Joe Lombardo and his likely opponent in this year&#8217;s gubernatorial race, Democratic Attorney General Aaron Ford.<\/p>\n<p>The two agree that the rising cost of gas \u2014 $5 per gallon on average <a href=\"https:\/\/gasprices.aaa.com\/?state=NV\" rel=\"nofollow noopener\" target=\"_blank\">as of April 14 and nearing record highs set in 2022<\/a> \u2014 is bad for Nevadans. But their explanation for the high prices couldn&#8217;t be more different.<\/p>\n<p>Lombardo says California Gov. Gavin Newsom (D) is at fault, arguing that regulations in his state aimed at curtailing oil refineries&#8217; carbon emissions are driving up gas prices in neighboring states. Ford <a href=\"https:\/\/x.com\/AaronDFordNV\/status\/2036950858601046456\" rel=\"nofollow\">points<\/a> to President Donald Trump&#8217;s war in Iran, which is cutting off access to a sizable share of the international oil supply.\u00a0<\/p>\n<p>Experts in politics and energy told The Indy that regardless of the cause or actual power a governor has to influence gas prices, the higher costs to fill up could be a liability for Lombardo and a source of momentum for Ford.<\/p>\n<p>&#8220;Lombardo is saddled with a bad economy and a very unpopular president,&#8221; said David Damore, a political science professor at UNLV. &#8220;And the Democrats are going to try to make that relationship appear as close as possible for voters.&#8221;<\/p>\n<p>Darrell West, a senior fellow with the Brookings Institution who focuses on technology policy, told The Indy that he didn&#8217;t expect gas prices to decline to pre-war levels before November&#8217;s election.\u00a0<\/p>\n<p>&#8220;Energy costs always go up faster than they come down,&#8221; West said.\u00a0<\/p>\n<p>At a campaign event held at a Las Vegas gas station last week that was crashed by Lombardo&#8217;s supporters, Ford singled out the governor&#8217;s <a href=\"https:\/\/www.kunr.org\/nevada-state-government\/2025-06-17\/nevada-governor-vetoes-bill-banning-price-fixing-of-food-housing-and-medicine\" rel=\"nofollow noopener\" target=\"_blank\">veto<\/a> of a 2025 bill brought by his office (<a href=\"https:\/\/www.leg.state.nv.us\/App\/NELIS\/REL\/83rd2025\/Bill\/11833\/Text\" rel=\"nofollow noopener\" target=\"_blank\">AB44<\/a>) that would have banned manipulative price fixing on essential goods such as gas.\u00a0<\/p>\n<p>&#8220;Lombardo will never take real action to bring energy costs or any costs down for working families, because he is a doormat for President [Donald] Trump and the businesses and the interests that make things so expensive right here in Nevada,&#8221; Ford said at last week&#8217;s event.\u00a0<\/p>\n<p>Lombardo has <a href=\"https:\/\/x.com\/teamlombardonv\/status\/2037195112196038869\" rel=\"nofollow\">countered<\/a> by arguing high gas prices are due to the state&#8217;s reliance on heavily regulated California refineries \u2014 the source of nearly <a href=\"https:\/\/thenevadaindependent.com\/article\/iran-conflict-spikes-nevada-gasoline-prices-lombardo-fears-the-states-access-to-gasoline\" rel=\"nofollow noopener\" target=\"_blank\">90 percent<\/a> of Nevada&#8217;s gasoline and diesel.\u00a0<\/p>\n<p>The governor&#8217;s argument has been echoed by the Energy &amp; Convenience Association of Nevada, which represents gas stations statewide. The group has also laid the blame for rising costs on &#8220;well documented supply constraints originating outside Nevada.&#8221;<\/p>\n<p>&#8220;There is very little Nevada can do when we are at the end of the pipeline,&#8221; association spokesperson Miranda Hoover said in a March press release.<\/p>\n<p>Lombardo has repeatedly <a href=\"https:\/\/www.8newsnow.com\/news\/local-news\/lombardo-critical-of-california-plan-that-pressures-refineries-pushes-gas-prices-higher\/\" rel=\"nofollow noopener\" target=\"_blank\">urged<\/a> Newsom not to adopt more rules aimed at reducing the carbon emissions of California refineries. He&#8217;s previously <a href=\"https:\/\/www.8newsnow.com\/news\/politics\/lombardo-proposes-suspending-nevada-gas-tax-for-1-year\/\" rel=\"nofollow noopener\" target=\"_blank\">called<\/a> for a suspension of Nevada&#8217;s gas tax, and he <a href=\"https:\/\/www.kolotv.com\/2026\/01\/15\/nevadas-new-fuel-resiliency-committee-strengthen-fuel-supply\/\" rel=\"nofollow noopener\" target=\"_blank\">formed<\/a> a fuel resiliency committee earlier this year.<\/p>\n<p>Ford&#8217;s team did not answer multiple questions from The Indy about whether he would make similar overtures to California leaders if elected governor. Campaign spokesperson Prerna Jagadeesh wrote in a statement that Lombardo has &#8220;tried to dodge accountability&#8221; by blaming supply chain issues in California and cited <a href=\"https:\/\/news3lv.com\/news\/local\/nevada-gas-prices-dip-to-335-as-national-average-slightly-rises-to-284\" rel=\"nofollow noopener\" target=\"_blank\">evidence<\/a> showing that Nevada gas prices did not spike after a California refinery <a href=\"https:\/\/www.breakthroughfuel.com\/blog\/how-to-navigate-the-impact-of-closing-oil-refineries-in-california\/\" rel=\"nofollow noopener\" target=\"_blank\">closed<\/a> in October.\u00a0<\/p>\n<p>In a statement to The Indy, Lombardo campaign spokesperson Drew Galang wrote, &#8220;As we&#8217;re seeing in Iran, geopolitical conflicts can certainly have an effect on oil prices, but that doesn&#8217;t change the fact that prices were already high in Nevada because of policy choices made in California.&#8221;<\/p>\n<p>Regardless of cause, incumbents are typically held accountable for rising costs, say experts who added that they were skeptical about Lombardo&#8217;s strategy of blaming California for gas prices.<\/p>\n<p>In part, that&#8217;s because of how visible the current increases in price are to voters.<\/p>\n<p>&#8220;You see the spikes when you go to fill up,&#8221; Damore said. &#8220;And everybody realizes that the more you&#8217;re spending on gas, it&#8217;s going to squeeze out anything else you want to do.&#8221;\u00a0<\/p>\n<p>A significant <a href=\"https:\/\/www.dataforprogress.org\/blog\/2022\/8\/25\/gas-rules-everything-around-me\" rel=\"nofollow noopener\" target=\"_blank\">body<\/a> of <a href=\"https:\/\/repository.up.ac.za\/server\/api\/core\/bitstreams\/ca411418-8d1d-4851-85cd-8c3cdec2d428\/content\" rel=\"nofollow noopener\" target=\"_blank\">research<\/a> hints at a negative <a href=\"https:\/\/www.nytimes.com\/2026\/03\/31\/us\/politics\/trump-approval-ratings-gas-prices.html?unlocked_article_code=1.XlA.lbsl.vhJNP7Cb4Osh&amp;smid=url-share\" rel=\"nofollow noopener\" target=\"_blank\">correlation<\/a> between high gas prices and presidential approval ratings.
