CHAPEL HILL \u2014 Amid ongoing discussion around artificial intelligence development and data centers, technology and trade ministers from the leading rich and developing nations met Tuesday to review shared frameworks for AI innovation and workforce preparedness. The G20 ministers also heard from industry leaders, including Tesla and SpaceX CEO Elon Musk and Meta CEO Mark Zuckerberg, on the data centers powering AI and promoting the benefits of lighter regulation.<\/p>\n
The White House Office of Science and Technology Policy co-hosted the first day of talks with the U.S. Department of Commerce as part of a two-day G20 Innovation Ministerial summit<\/a> at the Carolina Inn. It is one of five different meetings leading up to the G20 Leaders Summit in Miami in December.\u00a0<\/p>\n Throughout the day, White House OSTP Director Michael Kratsios led discussions centered on \u201cunleashing the benefits of innovation.\u201d<\/p>\n \u201cAI moves faster and touches more parts of our economy than perhaps anything that has ever come before. It presents incredible capacity to improve the lives of our citizens, but only if we figure out adoption and deployment,\u201d he said.<\/p>\n In his opening remarks, Kratsios unveiled a new AI innovation framework aimed at addressing this goal \u2014 the \u201cCarolina Principles for Emerging Technology.\u201d\u00a0<\/p>\n \u201cAdopting the Carolina Principles does not mean harmonizing legal systems or standardizing regulatory institutions across nations,\u201d he said. \u201cEvery country will have its own distinctive approach to supporting discovery, development and deployment.\u201d<\/p>\n Kratsios described three main pillars of the Carolina Principles. In addition to boosting \u201cfoundational research\u201d investments, the framework calls for strengthening commercialization pathways and limiting new \u201csector-specific\u201d regulation to \u201cnovel considerations.\u201d<\/p>\n Zuckerberg and Kratsios both emphasized workforce development and industry collaboration as part of larger AI adoption plans. Kratsios introduced a set of \u201cG20 AI Prosperity Objectives\u201d which he said would invite countries, companies and educational organizations to \u201cinvest in workforce training, education, reskilling and upskilling initiatives …\u00a0to equip workers to succeed in an AI-powered job market.\u201d<\/p>\n In an afternoon talk, Arizona State University President Michael Crow described how his university has tried to position itself as a leader in AI education. He noted that the university has seen significant growth, increasing its number of graduates and restructuring individual schools to accommodate \u201ctransdisciplinary\u201d work connected to industry.<\/p>\n Crow also said that ASU has developed \u201clearning technology enhancements\u201d that increase faculty productivity and improve student learning. Around 95% of students at the university use AI multiple times a day, according to Crow.<\/p>\n \u201cWe\u2019re trying to produce people capable of being what we call \u2018master learners,\u2019\u201d he said. \u201cThey\u2019re capable of learning anything, they\u2019re capable of adjusting to anything.\u201d<\/p>\n His goals resemble aims at Duke, where Provost Alec Gallimore has worked<\/a> to build AI literacy and enhance productivity among University community members. Duke launched<\/a> a partnership with OpenAI to offer free, unlimited access to ChatGPT-4o to students in 2025, and it recently partnered with Anthropic to provide a \u201cpay-as-you-go<\/a>\u201d pricing model for community members to access Claude AI models.<\/p>\n While universities and institutions nationwide lean into AI, the demand for data centers powering them grows. Zuckerberg highlighted that one aspect of industry collaboration involves training skilled workers to aid in data center construction. He stated that Meta had been unable to find adequate numbers of tradespeople to work on building data centers, so the company launched a training program<\/a> \u2014 America\u2019s Workforce Academy \u2014 that guarantees future jobs for trainees at Meta construction sites.<\/p>\n Other speakers also discussed data center development, with many arguing that the economic opportunity they bring outweighs accompanying increases in electricity demand. In a morning session, Musk stated that the \u201ccrisis of power\u201d has created a chance for countries to attract AI data centers by expanding sources of electricity.<\/p>\n \u201cGoogle and Anthropic and many other companies are actually leasing compute from SpaceX because we\u2019ve been able to turn on AI better than anyone else so far, but this is by constructing our own power plants,\u201d Musk said. \u201cIt\u2019s the only way we were able to do it.\u201d\u00a0<\/p>\n Data center construction has fueled controversy in Durham and North Carolina, with residents citing concerns<\/a> about land use and natural resource consumption. The Durham Board of County Commissioners passed a nine-month data center moratorium on Aug. 24, and the City of Durham passed a similar moratorium<\/a> in May, which it later extended<\/a> in June. As of May, at least 17 counties or local municipalities across the state had blocked<\/a> data center construction with moratoriums.<\/p>\n Entrepreneur and investor David Sacks continued the conversation in a session after Musk. Sacks, co-chair of the President\u2019s Council of Advisors on Science and Technology, argued that data center development would lower electricity costs \u201cif done right.\u201d By allowing AI companies to generate their own power, Sacks stated, \u201cthey can actually contribute [any] excess back to the grid, and that brings electricity costs down.\u201d<\/p>\n According to Sacks, \u201cpermissionless innovation\u201d has been a main driver of U.S. economic growth that requires regulations promoting cutting-edge research. He warned that if regulatory agencies were to preapprove AI product releases, the new system would become a \u201cDMV for AI\u201d with \u201ca long queue waiting for approval.\u201d\u00a0<\/p>\n Other technology leaders echoed Sacks\u2019 calls for a lighter regulatory framework. Musk noted the distinctions between environments that are \u201cdefault legal\u201d or relatively free of regulation, and environments that are \u201cdefault illegal.\u201d He said that having fewer restrictions would help to accelerate technological advancements, along with providing support for startups.<\/p>\n \u201cThink of new companies like small saplings in a forest,\u201d Musk said. \u201cWhat most countries tend to do is they tend to provide too much support to the large existing trees in the forest and not enough to the small saplings.\u201d<\/p>\n U.S. Secretary of Commerce Howard Lutnick will lead sessions on the second day of the G20 Innovation Ministerial, with a focus on \u201cintellectual property rights, industry-led standards and supply chains for emerging technologies,\u201d Kratsios said.
