Not so much with Democrats, who have very limited ways of obstructing him, and not so much with House Republicans, who have so far cleared every bit of legislation he cares about. It\u2019s Senate Republicans who are causing him fits at the very moment the GOP should be transforming itself into a lean, mean fighting machine for November. Indeed, Trump\u2019s most insistent demand at the moment is that \u201chis\u201d Senate Majority Leader John Thune cancel its crucial (from an electoral point of view) August recess to agitate the air over the <a href=\"https:\/\/nymag.com\/intelligencer\/article\/even-republicans-dont-want-trumps-version-of-the-save-act.html\" rel=\"nofollow noopener\" target=\"_blank\">SAVE America Act<\/a>, for which there is not even majority support in the Senate, much less the 60 votes necessary to overcome a Democratic filibuster. There are even fewer votes to satisfy Trump\u2019s demand that Senate Republicans just <a href=\"https:\/\/thehill.com\/media\/5944123-chuck-todd-believes-trump-pushing-murkowski-closer-to-dems\/\" rel=\"nofollow noopener\" target=\"_blank\">kill the filibuster<\/a> outright, exposing them to the wrath of a future Democratic majority. And at the moment, it\u2019s not clear there is a majority for the House-passed budget resolution Trump wants that would set up big, controversial votes on funding his Iran War and creating a slush fund to encourage states to adopt elements of the SAVE America Act.<\/p>\n<p class=\"clay-paragraph\" data-editable=\"text\" data-uri=\"nymag.com\/intelligencer\/_components\/clay-paragraph\/instances\/cms9249m5000r3b7cs1lia6t1@published\" data-word-count=\"98\">Thune is <a href=\"https:\/\/nymag.com\/intelligencer\/article\/thune-to-take-the-blame-for-the-failure-of-trumps-agenda.html\" rel=\"nofollow noopener\" target=\"_blank\">absorbing most of Trump\u2019s outrage<\/a> at the refusal of the Senate to do his bidding. As a pol focused on maintaining his party\u2019s vulnerable majority, he\u2019d prefer to pass a stopgap spending bill to avoid a campaign-disrupting <a href=\"https:\/\/nymag.com\/intelligencer\/article\/government-shutdown-this-fall-is-looking-likely.html\" rel=\"nofollow noopener\" target=\"_blank\">government shutdown<\/a> in October and send his troops home to beat the bushes for votes. But if you look at some of the specific problems Trump is facing with his agenda, the problem isn\u2019t so much Thune as a group of YOLO senators that Trump has either turned into lame ducks or alienated by threatening to destroy them politically.<\/p>\n<p class=\"clay-paragraph\" data-editable=\"text\" data-uri=\"nymag.com\/intelligencer\/_components\/clay-paragraph\/instances\/cms94ft5c000y3b7c91cpwhvf@published\" data-word-count=\"103\">One agenda item Thune is fully willing to act on is the confirmation of attorney general nominee <a href=\"https:\/\/nymag.com\/intelligencer\/article\/todd-blanche-attorney-general-senate-confirmation-hearing-live-updates.html\" rel=\"nofollow noopener\" target=\"_blank\">Todd Blanche<\/a>. But it\u2019s currently jammed in the Senate Judiciary Committee because two lame-duck senators (John Cornyn and Thom Tillis) want explicit \u201cin writing\u201d commitments by the administration to abandon two toxic by-products of the IRS\u2019s settlement of a Trump lawsuit: the so-called <a href=\"https:\/\/nymag.com\/intelligencer\/article\/can-trumps-brazen-weaponization-slush-fund-be-stopped.html\" rel=\"nofollow noopener\" target=\"_blank\">\u201canti-weaponization fund<\/a>\u201d (which Blanche himself pronounced \u201cdead\u201d during his confirmation hearings) and presidential <a href=\"https:\/\/nymag.com\/intelligencer\/article\/are-we-stuck-with-trumps-outrageous-irs-immunity-deal.html\" rel=\"nofollow noopener\" target=\"_blank\">immunity from tax audits<\/a>. As my colleague Nia Prater has <a href=\"https:\/\/nymag.com\/intelligencer\/article\/todd-blanches-nomination-is-actually-in-serious-trouble-now.html\" rel=\"nofollow noopener\" target=\"_blank\">reported<\/a>, Trump has refused to make any concessions at all and launched a <a href=\"https:\/\/truthsocial.com\/@realDonaldTrump\/posts\/117014253232654593\" rel=\"nofollow noopener\" target=\"_blank\">nasty attack<\/a> on Cornyn on Truth Social:<\/p>\n<p>On Thursday, Trump <a href=\"https:\/\/truthsocial.com\/@realDonaldTrump\/posts\/117009581290419286\" rel=\"nofollow noopener\" target=\"_blank\">floated the idea<\/a> of withdrawing the acting attorney general\u2019s name from contention and letting him remain as acting attorney general until Cornyn and Tillis exit the chamber at the end of the year. But in a <a href=\"https:\/\/truthsocial.com\/@realDonaldTrump\/posts\/117014253232654593\" rel=\"nofollow noopener\" target=\"_blank\">subsequent Truth Social post on Friday<\/a>, the president made no mention of that proposal and instead focused his attention on attacking Cornyn. \u2026<\/p>\n<p>Despite the [anti-weaponization] fund being the root cause of the impasse, Trump then seemed to defend the concept, saying that the alleged conservative victims of lawfare were poorly treated and that he \u201cfelt that they should be given compensation for what has been done to them.