{"id":212708,"date":"2026-09-03T05:12:22","date_gmt":"2026-09-03T05:12:22","guid":{"rendered":"https:\/\/www.europesays.com\/people\/212708\/"},"modified":"2026-09-03T05:12:22","modified_gmt":"2026-09-03T05:12:22","slug":"nyc-council-grills-mamdani-admin-over-legionnaires-response-after-reform-pledge","status":"publish","type":"post","link":"https:\/\/www.europesays.com\/people\/212708\/","title":{"rendered":"NYC Council grills Mamdani admin over Legionnaires&#8217; response after reform pledge"},"content":{"rendered":"<p>City lawmakers Wednesday slammed Mayor Zohran Mamdani\u2019s response to the summer\u2019s Legionnaires\u2019 outbreak on the Upper East Side that <a href=\"https:\/\/nypost.com\/2026\/08\/28\/us-news\/nyc-legionnaires-outbreak-death-toll-reaches-11-officials-insist-disease-no-longer-spreading\/\" rel=\"nofollow noopener\" target=\"_blank\">claimed 11 lives<\/a> \u2014 one day after he tried to get ahead of the controversy with \u201csweeping new measures\u201d to combat the disease.\u00a0<\/p>\n<p>The City Council and Big Apple civic leaders blamed City Hall\u2019s <a href=\"https:\/\/nypost.com\/2026\/08\/14\/us-news\/ninth-person-dies-from-legionnaires-disease-cluster-in-upper-east-side-surpassing-last-years-harlem-outbreak-death-toll\/\" rel=\"nofollow noopener\" target=\"_blank\">lack of preparedness<\/a> for the deadly health crisis that also killed seven New Yorkers last year, prompting lawmakers to now adopt stricter measures to prevent the disease.<\/p>\n<p>\u201cWe need to be proactive instead of reactive,\u201d railed Valerie S. Mason, the chair of Community Board 8 \u2013 which was at the epicenter of the 2026 outbreak.\u00a0\u201cI saw the mayor\u2019s announcement of so-called sweeping measures, they don\u2019t seem very concrete to me.\u201d<\/p>\n<p>Health Commissioner Alister Martin defended the agencies response to the 2026 legionella outbreak.  YouTube\/New York City Council<\/p>\n<p>Mason described Mamdani\u2019s preemptive announcement Tuesday as a vague laundry list of guidelines, which include vague calls for \u201csynergy\u201d between the city health and building departments and accelerating testing enforcement.\u00a0<\/p>\n<p>The administration fell short of acknowledging that it could\u2019ve done a better job. <\/p>\n<p>City Council Speaker Julie Menin piled on the Mamdani administration.\u00a0<\/p>\n<p>\u201cLegionnaires\u2019 disease is not a new threat,\u201d she said. \u201cWe know it occurs in New York City every year. We know cooling towers require rigorous inspection and oversight. And we knew before this outbreak that the Health Department needed additional staff to do this work.\u201d<\/p>\n<p>City Health Commissioner Alister Martin defended the response to the deadly bacteria outbreak\u00a0 \u2013 which is typically found in manmade cooling towers of industrial buildings \u2013 but said the origin remained unclear.\u00a0<\/p>\n<p>\u201cMy hope is that we\u2019re going to be able to provide a match, that there will be one or two \u2013 but we don\u2019t have that data back yet,\u201d said Martin \u2013 blaming a \u201cvery complicated\u201d DNA testing process that matches samples from infected patients to the bacteria often found in building cooling towers.\u00a0<\/p>\n<p>Community board 8 member Valerie Mason slammed Hizzoner for not attending any of the board\u2019s town halls during the health crisis.  William Farrington for The NY Post<\/p>\n<p>Menin shot back at the public health chief, noting <a href=\"https:\/\/nypost.com\/2026\/08\/05\/opinion\/why-mamdanis-team-botched-the-deadly-legionnaires-outbreak\/\" rel=\"nofollow noopener\" target=\"_blank\">prior outbreaks<\/a> of the bacteria that cause Legionnaire\u2019s disease \u2013 a potentially lethal form of pneumonia \u2013 had been opened and closed on a shorter timeline.\u00a0<\/p>\n<p>\u201cMy response to that is why is it taking so long? Because in the Harlem outbreak the department released the results within 35 days or so.\u201d\u00a0<\/p>\n<p>The Upper East Side cluster marks the second consecutive summer where the city faced an outbreak of the disease.\u00a0 A Central Harlem cluster in between July and August of 2025 infected more than 100 New Yorkers and took the lives of seven.\u00a0<\/p>\n<p>Speaker Julie Menin put pressure on the department, asking them why its taking so long to identify the bacteria\u2019s origin.  YouTube\/New York City Council<\/p>\n<p>The City Council subsequently passed a law requiring building owners to test for the bacteria in their cooling towers every 31 days \u2014 previously, testing was required every 90.\u00a0<\/p>\n<p>Martin defended the department\u2019s enforcement of the measures \u2013 claiming that of the buildings in the Upper East Side cluster \u2014\u00a0 74% were compliant with the new law just eight weeks after the new guidelines went into effect.\u00a0<\/p>\n<p>The health department launched an investigation into the outbreak on July 2nd.
