President Donald Trump raged at the Supreme Court majority that struck down<\/a> the centerpiece of his economic agenda, sweeping tariffs imposed on countries worldwide.<\/p>\n

Appearing Friday in the White House briefing room, where the lighting was dimmed, Trump called the ruling \u201cdeeply disappointing\u201d and said he was \u201cabsolutely ashamed\u201d of the majority of the court for \u201cnot having the courage to do what\u2019s right for our country.\u201d<\/p>\n

The court ruled earlier in the day that Trump lacked authority under the International Economic Emergency Powers Act to unilaterally impose the levies.<\/p>\n

The president vowed to push forward on his tariffs, citing authority from other trade laws but acknowledging that it was \u201ca little bit longer process,\u201d including Section 301 investigations under trade law. He said that all national security tariffs \u201cwill remain in place,\u201d and he said that he would implement an additional 10% global tariff under Section 122 \u201cover and above our normal tariffs already being charged.\u201d That tariff, however, can only be in effect for 150 days.<\/p>\n

That said, Trump seethed at his defeat in the Supreme Court, with two justices he appointed, Amy Coney Barrett and Neil Gorsuch, joining the majority. He called the justices \u201cfools and lap dogs for the RINOs and the radical left Democrats\u201d and \u201cvery unpatriotic and disloyal to our Constitution.\u201d He called Barrett and Gorsuch \u201can embarrassment to their families.\u201d He also claimed that the court \u201chas been swayed by foreign interests,\u201d but did not offer evidence when pressed.<\/p>\n

\u201cForeign countries that have been ripping us off for years are ecstatic,\u201d Trump said. \u201cThey\u2019re so happy, and they\u2019re dancing in the streets, but they won\u2019t be dancing in the streets for long, that I can assure you.\u201d He said that the justices who voted in the majority were still invited to the State of the Union next week, but \u201cbarely.\u201d<\/p>\n

In vowing to seek \u201cother alternatives,\u201d Trump cited Justice Brett Kavanaugh\u2019s dissenting opinion, as he referred to other options. Trump insisted that he could ask Congress for authority to impose tariffs \u201cand probably get it,\u201d though his focus was on other claimed authority from other trade legislation.<\/p>\n

It seems highly unlikely that Trump would be able to replicate the scope of his tariffs by an act of Congress, and his new efforts to impose them are likely to be challenged in court again.<\/p>\n

Asked if the hundreds of billions in tariff revenue has to be refunded, Trump said, \u201cI guess it has to get litigated for the next two years.\u201d<\/p>\n
