Republican<\/a> House Speaker Mike Johnson stood beside Everton Blair Jr. on the House floor Tuesday and swore the Georgia<\/a> Democrat<\/a> into Congress, formally making Blair the first out gay<\/a> Black person from the South to serve in the chamber. The oath was routine. The pairing was anything but.<\/p>\n

For Johnson, it was an official duty of the speakership. For Blair, it was the culmination of a political<\/a> ascent built around education<\/a>, generational change, and the argument that representation is more than symbolism. The moment also produced an unavoidable contrast: One of the country\u2019s most prominent opponents of LGBTQ+<\/a> equality was welcoming a Black gay lawmaker into an institution that, for most of its history, had no place for people like him.<\/p>\n

Blair, 34, will represent Georgia\u2019s 13th Congressional District through the expiration of the late Democratic U.S. Rep. David Scott\u2019s term in January.<\/p>\n

His swearing-in makes him Georgia\u2019s first out LGBTQ+ member of Congress and the first out gay Black person elected to Congress from a Southern state. Nationally, Blair is the third out gay Black person elected to the House, following New York<\/a> Democrats<\/a> Ritchie Torres and Mondaire Jones in 2020.<\/p>\n

Blair told USA Today<\/a> that he tries to use every opportunity \u201cto be a role model\u201d and dismantle barriers in places where people like him remain underrepresented.<\/p>\n

Blair will serve for about four months, but he arrives at a moment when every vote can carry unusual weight. With Blair and California Democrat Aisha Wahab newly seated, Johnson\u2019s Republican majority has almost no room for defections on party-line votes.<\/p>\n

In his first remarks on the House floor, Blair said his immediate priorities would be to make life more affordable for people in his district and to protect its political voice.<\/p>\n

\u201cMy mandate here is clear,\u201d Blair said, according to Atlanta television station WAGA<\/a>.<\/p>\n

He pledged to use his limited time in office to help working people in Georgia\u2019s 13th District and preserve the majority-Black representation of the suburban Atlanta seat.<\/p>\n

Johnson has spent decades opposing LGBTQ+ rights in courtrooms, state government and Congress. As The Advocate previously reported<\/a>, Johnson voted against the Equality Act and the Respect for Marriage Act, promoted federal legislation modeled on Florida\u2019s<\/a> \u201cdon\u2019t say gay\u201d law and led a congressional hearing attacking gender-affirming care<\/a> for minors.<\/p>\n

Before entering elected office, Johnson worked as an attorney for the Alliance Defense Fund, now known as Alliance Defending Freedom, a conservative Christian legal organization that has fought LGBTQ+ rights. He defended Louisiana\u2019s ban on same-sex marriage<\/a> and criticized the Supreme Court\u2019s 2003 ruling striking down laws that criminalized consensual same-sex intimacy. In a 2004 newspaper editorial opposing marriage equality, Johnson referred to LGBTQ+ people as a \u201cdeviant group.\u201d<\/p>\n

On Tuesday, the same Johnson administered the oath to a congressman who has described his identity as central to his public service.<\/p>\n

Blair came out publicly after winning election to the Gwinnett County Board of Education. He later told The Advocate that doing so \u201copened space for people to be authentically them,\u201d particularly LGBTQ+ students and educators who rarely saw themselves reflected in political leadership.<\/p>\n

Blair has consistently presented his identity as part of a broader argument about who gets heard, who receives government attention, and whether the Democratic Party is meeting the moment’s urgency.<\/p>\n

A former Atlanta public school math teacher, Blair was 26 when voters elected him to the Gwinnett County school board in 2018. He became the board\u2019s youngest-ever member and its first person of color. He later chaired the body overseeing Georgia\u2019s largest school system and helped lead it through the COVID-19 pandemic and a superintendent transition.<\/p>\n

Blair holds a bachelor\u2019s degree in applied mathematics and a doctorate in education leadership from Harvard University, along with a master\u2019s degree from Stanford University. He also served as a policy fellow with President Barack Obama\u2019s White House Initiative on Educational Excellence.<\/p>\n

His route to Congress changed abruptly after Scott died in April at age 80. Blair had entered the race as a challenger to the 12-term incumbent, arguing that the district needed a younger and more active representative. Scott\u2019s death created a special election to complete his term.<\/p>\n

Blair finished behind Scott\u2019s daughter, Marcye Scott, in the first round of voting. He then defeated her 53 percent to 47 percent in the August 25 runoff, propelled by a commanding performance in Gwinnett County.<\/p>\n

<\/a>State Rep. Jasmine Clark defeated Blair and several other candidates in the regular Democratic primary in May. Clark will face Republican Jonathan Chavez in November in a district that heavily favors Democrats.<\/p>\n

When The Advocate interviewed Blair in February, he argued that Democrats were responding too cautiously to Trump. He supported abolishing Immigration and Customs Enforcement and pursuing impeachment against administration officials he believed had abused their power.<\/p>\n

\u201cWe\u2019ve got to put sand in the gears,\u201d Blair said.<\/p>\n