\u201d<\/p>\n<p class=\"clay-paragraph\" data-editable=\"text\" data-uri=\"nymag.com\/intelligencer\/_components\/clay-paragraph\/instances\/cms953qlm001c3b7c3zg33tk1@published\" data-word-count=\"134\">Once again, Trump appears to have no interest in helping congressional candidates by abandoning some of the more outrageous things he has proposed. But beyond that, why would he expect any cooperation from Cornyn and Tillis? The former is ending a four-term Senate career because Trump at first tolerated and then endorsed his primary opponent, <a href=\"https:\/\/nymag.com\/intelligencer\/article\/ken-paxton-could-be-the-gops-graham-platner.html\" rel=\"nofollow noopener\" target=\"_blank\">Ken Paxton<\/a>. The latter preemptively <a href=\"https:\/\/dukechronicle.com\/article\/duke-university-north-carolina-senator-thom-tillis-announces-retirement-will-not-run-for-reelection-trump-big-beautiful-bill-20250629\" rel=\"nofollow noopener\" target=\"_blank\">announced his retirement<\/a> just over a year ago in response to Trump\u2019s <a href=\"https:\/\/truthsocial.com\/@realDonaldTrump\/posts\/114764184133829613\" rel=\"nofollow noopener\" target=\"_blank\">threats of backing a primary challenge<\/a> after he voted against the <a href=\"https:\/\/nymag.com\/intelligencer\/article\/no-president-has-ever-had-something-like-big-beautiful-bill.html\" rel=\"nofollow noopener\" target=\"_blank\">One Big Beautiful Bill Act<\/a>. Aside from his efforts to make Blanche\u2019s confirmation conditional, Tillis is also the most outspoken Senate Republican opponent of the SAVE America Act, focusing on its <a href=\"https:\/\/www.witn.com\/2026\/07\/17\/senator-tillis-gives-fiery-speech-save-america-act-opposition\/\" rel=\"nofollow noopener\" target=\"_blank\">disruptive effects on preparations for the midterms<\/a>. He\u2019s even <a href=\"https:\/\/thehill.com\/homenews\/senate\/5971999-thom-tillis-trump-save-america-act-voter-id-senate\/\" rel=\"nofollow noopener\" target=\"_blank\">threatened to kill<\/a> the budget resolution containing SAVE America Act components.<\/p>\n<p class=\"clay-paragraph\" data-editable=\"text\" data-uri=\"nymag.com\/intelligencer\/_components\/clay-paragraph\/instances\/cms95rf4i001j3b7c6t90d2u9@published\" data-word-count=\"104\">Another Republican senator successfully purged by Trump, <a href=\"https:\/\/nymag.com\/intelligencer\/article\/after-purging-cassidy-trump-sets-his-sights-on-massie.html\" rel=\"nofollow noopener\" target=\"_blank\">Bill Cassidy<\/a>, who originally earned the president\u2019s ire by <a href=\"https:\/\/www.cassidy.senate.gov\/newsroom\/press-releases\/cassidy-votes-to-convict-president-donald-trump\/\" rel=\"nofollow noopener\" target=\"_blank\">voting to convict him of impeachable offenses<\/a> after the failed coup of January 6, has also vocally opposed both the anti-weaponization fund and <a href=\"https:\/\/thehill.com\/homenews\/senate\/5888980-cassidy-white-house-ballroom\/\" rel=\"nofollow noopener\" target=\"_blank\">public financing for Trump\u2019s ballroom<\/a>. And still another senator who survived Trump\u2019s efforts to deny her reelection, Alaska\u2019s <a href=\"https:\/\/nymag.com\/intelligencer\/article\/lisa-murkowski-holds-the-big-beautiful-bill-in-her-hands.html\" rel=\"nofollow noopener\" target=\"_blank\">Lisa Murkowski<\/a> (protected by Alaska\u2019s nonpartisan <a href=\"https:\/\/nymag.com\/intelligencer\/article\/ranked-choice-voting-loses-everywhere-except-alaska.html\" rel=\"nofollow noopener\" target=\"_blank\">top-four primary election system<\/a>), is a problem for Trump on a wide range of issues. But again, why should she play toady to him? He failed to purge her in 2022 and has <a href=\"https:\/\/thehill.com\/media\/5944123-chuck-todd-believes-trump-pushing-murkowski-closer-to-dems\/\" rel=\"nofollow noopener\" target=\"_blank\">threatened to go after her again in 2028<\/a>.<\/p>\n<p class=\"clay-paragraph\" data-editable=\"text\" data-uri=\"nymag.com\/intelligencer\/_components\/clay-paragraph\/instances\/cms96b3o6001q3b7c4eku2p4j@published\" data-word-count=\"85\">The lesson that the president should take away from this situation is this: If you sow the wind with disloyalty to your party\u2019s senators, you will reap the whirlwind in reciprocal disloyalty when you need their support. Blustery threats and authoritarian posturing cut little ice with people who have succumbed to or survived threats of political excommunication and career extinction. That\u2019s ultimately why Trump is spending precious days and weeks browbeating the scapegoat John Thune and denying Senate candidates life-saving time on the campaign trail.<\/p>\n<p class=\"clay-paragraph\" data-editable=\"text\" data-uri=\"nymag.com\/intelligencer\/_components\/clay-paragraph\/instances\/cms96nknk00233b7cvhnssest@published\" data-word-count=\"68\">You may recall that Trump\u2019s self-absorption cost his party a Senate majority in 2021, when he barnstormed through Georgia attacking that state\u2019s election integrity (central to his efforts to overturn his 2020 defeat) just in time to discourage Republican turnout in a general-election runoff and <a href=\"https:\/\/nymag.com\/intelligencer\/article\/georgia-loss-final-blow-trump.html\" rel=\"nofollow noopener\" target=\"_blank\">cost the GOP two Senate seats<\/a>. It could happen again this year.
