu\u2019s military,\u201d Casar predicted. \u201cIn the past, it was just a very, very small number.
