Former NATO Secretary-General Anders Fogh Rasmussen was expected to chair the panel, with ex-defense ministers J\u00fcri Luik of Estonia and Florence Parly of France among the anticipated members, according to diplomats familiar with the plans. The United Kingdom and Ukraine were also expected to take part.<\/p>\n<p class=\"Paragraph-sc-1tqpf5s-0 bFwqVI body-paragraph body-paragraph\">The formal launch, a fireside chat with Kallas planned for Sept. 7 at Brussels\u2019 Biblioth\u00e8que Solvay with roughly 150 invitees, was called off on the afternoon of Sept. 6, before the group\u2019s membership had even been officially confirmed.<\/p>\n<p class=\"Paragraph-sc-1tqpf5s-0 bFwqVI body-paragraph body-paragraph\">\u201cSome member states felt this was not the right path to pursue at this moment,\u201d Politico <a href=\"https:\/\/www.politico.eu\/article\/kaja-kallas-scrap-new-high-level-european-defense-group-blow-leadership\/\" target=\"_blank\" rel=\"nofollow noopener\">quoted<\/a> an unnamed EU official as saying, adding that Kallas\u2019s office would instead pursue \u201cnew ways of engaging with member states.\u201d<\/p>\n<p class=\"Paragraph-sc-1tqpf5s-0 bFwqVI body-paragraph body-paragraph\">German news agency dpa reported that Berlin\u2019s objections were central to the reversal, and Euractiv reported that France, Germany and Italy jointly rejected the plan, which had been informally likened to a \u201cDraghi report for defense.\u201d <\/p>\n<p class=\"Paragraph-sc-1tqpf5s-0 bFwqVI body-paragraph body-paragraph\">Speaking to reporters on Monday, a German defense ministry spokesperson said the government did not want to comment on consultations by EU countries, while also highlighting that Germany considers NATO the first and foremost venue for military capability planning. <\/p>\n<p class=\"Paragraph-sc-1tqpf5s-0 bFwqVI body-paragraph body-paragraph\">\u201cFundamentally, defense and armaments policy are the responsibility of the member states, while capability planning and defense planning are derived from NATO planning,\u201d the spokesperson said. Various EU initiatives such as meetings of defense ministers, PESCO, EDF, SAFE and Military Mobility are valuable \u201cto accompany all of this,\u201d he said. <\/p>\n<p class=\"Paragraph-sc-1tqpf5s-0 bFwqVI body-paragraph body-paragraph\">\u201cThe EU has regularly launched various such initiatives in the past. Some find approval, some less so,\u201d the German military spokesperson said. <\/p>\n<p class=\"Paragraph-sc-1tqpf5s-0 bFwqVI body-paragraph body-paragraph\">The episode is the latest sign of friction between Kallas\u2019 diplomatic service and the European Commission over who controls the bloc\u2019s defense agenda. Some capitals are said to have worried the group would duplicate work already underway under Defense Commissioner Andrius Kubilius, while Berlin has separately pushed to fold parts of the European External Action Service into the Commission itself.<\/p>\n<p class=\"Paragraph-sc-1tqpf5s-0 bFwqVI body-paragraph body-paragraph\">The collapse comes as Kallas has repeatedly warned that Europe cannot keep \u201coutsourcing\u201d its defense to the United States and must move faster to rearm as Russia escalates hybrid and, increasingly, kinetic pressure on the continent\u2019s eastern and northern flanks.<\/p>\n<p class=\"Paragraph-sc-1tqpf5s-0 bFwqVI body-paragraph body-paragraph\">One EU official, speaking on condition of anonymity, acknowledged the underlying problem remains unresolved regardless of the group\u2019s fate: \u201cEurope still needs to confront the question the group was designed to address \u2014 how to strengthen European defense faster.\u201d<\/p>\n<p class=\"default__BioWrapper-sc-cy7r53-0 eATlTY a-body2\">Linus H\u00f6ller is Defense News&#8217; Europe correspondent and OSINT investigator.
