Leaders to Redistrict After Supreme Court Ruling"},"content":{"rendered":"<p class=\"css-ac37hb evys1bk0\">With the national fight over mid-decade redistricting in high gear, Democratic leaders are trying to ensure that states under their party\u2019s control work to create new congressional district lines to counter efforts by Republican-led states.<\/p>\n<p class=\"css-ac37hb evys1bk0\">That push brought Representative Joseph D. Morelle of New York to the State Capitol in Albany on Tuesday to deliver a simple message for state lawmakers: They must urgently work to draw more favorable maps that help Democrats prepare for the 2028 elections.<\/p>\n<p class=\"css-ac37hb evys1bk0\">Mr. Morelle, a Democrat who spent more than two decades in the New York State Assembly, met with Gov. Kathy Hochul and the leaders of the State Senate and Assembly. He returned to his old stomping grounds at the behest of his boss, Representative Hakeem Jeffries, the House Democratic leader who also represents New York and sees the state as a focal point in his plans for the next phase of the redistricting wars.<\/p>\n<p class=\"css-ac37hb evys1bk0\">On Monday, Mr. Jeffries and Mr. Morelle announced the creation of the New York Democracy Project, a redistricting initiative meant to counter <a class=\"css-yywogo\" href=\"https:\/\/www.nytimes.com\/2026\/03\/02\/us\/elections\/texas-redistricting-house-map.html\" title=\"\" rel=\"nofollow noopener\" target=\"_blank\">Republican redistricting in Texas<\/a> and a recent Supreme Court decision that <a class=\"css-yywogo\" href=\"https:\/\/www.nytimes.com\/2026\/04\/29\/us\/politics\/supreme-court-voting-rights-act.html\" title=\"\" rel=\"nofollow noopener\" target=\"_blank\">makes it more difficult<\/a> to use the Voting Rights Act to challenge a legislative map on racially discriminatory grounds.<\/p>\n<p class=\"css-ac37hb evys1bk0\">\u201cI wanted to make sure that we underscored how important this is,\u201d Mr. Morelle said, noting that the Supreme Court decision in Louisiana v. Callais \u201cis going to have wide-ranging impacts for Black Americans.\u201d<\/p>\n<p class=\"css-ac37hb evys1bk0\">Without the protections of a key provision of the Voting Rights Act that effectively banned racial gerrymandering, a new era of aggressive partisan redistricting is <a class=\"css-yywogo\" href=\"https:\/\/www.nytimes.com\/2026\/05\/01\/us\/politics\/louisiana-voters-lawsuit-election-primary.html\" title=\"\" rel=\"nofollow noopener\" target=\"_blank\">set to begin<\/a>. Already, states across the South are aiming to <a class=\"css-yywogo\" href=\"https:\/\/www.nytimes.com\/2026\/04\/29\/us\/politics\/supreme-court-voting-rights-midterms.html\" title=\"\" rel=\"nofollow noopener\" target=\"_blank\">redraw their maps<\/a> to give Republicans an advantage heading into elections later this year.<\/p>\n<p class=\"css-ac37hb evys1bk0\">But the real battle over maps will ignite next year, with no state bound by the primary calendar and legislators given more time to try to work around state laws limiting their ability to gerrymander.<\/p>\n<p class=\"css-ac37hb evys1bk0\">Aside from New York, Democrats in Colorado have already taken steps to explore redistricting their state for the 2028 cycle. Other states that Democrats are considering for the near future include Maryland, New Jersey, Oregon and Washington.<\/p>\n<p class=\"css-ac37hb evys1bk0\">Despite Mr. Morelle\u2019s call for urgency, change in New York seldom happens quickly \u2014 and, in this case, cannot for statutory reasons. Whatever officials decide, any redistricting bill would need to be first passed by New York State lawmakers in two consecutive legislative sessions, and then be approved by voters in a referendum. Leaders in New York are currently contemplating how far they want to go in changing the state\u2019s Constitution, which currently includes a slew of anti-gerrymandering provisions.<\/p>\n<p class=\"css-ac37hb evys1bk0\">\u201cOur process is more cumbersome than other states,\u201d said Ms. Hochul, a Democrat, who reiterated that New York cannot sit on the sidelines amid this national fight.