Vladimir Putin has ordered the creation of\u00a0an\u00a0interagency commission to\u00a0apply temporary restrictive measures to\u00a0Russians who left the country and were convicted in\u00a0absentia on\u00a0. The\u00a0decree<\/a>\u00a0was published on\u00a0Russia\u2019s official legal information portal.<\/p>\n

The commission will decide whether to\u00a0grant relatives of\u00a0these Russians a\u00a0monthly \u201chumanitarian benefit\u201d and will verify their eligibility for the payments.<\/p>\n

Relatives of\u00a0Russians convicted in\u00a0absentia\u00a0will receive<\/a>\u00a0a\u00a0payment equal to\u00a0Russia\u2019s monthly if\u00a0they have no\u00a0income of\u00a0their\u00a0own. Authorities plan to\u00a0finance the payments using the convicted person\u2019s frozen funds or\u00a0other property.<\/p>\n

Justice Minister Konstantin Chuychenko will chair the commission. It\u00a0will also include representatives of\u00a0the Interior Ministry, the Federal Tax Service, the Federal Security Service, the Federal Financial Monitoring Service (Rosfinmonitoring), and the Prosecutor General\u2019s Office.<\/p>\n

The commission is\u00a0being created under a\u00a0provision of\u00a0the law \u201cOn\u00a0Temporary Restrictive Measures Against Individuals Outside Russia Who Are Evading Punishment,\u201d which\u00a0took effect<\/a>\u00a0in\u00a0early August. Even while the bill was under consideration, Russian authorities made no\u00a0secret of\u00a0their plans to\u00a0use it\u00a0to\u00a0persecute dissenters for political reasons.<\/p>\n

In\u00a0effect, the law strips government critics prosecuted in\u00a0absentia in\u00a0Russia of\u00a0certain rights. It\u00a0allows authorities to\u00a0block their Russian bank accounts and bars them from selling real estate or\u00a0vehicles, using the Gosuslugi public services portal or\u00a0online banking, and receiving certain consular services.<\/p>\n

These Russians will also be\u00a0added to\u00a0what amounts to\u00a0a\u00a0list of\u00a0\u201cenemies of\u00a0the people.\u201d The Justice Ministry is\u00a0already\u00a0testing<\/a>\u00a0the registry.<\/p>\n
