{"id":70233,"date":"2026-05-14T01:05:11","date_gmt":"2026-05-14T01:05:11","guid":{"rendered":"https:\/\/www.europesays.com\/people\/70233\/"},"modified":"2026-05-14T01:05:11","modified_gmt":"2026-05-14T01:05:11","slug":"house-republicans-are-on-a-collision-course-with-trump-on-housing","status":"publish","type":"post","link":"https:\/\/www.europesays.com\/people\/70233\/","title":{"rendered":"House Republicans Are on a Collision Course With Trump on Housing"},"content":{"rendered":"<p>\u201cThe House lost, the Senate won,\u201d is how one congressional aide described the mood of the Senate after President Donald Trump urged Congress again this week to pass the bipartisan housing proposal that cracks down on Wall Street investors.<\/p>\n<p>The House isn\u2019t conceding the fight.<\/p>\n<p>Republican leadership in the lower chamber is ignoring Trump\u2019s request that Congress pass the Senate\u2019s bill and is teeing up a vote on a new, yet-to-be-made-public version of the bill for next week, NOTUS has confirmed. <a class=\"Link\" href=\"https:\/\/www.politico.com\/live-updates\/2026\/05\/13\/congress\/house-gop-leaders-vote-amended-housing-bill-00918880\" target=\"_blank\" rel=\"noopener nofollow\">Politico<\/a> first reported the timing of the vote.<\/p>\n<p>The House\u2019s problems with the Senate\u2019s proposal? The <a class=\"Link\" href=\"https:\/\/www.notus.org\/housing\/senate-passes-major-housing-bill\" target=\"_blank\" rel=\"noopener nofollow\">21st Century ROAD to Housing Act<\/a>, which was <a class=\"Link\" href=\"https:\/\/www.notus.org\/housing\/elizabeth-warren-housing-bill-negotiations\" target=\"_blank\" rel=\"noopener nofollow\">negotiated between<\/a> Sens. Tim Scott, Elizabeth Warren and the White House, <a class=\"Link\" href=\"https:\/\/www.notus.org\/republicans-housing-legislation-developers-french-hill\" target=\"_blank\" rel=\"noopener nofollow\">requires <\/a>institutional investors to sell build-to-rent single-family homes seven years after construction.<\/p>\n<p>House <a class=\"Link\" href=\"https:\/\/www.notus.org\/housing\/elizabeth-warren-housing-bill-negotiations\" target=\"_blank\" rel=\"noopener nofollow\">Republicans and Democrats alike oppose<\/a> this. House Republicans <a class=\"Link\" href=\"https:\/\/www.notus.org\/housing\/republicans-housing-road-legislation\" target=\"_blank\" rel=\"noopener nofollow\">also want the bill<\/a> to deregulate community banks and institute a permanent ban on a central bank digital currency (the Senate proposal\u2019s ban expires in 2030).<\/p>\n<p>Two House Republicans and two House Democrats who have been involved in discussions on the new bill told NOTUS the amended package tweaks the provision on the forced sale of build-to-rent homes.<\/p>\n<p>\u201cI don\u2019t see a world where [the provision] would exist in its current state,\u201d one House Republican said.<\/p>\n<p>Lawmakers have been told that Speaker Mike Johnson \u201cis letting [Rep. French Hill] fix the bill,\u201d one House Democrat said, referring to the chair of the House Financial Services Committee, who is leading the legislation in the chamber.<\/p>\n<p>\u201cWhat I understand is that they\u2019ve \u2018fixed it\u2019 in a way that\u2019s satisfying to housing people,\u201d said a second House Democrat of the Senate\u2019s forced-sale provision. It has been changed \u201cin a way that there\u2019s broad bipartisan support,\u201d though not \u201cfully removed,\u201d they said.The White House is currently evaluating the House\u2019s changes, two House Republicans told NOTUS.<\/p>\n<p>A senior administration official told NOTUS the White House had \u201cobjections\u201d to some of the newly proposed changes to the Senate package.<\/p>\n<p>Ultimately, any changes to the bill go directly against what the White House \u2014 and Trump <a class=\"Link\" href=\"https:\/\/www.notus.org\/housing\/trump-house-republicans-senate-bill-road-to-housing-act-blackrock-single-family-home-purchase\" target=\"_blank\" rel=\"noopener nofollow\">in a Monday night Truth Social post<\/a> \u2014 have called for: passing the Senate\u2019s bill as it stands.<\/p>\n<p>\u201cWhat we think is we have the best path forward to deliver an affordability win for the administration, for congressional Republicans,\u201d the administration official said of favoring the Senate bill over the House\u2019s.<\/p>\n<p>If the House passes its own amended version of the Senate\u2019s bill, that would mean the legislation has to go back to the upper chamber for approval.<\/p>\n<p>The administration official said that the House\u2019s continued push for changes to the Senate bill was about the \u201cnarcissism of small differences\u201d between two bills that are otherwise \u201cextremely similar.\u201d<\/p>\n<p>One of the House Republicans said the amended bill may include changes to the central bank digital currency ban, but the White House might take issue with that.<\/p>\n<p>\u201cThere\u2019s not a bicameral process that\u2019s going to result with the administration signing provisions that it knocked out of the previous negotiation,\u201d the senior administration official said. The official added that deregulating community banks should not even be part of the current discussion.<\/p>\n<p>House Republican leaders, however, are staying the course.<\/p>\n<p>\u201cWe have a bill that Chairman Hill and ranking member Waters have worked on. It could be bipartisan, alleviate some of the concerns and get [a] bipartisan, bicameral bill to the president\u2019s desk. I think everybody feels like it\u2019s important, so we\u2019re just working out some nuances,\u201d Johnson told reporters Tuesday.<\/p>\n<p>Hill has been working with Rep. Maxine Waters, the top Democrat in the House Financial Services Committee, on amending the policy to reflect some of the House\u2019s demands.<\/p>\n<p>Dan Schneider, a spokesperson for Hill, told NOTUS in a statement, \u201cWe remain committed to advancing a bicameral housing bill that reflects the views of both chambers to President Trump\u2019s desk.\u201d<\/p>\n<p>The tension between the House and Senate over housing policy dates back to last year, when Hill \u201cwalked away\u201d from negotiations around housing policy included in the National Defense Authorization Act of 2026 and prevented provisions from a previous housing package from passing in December, according to a senate aide, who spoke to NOTUS in March.<\/p>\n<p>The tensions exploded at House Republicans\u2019 retreat in Doral, Florida, when House Majority Leader Steve Scalise <a class=\"Link\" href=\"https:\/\/www.notus.org\/housing\/house-republicans-senate-housing-bill-opposition\" target=\"_blank\" rel=\"noopener nofollow\">told lawmakers<\/a> in a closed-door meeting that leadership was ready to shut down the Senate bill: \u201cIf the Senate thinks we\u2019re going to take this medicine, we\u2019re not.\u201d<\/p>\n<p>Senate Majority Leader John Thune told reporters Tuesday that Trump\u2019s push for House leaders to accept the Senate bill is a positive step. \u201cThat\u2019s a good outcome,\u201d Thune said while holding finger guns. \u201cThey need to pass it over there. It would be a win.\u201d<\/p>\n<p>The Senate bill passing would be a major feat for Warren, the top Democrat on the Senate Banking Committee. It would be a rare moment where a progressive manages to get legislation passed under a GOP trifecta in Washington.<\/p>\n<p>\u201cThe House should pass the bill. The president is right,\u201d Warren told NOTUS on Tuesday. \u201cThis bill could pass today if the House would just put it on the floor and vote on it.