<\/p>\n<p class=\"css-ac37hb evys1bk0\">State Senator Michael Gianaris, the deputy majority leader, and Assemblyman Micah Lasher, who is <a class=\"css-yywogo\" href=\"https:\/\/www.nytimes.com\/2026\/03\/12\/nyregion\/bloomberg-lasher-super-pac.html\" title=\"\" rel=\"nofollow noopener\" target=\"_blank\">currently running for Congress<\/a>, introduced a bill last year that would allow New York to <a class=\"css-yywogo\" href=\"https:\/\/www.nytimes.com\/2025\/07\/28\/nyregion\/new-york-redistricting-texas.html\" title=\"\" rel=\"nofollow noopener\" target=\"_blank\">redraw its own congressional lines<\/a> mid-decade instead of every 10 years, linked to the U.S. census \u2014 if another state does so first.<\/p>\n<p class=\"css-ac37hb evys1bk0\">Rather than empowering the Independent Redistricting Commission, their proposal would <a class=\"css-yywogo\" href=\"https:\/\/www.assembly.state.ny.us\/leg\/?default_fld=&amp;leg_video=&amp;bn=A09014&amp;term=&amp;Summary=Y&amp;Memo=Y\" title=\"\" rel=\"noopener noreferrer nofollow\" target=\"_blank\">empower the State Legislature to draw the lines<\/a>. One question now is whether elected officials want to make changes to how the commission works. There is a possibility that the Senate and Assembly pass multiple different proposals to give themselves a measure of flexibility next year when they have to pass the bill again, two people familiar with the matter said.<\/p>\n<p class=\"css-ac37hb evys1bk0\">\u201cThe world has changed dramatically since that bill was introduced,\u201d Mr. Gianaris said.<\/p>\n<p class=\"css-ac37hb evys1bk0\">Mr. Lasher said there are active discussions about what a constitutional amendment should look like. He said it \u201cmust be something that the voters are likely to approve and that will enable New York to fight fire with fire.\u201d<\/p>\n<p class=\"css-ac37hb evys1bk0\">Informing this moment is New York\u2019s own recent tortured history with drawing its congressional lines. The last process was heavily scrutinized and battled over in court extensively. In the end, <a class=\"css-yywogo\" href=\"https:\/\/www.nytimes.com\/2022\/04\/27\/nyregion\/redistricting-congress-gerrymander-ny.html\" title=\"\" rel=\"nofollow noopener\" target=\"_blank\">a judge threw the maps out<\/a> and appointed a special master <a class=\"css-yywogo\" href=\"https:\/\/www.nytimes.com\/2022\/05\/21\/nyregion\/redistrict-map-nadler-maloney.html\" title=\"\" rel=\"nofollow noopener\" target=\"_blank\">who<\/a> created maps that gave Republicans the ability to gain seats in 2022.<\/p>\n<p class=\"css-ac37hb evys1bk0\">New York\u2019s top court made the state <a class=\"css-yywogo\" href=\"https:\/\/www.nytimes.com\/2023\/12\/12\/nyregion\/new-york-redistricting-democrats.html\" title=\"\" rel=\"nofollow noopener\" target=\"_blank\">redraw its congressional map<\/a> again in 2023. The following year, a bipartisan state commission <a class=\"css-yywogo\" href=\"https:\/\/www.nytimes.com\/2024\/02\/15\/nyregion\/redistricting-congressional-districts-ny.html\" title=\"\" rel=\"nofollow noopener\" target=\"_blank\">approved<\/a> <a class=\"css-yywogo\" href=\"https:\/\/www.nyirc.gov\/storage\/plans\/20240215\/congressional_plan.pdf\" title=\"\" rel=\"noopener noreferrer nofollow\" target=\"_blank\">new maps<\/a> that looked strikingly similar to the ones that helped Republicans in 2022. During that process, Mr. Morelle and Mr. Jeffries, keenly aware of the legal fights they had lost around redistricting, were <a class=\"css-yywogo\" href=\"https:\/\/www.nytimes.com\/2024\/02\/26\/nyregion\/redistricting-maps-ny-congress.html\" title=\"\" rel=\"nofollow noopener\" target=\"_blank\">reluctant to push for maps that would have<\/a> maximized Democrats\u2019 gains in the state.<\/p>\n<p class=\"css-ac37hb evys1bk0\">Democrats currently hold 19 of New York\u2019s 26 congressional seats and are eager to pick up at least one more this fall.
