Stubb is the first person from Finland\u2019s Swedish-speaking minority to be elected to that office. He is a member of the National Coalition Party and has been active in the <a href=\"https:\/\/www.britannica.com\/topic\/European-Parliament\" class=\"md-crosslink \" data-show-preview=\"true\" rel=\"nofollow noopener\" target=\"_blank\">European Parliament<\/a>, <a href=\"https:\/\/www.britannica.com\/topic\/European-Union\" class=\"md-crosslink \" data-show-preview=\"true\" rel=\"nofollow noopener\" target=\"_blank\">European Union<\/a>, and Finnish politics since 1999. He was raised in a bilingual family, speaking Finnish with his mother and Swedish with his father. He graduated from a <a href=\"https:\/\/www.britannica.com\/topic\/high-school\" class=\"md-crosslink autoxref \" data-show-preview=\"true\" rel=\"nofollow noopener\" target=\"_blank\">high school<\/a> in <a href=\"https:\/\/www.britannica.com\/place\/Daytona-Beach\" class=\"md-crosslink \" data-show-preview=\"true\" rel=\"nofollow noopener\" target=\"_blank\">Daytona Beach<\/a>, <a href=\"https:\/\/www.britannica.com\/place\/Florida\" class=\"md-crosslink \" data-show-preview=\"true\" rel=\"nofollow noopener\" target=\"_blank\">Florida<\/a>, where he was an exchange student. A onetime member of Finland\u2019s national <a href=\"https:\/\/www.britannica.com\/sports\/golf\" class=\"md-crosslink \" data-show-preview=\"true\" rel=\"nofollow noopener\" target=\"_blank\">golf<\/a> team, he earned a golf scholarship to <a href=\"https:\/\/www.britannica.com\/topic\/Furman-University\" class=\"md-crosslink \" data-show-preview=\"true\" rel=\"nofollow noopener\" target=\"_blank\">Furman University<\/a> in the <a href=\"https:\/\/www.britannica.com\/place\/United-States\" class=\"md-crosslink \" data-show-preview=\"true\" rel=\"nofollow noopener\" target=\"_blank\">United States<\/a> and graduated with a B.A. in <a href=\"https:\/\/www.britannica.com\/topic\/political-science\" class=\"md-crosslink autoxref \" data-show-preview=\"true\" rel=\"nofollow noopener\" target=\"_blank\">political science<\/a>. He then received an M.A. in political science from the College of Europe in <a href=\"https:\/\/www.britannica.com\/place\/Brugge\" class=\"md-crosslink \" data-show-preview=\"true\" rel=\"nofollow noopener\" target=\"_blank\">Bruges<\/a>, <a href=\"https:\/\/www.britannica.com\/place\/Belgium\" class=\"md-crosslink \" data-show-preview=\"true\" rel=\"nofollow noopener\" target=\"_blank\">Belgium<\/a>, and a Ph.D. in <a href=\"https:\/\/www.britannica.com\/topic\/international-relations\" class=\"md-crosslink autoxref \" data-show-preview=\"true\" rel=\"nofollow noopener\" target=\"_blank\">international relations<\/a> from the <a href=\"https:\/\/www.britannica.com\/topic\/London-School-of-Economics-and-Political-Science\" class=\"md-crosslink \" data-show-preview=\"true\" rel=\"nofollow noopener\" target=\"_blank\">London School of Economics and Political Science<\/a>. Even Stubb\u2019s marriage reflects his international orientation: His wife, Suzanne Innes-Stubb, is a British lawyer and the first foreign-born <a href=\"https:\/\/www.britannica.com\/topic\/first-lady-United-States-title\" class=\"md-crosslink autoxref \" data-show-preview=\"true\" rel=\"nofollow noopener\" target=\"_blank\">first lady<\/a>.<\/p>\n<p class=\"topic-paragraph\">He began his political career by working at the Permanent Representation of Finland to the European Union (EU) in 1999\u20132001 and 2003\u201304. In 2001\u201303 he served as adviser to the president of the <a href=\"https:\/\/www.britannica.com\/topic\/European-Commission\" class=\"md-crosslink autoxref \" data-show-preview=\"true\" rel=\"nofollow noopener\" target=\"_blank\">European Commission<\/a> and became a member of the Commission Task Force on the European Convention.