First he needs a seat in Parliament"},"content":{"rendered":"<p class=\"dist__Box-sc-1fnzlkn-0 dist__TextBase-sc-1fnzlkn-3 bYFsJw cuqaEv article-text\">LONDON \u2013 Britain\u2019s <a href=\"https:\/\/apnews.com\/article\/britain-politics-starmer-burnham-rayner-20d3841ad8b00ec1983562b91aa6f6b2\" rel=\"nofollow noopener\" target=\"_blank\">government is in turmoil<\/a> and the man many think could save it isn&#8217;t even eligible for the job of prime minister.<\/p>\n<p class=\"dist__Box-sc-1fnzlkn-0 dist__TextBase-sc-1fnzlkn-3 bYFsJw cuqaEv article-text\">Not yet, at least, though a path is now open for Andy Burnham, the popular mayor of Greater Manchester, to try to unseat beleaguered <a href=\"https:\/\/apnews.com\/hub\/keir-starmer\" rel=\"nofollow noopener\" target=\"_blank\">Prime Minister Keir Starmer<\/a>.<\/p>\n<p class=\"dist__Box-sc-1fnzlkn-0 dist__TextBase-sc-1fnzlkn-3 bYFsJw cuqaEv article-text\">It\u2019s far from a sure thing, as there would be big hurdles to clear.<\/p>\n<p class=\"dist__Box-sc-1fnzlkn-0 dist__TextBase-sc-1fnzlkn-3 bYFsJw cuqaEv article-text\">Burnham would first need to return to Parliament, where he could then try to mount a challenge to Starmer&#8217;s leadership.<\/p>\n<p class=\"dist__Box-sc-1fnzlkn-0 dist__TextBase-sc-1fnzlkn-3 bYFsJw cuqaEv article-text\">Starmer, who has vowed to lead on, has been on the ropes, facing plummeting approval ratings and questions about his judgment. His unpopularity was undoubtedly one of the key reasons why Labour took a beating in U.K.-wide local elections this month. One key Cabinet member <a href=\"https:\/\/apnews.com\/article\/britain-politics-starmer-streeting-rayner-6bd359148664c9478ed01b36ebb6e37d\" rel=\"nofollow noopener\" target=\"_blank\">has already resigned<\/a>, and more than a fifth of the party&#8217;s lawmakers in the House of Commons are urging him to stand down.<\/p>\n<p class=\"dist__Box-sc-1fnzlkn-0 dist__TextBase-sc-1fnzlkn-3 bYFsJw cuqaEv article-text\">A return home yields a new look and nickname<\/p>\n<p class=\"dist__Box-sc-1fnzlkn-0 dist__TextBase-sc-1fnzlkn-3 bYFsJw cuqaEv article-text\">Burnham, 56, is seen as Starmer&#8217;s biggest would-be rival, partly because he&#8217;s perceived to be to the political left of the prime minister.<\/p>\n<p class=\"dist__Box-sc-1fnzlkn-0 dist__TextBase-sc-1fnzlkn-3 bYFsJw cuqaEv article-text\">The mayor is known as the \u201cKing of the North,\u201d and his Labour backers will hope that moniker reaps rewards.<\/p>\n<p class=\"dist__Box-sc-1fnzlkn-0 dist__TextBase-sc-1fnzlkn-3 bYFsJw cuqaEv article-text\">The allusion to the popular Jon Snow character in \u201cGame of Thrones\u201d is a sign of respect earned for Burnham&#8217;s fierce backing of northern England, its working class culture and heritage. It projects an image that he\u2019s not part of the London political establishment. For many northerners, that counts for a lot.<\/p>\n<p class=\"dist__Box-sc-1fnzlkn-0 dist__TextBase-sc-1fnzlkn-3 bYFsJw cuqaEv article-text\">His three sizable mayoral victories since 2017 show he can win.