The officials addressed European security issues and the U.S.-Israeli war in Iran in remarks on Monday.<\/p>\n<p class=\"dist__Box-sc-1fnzlkn-0 dist__TextBase-sc-1fnzlkn-3 bYFsJw cuqaEv article-text\">The two meetings underscore how Armenia is seeking to turn westward and shed Russia&#8217;s influence. Armenia\u2019s relations with Moscow, its longtime sponsor and ally, have grown increasingly strained since 2023, when neighboring Azerbaijan fully <a href=\"https:\/\/apnews.com\/article\/azerbaijan-armenia-explosions-nagornokarabakh-73df9b8b03c3748868e2e358b67bd018\" rel=\"nofollow noopener\" target=\"_blank\">reclaimed the Karabakh region<\/a> and ended the decades-long rule by ethnic Armenian separatists.<\/p>\n<p class=\"dist__Box-sc-1fnzlkn-0 dist__TextBase-sc-1fnzlkn-3 bYFsJw cuqaEv article-text\">Armenian authorities accused Russian peacekeepers who were deployed to the region of failing to stop Azerbaijan\u2019s onslaught. Moscow, busy with its <a href=\"https:\/\/apnews.com\/hub\/russia-ukraine\" rel=\"nofollow noopener\" target=\"_blank\">war in Ukraine<\/a>, rejected the accusations, arguing that its troops didn\u2019t have a mandate to intervene.<\/p>\n<p class=\"dist__Box-sc-1fnzlkn-0 dist__TextBase-sc-1fnzlkn-3 bYFsJw cuqaEv article-text\">The war was \u201ca belated demonstration that Russia is dangerously unreliable as a partner,\u201d Richard Giragosian, director of the Regional Studies Center in Yerevan, told The Associated Press.<\/p>\n<p class=\"dist__Box-sc-1fnzlkn-0 dist__TextBase-sc-1fnzlkn-3 bYFsJw cuqaEv article-text\">Pursuing ties with Europe<\/p>\n<p class=\"dist__Box-sc-1fnzlkn-0 dist__TextBase-sc-1fnzlkn-3 bYFsJw cuqaEv article-text\">Since then, Prime Minister Nikol Pashinyan\u2019s government has pursued closer ties with the West, a move welcomed by the EU.<\/p>\n<p class=\"dist__Box-sc-1fnzlkn-0 dist__TextBase-sc-1fnzlkn-3 bYFsJw cuqaEv article-text\">In remarks to the EPC conference on Monday, EU Council President Antonio Costa thanked Pashinyan for \u201cthe courageous political decisions he has taken to bring Armenia closer to the European Union.\u201d <\/p>\n<p class=\"dist__Box-sc-1fnzlkn-0 dist__TextBase-sc-1fnzlkn-3 bYFsJw cuqaEv article-text\">\u201cThe direction of travel is unmistakable,\u201d Costa said, stressing that it was \u201cvital to strengthen Armenian democracy and fight external interference and misinformation.\u201d<\/p>\n<p class=\"dist__Box-sc-1fnzlkn-0 dist__TextBase-sc-1fnzlkn-3 bYFsJw cuqaEv article-text\">Ursula von der Leyen, president of the EU Commission, stressed in remarks to the EPC that Armenia played an important role for European supply chains, \u201cspecifically on the connectivity to the South Caucasus and Central Asia.\u201d<\/p>\n<p class=\"dist__Box-sc-1fnzlkn-0 dist__TextBase-sc-1fnzlkn-3 bYFsJw cuqaEv article-text\">Armenia joined the International Criminal Court in 2023, a move Moscow condemned as an \u201cunfriendly step.\u201d The court has issued <a href=\"https:\/\/apnews.com\/article\/icc-putin-war-crimes-ukraine-9857eb68d827340394960eccf0589253\" rel=\"nofollow noopener\" target=\"_blank\">an arrest warrant<\/a> for Russian President Vladimir Putin. accusing him of personal responsibility for the <a href=\"https:\/\/apnews.com\/article\/ukrainian-children-russia-7493cb22c9086c6293c1ac7986d85ef6\" rel=\"nofollow noopener\" target=\"_blank\">abductions of children from Ukraine<\/a>.<\/p>\n<p class=\"dist__Box-sc-1fnzlkn-0 dist__TextBase-sc-1fnzlkn-3 bYFsJw cuqaEv article-text\">Armenia also froze its participation in the Moscow-led Collective Security Treaty Organization in 2024.<\/p>\n<p class=\"dist__Box-sc-1fnzlkn-0 dist__TextBase-sc-1fnzlkn-3 bYFsJw cuqaEv article-text\">The following year, the Armenian parliament passed a law formally declaring the country\u2019s intention to seek EU membership.<\/p>\n<p class=\"dist__Box-sc-1fnzlkn-0 dist__TextBase-sc-1fnzlkn-3 bYFsJw cuqaEv article-text\">It is the EU, rather than the United States, that has stepped into the vacuum left by Russia, Giragosian said.<\/p>\n<p class=\"dist__Box-sc-1fnzlkn-0 dist__TextBase-sc-1fnzlkn-3 bYFsJw cuqaEv article-text\">\u201cEU engagement is much more prudent and much more productive than the U.S. becoming involved, simply because European engagement is less provocative to Russia over the longer term,\u201d he added.<\/p>\n<p class=\"dist__Box-sc-1fnzlkn-0 dist__TextBase-sc-1fnzlkn-3 bYFsJw cuqaEv article-text\">However, Armenia remains a member of the Russia-led Eurasian Economic Union \u2014 a single market allowing the free movement of goods, capital and labor. The organization also includes Belarus, Kazakhstan and Kyrgyzstan \u2014 and Putin has made the trade-offs plain.