One diplomat said the secretary general and several alliance representatives want to\u00a0make assistance to\u00a0Ukraine more consistent and predictable.<\/p>\n<p>The idea, however, is\u00a0far from settled. Politico\u2019s\u00a0sources said France and the United Kingdom reacted skeptically to\u00a0Rutte\u2019s\u00a0proposal, making it\u00a0less likely that the plan will move forward in\u00a0its current form. The outlet estimated that, if\u00a0adopted, the initiative could triple annual aid to\u00a0Ukraine, bringing it\u00a0to\u00a0around $143 billion.<\/p>\n<p>Moscow argues that continued arms deliveries to Kiev obstruct a peaceful settlement and draw NATO countries directly into the armed conflict.
