{"id":36939,"date":"2026-04-22T00:11:29","date_gmt":"2026-04-22T00:11:29","guid":{"rendered":"https:\/\/www.europesays.com\/people\/36939\/"},"modified":"2026-04-22T00:11:29","modified_gmt":"2026-04-22T00:11:29","slug":"house-gop-resists-passing-senate-dhs-bill-until-after-skinny-ice-border-patrol-funding","status":"publish","type":"post","link":"https:\/\/www.europesays.com\/people\/36939\/","title":{"rendered":"House GOP resists passing Senate DHS bill until after \u2018skinny\u2019 ICE, Border Patrol funding"},"content":{"rendered":"<p><img alt=\"\" loading=\"lazy\" width=\"900\" height=\"505\" decoding=\"async\" data-nimg=\"1\" class=\"standard-img w-full w-full h-auto\" style=\"color:transparent\" src=\"https:\/\/www.europesays.com\/people\/wp-content\/uploads\/2026\/04\/42b03d5f408438c010fb16c3effd6774.jpeg\"\/><\/p>\n<p>House Republican leaders are resisting calls to bring up a bipartisan Senate bill to fund the bulk of the Department of Homeland Security (DHS) and are insisting on first passing a \u201cskinny\u201d bill to fund immigration enforcement \u2014 despite <a href=\"https:\/\/thehill.com\/homenews\/senate\/5835537-senate-gop-mike-johnson-dhs\/\" rel=\"nofollow noopener\" target=\"_blank\" data-ylk=\"slk:grumbles in the Senate GOP;elm:context_link;itc:0;sec:content-canvas\" class=\"link rapid-noclick-resp\">grumbles in the Senate GOP<\/a> and pressure from the White House as DHS runs out of options to pay employees.<\/p>\n<p>Asked Tuesday if there was any chance of passing the Senate bill before the GOP-only reconciliation bill to avoid another lapse in pay for the majority of the department\u2019s employees, Speaker Mike Johnson (R-La.) indicated the chamber would not take the Senate\u2019s preferred course of action.<\/p>\n<p>\u201cThe sequencing is important. We\u2019ve got to make sure that we don\u2019t isolate and, as I say, make an orphan out of key agencies of the department,\u201d Johnson said. \u201cAnd there\u2019s some concern on our side that if you do the bulk of the department first before that, and they could be left out, we can\u2019t allow for that. So, we\u2019re working through that. The sequencing is important and the language of the legislation is important as always, and we\u2019ll get there.\u201d<\/p>\n<p>Asked Tuesday if the House will still wait to vote on the greater DHS bill until after the reconciliation bill, House Majority Leader Steve Scalise (R-La.) said: \u201cThat\u2019s what our plan is.\u201d<\/p>\n<p>Johnson and House Republicans last month rejected a bipartisan Senate deal to fund most of DHS aside from Immigration and Customs Enforcement (ICE) and Border Patrol, arguing it was unacceptable to not fund immigration enforcement as the party was unable to reach a compromise with Democrats.\u00a0The Senate bill funds the Transportation Security Administration (TSA), Federal Emergency Management Agency, Coast Guard and other key agencies.<\/p>\n<p>House leaders warmed to the DHS Senate bill after President Trump endorsed a plan to fund ICE in a GOP-only reconciliation bill by June 1 \u2014 but only after progress on the \u201cskinny\u201d reconciliation bill is made. Conservative members in the House Freedom Caucus and beyond have called for passing the reconciliation bill first.<\/p>\n<p>That position has frustrated some Senate Republicans, who fear DHS could soon run out of money to pay federal workers through executive authority. Trump earlier this month issued an order that <a href=\"https:\/\/thehill.com\/homenews\/administration\/5815933-trump-orders-dhs-pay\/\" rel=\"nofollow noopener\" target=\"_blank\" data-ylk=\"slk:DHS workers be paid;elm:context_link;itc:0;sec:content-canvas\" class=\"link rapid-noclick-resp\">DHS workers be paid<\/a>, but that funding may soon end.<\/p>\n<p>Reconciliation bypasses Democratic opposition in the Senate, but it can be a lengthy and arduous process.<\/p>\n<p>Senate Majority Leader John Thune (R-S.D.) told reporters Tuesday morning he had heard that House Republicans were considering passing the bulk-of-DHS bill while advancing the budget resolution after the Senate sends it over.<\/p>\n<p>Told that House GOP leaders still preferred to wait for reconciliation before voting on the larger DHS package, Thune said: \u201cThat\u2019s pushing it back. I don\u2019t think that DHS has the money to fund all those agencies for that long.\u201d<\/p>\n<p>\u201cMy understanding is, at least that the White House is pushing on to get the package done, the other appropriations package, particularly if we can execute on getting the budget resolution out this week,\u201d Thune said. \u201cI think it hopefully will free up the folks over there who have concerns.\u201d<\/p>\n<p>The Senate is <a href=\"https:\/\/thehill.com\/homenews\/senate\/5841140-senate-republicans-ice-border-patrol-budget-resolution\/\" rel=\"nofollow noopener\" target=\"_blank\" data-ylk=\"slk:moving this week;elm:context_link;itc:0;sec:content-canvas\" class=\"link rapid-noclick-resp\">moving this week<\/a> on a \u201cskinny\u201d reconciliation bill to fund ICE and Border Patrol. Scalise said the House will \u201cexpedite that\u201d when it lands in the lower chamber.<\/p>\n<p>Punchbowl News\u00a0<a href=\"https:\/\/punchbowl.news\/article\/senate\/recon-week\/\" rel=\"nofollow noopener\" target=\"_blank\" data-ylk=\"slk:reported\u00a0Monday;elm:context_link;itc:0;sec:content-canvas\" class=\"link rapid-noclick-resp\">reported\u00a0Monday<\/a> that the Trump administration wants Congress to pass DHS funding by the end of April. Russell Vought, director of the Office of Management and Budget, said in a Senate hearing last week that DHS \u201cis disintegrating\u201d as they scramble to find out how to keep paychecks funded.<\/p>\n<p>Scalise said the White House \u201chas made it clear that they need this fully funded soon.\u201d<\/p>\n<p>\u201cTo the president\u2019s credit, he\u2019s been using other pots of money to make sure TSA agents and other people at the department are paid while the Democrats shut the department down,\u201d Scalise said. \u201cSo, those pots are running out.