<\/p>\n<p class=\"dist__Box-sc-1fnzlkn-0 dist__TextBase-sc-1fnzlkn-3 bYFsJw cuqaEv article-text\">Speaking at talks with Pashinyan in Moscow earlier this year, <a href=\"https:\/\/apnews.com\/article\/russia-armenia-putin-pashinyan-642f4d5863ab584e0dc1e9a894c8cd0b\" rel=\"nofollow noopener\" target=\"_blank\">Putin warned<\/a> that Armenia could not simultaneously belong to both the EEU and the EU, noting that Yerevan currently receives Russian natural gas at prices far below European market rates. Pashinyan acknowledged the incompatibility but said Armenia could, for now, combine EEU membership with deepening EU cooperation.<\/p>\n<p class=\"dist__Box-sc-1fnzlkn-0 dist__TextBase-sc-1fnzlkn-3 bYFsJw cuqaEv article-text\">Giragosian described Tuesday&#8217;s summit as \u201ca focus on deepening the preexisting relationship\u201d rather than a step toward candidacy, referencing the Comprehensive and Enhanced Partnership Agreement that has governed EU-Armenia ties since coming fully into force in 2021.<\/p>\n<p class=\"dist__Box-sc-1fnzlkn-0 dist__TextBase-sc-1fnzlkn-3 bYFsJw cuqaEv article-text\">\u201cThe symbolic significance is much greater as a message to Russia,\u201d he said.<\/p>\n<p class=\"dist__Box-sc-1fnzlkn-0 dist__TextBase-sc-1fnzlkn-3 bYFsJw cuqaEv article-text\">Benefits for Armenia and its prime minister<\/p>\n<p class=\"dist__Box-sc-1fnzlkn-0 dist__TextBase-sc-1fnzlkn-3 bYFsJw cuqaEv article-text\">Yet some concrete results are expected, Giragosian said. Financing for domestic reform and military assistance through the European Peace Facility \u2014 a fund created primarily to support Ukraine \u2014 is among the anticipated announcements. An EU monitoring mission has been deployed along Armenia\u2019s border with Azerbaijan for several years, and a new mission targeting hybrid threats has recently been approved.<\/p>\n<p class=\"dist__Box-sc-1fnzlkn-0 dist__TextBase-sc-1fnzlkn-3 bYFsJw cuqaEv article-text\"><a href=\"https:\/\/apnews.com\/hub\/nikol-pashinian\" rel=\"nofollow noopener\" target=\"_blank\">Pashinyan<\/a>, who has been in office since 2018 and faces parliamentary elections in June, stands to benefit politically from the international profile the European meetings confer. Giragosian noted that Pashinyan&#8217;s government is likely to be returned largely by default, with the opposition unable to offer a credible alternative program.<\/p>\n<p class=\"dist__Box-sc-1fnzlkn-0 dist__TextBase-sc-1fnzlkn-3 bYFsJw cuqaEv article-text\">But Giragosian warned against framing Armenia\u2019s foreign policy as purely a pivot from Russia to the West.<\/p>\n<p class=\"dist__Box-sc-1fnzlkn-0 dist__TextBase-sc-1fnzlkn-3 bYFsJw cuqaEv article-text\">\u201cArmenia is also pivoting beyond the black and white zero-sum game paradigm,\u201d he said, pointing to significant diplomatic investment in Asia, including with Japan, South Korea and China. \u201cThis is not about replacing Russia with the West. This is much more innovative, much more sophisticated.\u201d<\/p>\n<p class=\"dist__Box-sc-1fnzlkn-0 dist__TextBase-sc-1fnzlkn-3 bYFsJw cuqaEv article-text\">Heightened tensions <\/p>\n<p class=\"dist__Box-sc-1fnzlkn-0 dist__TextBase-sc-1fnzlkn-3 bYFsJw cuqaEv article-text\">The summit also comes at a moment of heightened tension between Azerbaijan and the EU. Azerbaijan\u2019s Ministry of Foreign Affairs summoned the EU ambassador last week to protest a European Parliament resolution demanding the release of Armenian prisoners of war and criticizing the treatment of Armenians in Karabakh. Lawmakers in Azerbaijan subsequently voted to suspend all cooperation with the European Parliament.<\/p>\n<p class=\"dist__Box-sc-1fnzlkn-0 dist__TextBase-sc-1fnzlkn-3 bYFsJw cuqaEv article-text\">Azerbaijan President Ilham Aliyev, who addressed the EPC conference via video link, accused the European Parliament and the Parliamentary Assembly for the Council of Europe (PACE) of \u201cdouble standards\u201d for placing sanctions on Azerbaijan&#8217;s PACE delegation.<\/p>\n<p class=\"dist__Box-sc-1fnzlkn-0 dist__TextBase-sc-1fnzlkn-3 bYFsJw cuqaEv article-text\">There were also protests outside the EPC summit venue, which was surrounded by tight security. Demonstrators held photos of Armenian prisoners being held in Azerbaijan.<\/p>\n<p class=\"dist__Box-sc-1fnzlkn-0 dist__TextBase-sc-1fnzlkn-3 bYFsJw cuqaEv article-text\">Opposition leader Aram Sargsyan, head of the Democratic Party of Armenia, told the Armenian Press Agency that the European officials were voicing support for Pashinyan ahead of the election and have \u201cforgotten about the Armenians in prison in Azerbaijan.\u201d<\/p>\n<p class=\"dist__Box-sc-1fnzlkn-0 dist__TextBase-sc-1fnzlkn-3 bYFsJw cuqaEv article-text\">___<\/p>\n<p class=\"dist__Box-sc-1fnzlkn-0 dist__TextBase-sc-1fnzlkn-3 bYFsJw cuqaEv article-text\">Morton reported from London.