<\/p>\n<p>  Political career <\/p>\n<p class=\"topic-paragraph\">In 2004 Stubb was elected to the European Parliament (EP) as a member of the Finnish National Coalition Party. During his term (2004\u201308), Stubb joined several committees and groups dealing with budgetary control, <a href=\"https:\/\/www.britannica.com\/money\/consumer-advocacy\" class=\"md-crosslink autoxref \" data-show-preview=\"true\" rel=\"nofollow noopener\" target=\"_blank\">consumer protection<\/a>, <a class=\"md-dictionary-link md-dictionary-tt-off mw\" data-term=\"constitutional\" href=\"https:\/\/www.merriam-webster.com\/dictionary\/constitutional\" data-type=\"MW\" rel=\"nofollow noopener\" target=\"_blank\">constitutional<\/a> affairs, and <a href=\"https:\/\/www.britannica.com\/topic\/LGTBQ-community\" class=\"md-crosslink \" data-show-preview=\"true\" rel=\"nofollow noopener\" target=\"_blank\">LGBT<\/a> rights. He supported multiculturalism and immigration and urged the government to apply for membership in <a href=\"https:\/\/www.britannica.com\/topic\/North-Atlantic-Treaty-Organization\" class=\"md-crosslink \" data-show-preview=\"true\" rel=\"nofollow noopener\" target=\"_blank\">NATO<\/a>. His success in the EP was followed by his appointment as Finland\u2019s minister of foreign affairs (2008\u201311).<\/p>\n<p class=\"topic-paragraph\">Stubb soon rose through the ranks of the Finnish government, next becoming minister of European affairs and <a href=\"https:\/\/www.britannica.com\/money\/international-trade\" class=\"md-crosslink autoxref \" data-show-preview=\"true\" rel=\"nofollow noopener\" target=\"_blank\">foreign trade<\/a> (2011\u201314) and then <a href=\"https:\/\/www.britannica.com\/topic\/prime-minister\" class=\"md-crosslink autoxref \" data-show-preview=\"true\" rel=\"nofollow noopener\" target=\"_blank\">prime minister<\/a> (2014\u201315). He argued against the <a href=\"https:\/\/www.britannica.com\/place\/United-Kingdom\" class=\"md-crosslink \" data-show-preview=\"true\" rel=\"nofollow noopener\" target=\"_blank\">United Kingdom<\/a>\u2019s departure from the EU in 2014 (two years before British voters <a href=\"https:\/\/www.britannica.com\/topic\/Brexit\" class=\"md-crosslink \" data-show-preview=\"true\" rel=\"nofollow noopener\" target=\"_blank\">elected to leave<\/a>), but over the years he has lobbied for a flexible relationship with the U.K. In the 2015 elections the National <a class=\"md-dictionary-link md-dictionary-tt-off eb\" data-term=\"Coalition\" href=\"https:\/\/www.britannica.com\/dictionary\/Coalition\" data-type=\"EB\" rel=\"nofollow noopener\" target=\"_blank\">Coalition<\/a> Party lost its majority in parliament, and Stubb resigned his post. From 2015 to 2024, he continued to offer his academic expertise and diplomatic skills in a number of public positions. These included Finland\u2019s minister of finance, vice president of the European Investment Bank, and director and professor at the School of Transnational Governance in Italy\u2019s European University Institute. Stubb has also written several books and numerous articles on topics relating to economics, finance, trade, and Finland\u2019s identity and role on the world stage.<\/p>\n<p class=\"topic-paragraph\">The <a href=\"https:\/\/www.britannica.com\/event\/Russia-Ukraine-War\" class=\"md-crosslink \" data-show-preview=\"true\" rel=\"nofollow noopener\" target=\"_blank\">Russian invasion of Ukraine<\/a> in February 2022 caused Finland to break with its long-standing tradition of military neutrality by applying for NATO membership later that same year. Stubb publicly called <a href=\"https:\/\/www.britannica.com\/place\/Russia\" class=\"md-crosslink \" data-show-preview=\"true\" rel=\"nofollow noopener\" target=\"_blank\">Russia<\/a> a potential threat to European security and <a class=\"md-dictionary-link md-dictionary-tt-off eb\" data-term=\"urged\" href=\"https:\/\/www.britannica.com\/dictionary\/urged\" data-type=\"EB\" rel=\"nofollow noopener\" target=\"_blank\">urged<\/a> greater unity in opposing the invasion. Finland became a full member of NATO in April 2023, adding Finland\u2019s standing army of nearly 280,000 (with a reserve of 900,000) to guard its 830-mile (1,340-km) border with Russia.<\/p>\n<p class=\"topic-paragraph\">By 2023 Stubb\u2019s reputation, civic record, and outspoken stand for Ukraine made him a front-runner for Finland\u2019s presidential race. He ran as a National Coalition Party candidate and won in 2024. By that time, the war in Ukraine had become the largest conflict on European soil since <a href=\"https:\/\/www.britannica.com\/event\/World-War-II\" class=\"md-crosslink \" data-show-preview=\"true\" rel=\"nofollow noopener\" target=\"_blank\">World War II<\/a>. He is working not only to prevent irreparable splits in U.S.-European coalitions but also to keep Europe from being drawn militarily into the Iran war.
