Chief of the General Staff Wies\u0142aw Kuku\u0142a in February\u00a0<a href=\"https:\/\/defence24.pl\/polityka-obronna\/general-kukula-safe-to-gamechanger-dla-wojska\" target=\"_blank\" rel=\"noreferrer noopener nofollow\">described<\/a> SAFE as a \u201cgame changer\u201d for the military.<\/p>\n<p>President raises specter of &#8220;massive foreign loans&#8221;<\/p>\n<p>In his speech, Nawrocki reiterated the\u00a0<a href=\"https:\/\/www.politico.eu\/article\/eu-defense-loans-ignite-political-battle-poland-donald-tusk-safe-karol-nawrocki\/\" target=\"_blank\" rel=\"noreferrer noopener nofollow\">arguments<\/a>\u00a0he has been rolling out against SAFE for weeks now, claiming the Security Action for Europe loans would saddle Poland with long-term debt and expose the country to exchange-rate risks.\u00a0<\/p>\n<p>\u201cThe SAFE mechanism is a massive foreign loan taken out for 45 years in a foreign currency, with interest costs that could reach as much as PLN180 billion [\u20ac42 billion]. Poland would therefore have to repay an amount roughly equal to the value of the loan itself in interest, with Western banks and financial institutions standing to profit from it,\u201d Nawrocki said.<\/p>\n<p>The president also argued the scheme could allow Brussels to attach political conditions to Poland&#8217;s defense financing and would benefit foreign arms-makers disproportionately.\u00a0<\/p>\n<p>\u201cSAFE is a mechanism under which Brussels, through the so-called conditionality principle, could arbitrarily suspend financing while Poland would still have to continue repaying the debt. That&#8217;s why it must be said clearly: Security subject to conditions is not security. Poland\u2019s security cannot depend on decisions taken elsewhere,\u201d Nawrocki declared.<\/p>\n<p>\u201cI have decided that I will not sign the law that would allow Poland to take out a SAFE loan.