<\/p>\n<p class=\"dist__Box-sc-1fnzlkn-0 dist__TextBase-sc-1fnzlkn-3 bYFsJw cuqaEv article-text\">But he hasn&#8217;t always. Burnham, who was in the Cabinet of Gordon Brown\u2019s government from 2007 to 2010, ran twice for the leadership of the Labour Party and lost badly \u2014 first in 2010 and then in 2015. Looking back on those campaigns, he was pretty stiff. <\/p>\n<p class=\"dist__Box-sc-1fnzlkn-0 dist__TextBase-sc-1fnzlkn-3 bYFsJw cuqaEv article-text\">Ending his 16-year tenure in Parliament yielded a more polished performer and a sleeker look. Suits and ties were largely replaced by a smart-casual look, often paired with sneakers.<\/p>\n<p class=\"dist__Box-sc-1fnzlkn-0 dist__TextBase-sc-1fnzlkn-3 bYFsJw cuqaEv article-text\">That may seem superficial, but it broke down barriers with voters.<\/p>\n<p class=\"dist__Box-sc-1fnzlkn-0 dist__TextBase-sc-1fnzlkn-3 bYFsJw cuqaEv article-text\">More importantly, his stint as mayor made him a more effective operator and, arguably, the best communicator in Labour\u2019s ranks.<\/p>\n<p class=\"dist__Box-sc-1fnzlkn-0 dist__TextBase-sc-1fnzlkn-3 bYFsJw cuqaEv article-text\">His standing grew during the COVID-19 pandemic when he became the de facto spokesman for northern England by constantly <a href=\"https:\/\/apnews.com\/article\/virus-outbreak-england-manchester-boris-johnson-london-ea582d3c81bec97adda69845ea732f5d\" rel=\"nofollow noopener\" target=\"_blank\">haranguing Conservative Prime Minister Boris Johnson<\/a> over what he called a \u201cLondon-centric\u201d approach to the crisis. <\/p>\n<p class=\"dist__Box-sc-1fnzlkn-0 dist__TextBase-sc-1fnzlkn-3 bYFsJw cuqaEv article-text\">Burnham is ready to quit his job as mayor if he wins a special parliamentary election in the constituency of Makerfield, about 20 miles (32 kilometers) west of Manchester.<\/p>\n<p class=\"dist__Box-sc-1fnzlkn-0 dist__TextBase-sc-1fnzlkn-3 bYFsJw cuqaEv article-text\">The road of return to Parliament runs through Reform UK<\/p>\n<p class=\"dist__Box-sc-1fnzlkn-0 dist__TextBase-sc-1fnzlkn-3 bYFsJw cuqaEv article-text\">His route back to the House of Commons opened up Thursday when Labour lawmaker Josh Simons, said he would step down to make way for Burnham. Though Burnham was <a href=\"https:\/\/apnews.com\/article\/uk-labour-party-starmer-burnham-b63b1acaff7058eb2a22b730c0560390\" rel=\"nofollow noopener\" target=\"_blank\">blocked from running<\/a> for a seat that came up earlier this year, Labour\u2019s executive body said Friday he could do so in the special election expected within weeks. <\/p>\n<p class=\"dist__Box-sc-1fnzlkn-0 dist__TextBase-sc-1fnzlkn-3 bYFsJw cuqaEv article-text\">It will likely be a bruising battle in one of, if not the most, consequential special elections in U.K. history. Burnham acknowledged as much.<\/p>\n<p class=\"dist__Box-sc-1fnzlkn-0 dist__TextBase-sc-1fnzlkn-3 bYFsJw cuqaEv article-text\">\u201cI truly do not take a single vote for granted and will work hard to regain the trust of people in the Makerfield constituency, many of whom have long supported our party but lost faith in recent times,\u201d he said when announcing his intention to run.<\/p>\n<p class=\"dist__Box-sc-1fnzlkn-0 dist__TextBase-sc-1fnzlkn-3 bYFsJw cuqaEv article-text\">Simons secured the seat by about 5,400 votes two years ago, but that was in <a href=\"https:\/\/apnews.com\/article\/uk-election-starmer-sunak-takeaways-cd06c020ad1d3db6d937b0e51981ae81\" rel=\"nofollow noopener\" target=\"_blank\">Labour\u2019s landslide victory of 2024<\/a> that swept Conservatives out after 14 years.<\/p>\n<p class=\"dist__Box-sc-1fnzlkn-0 dist__TextBase-sc-1fnzlkn-3 bYFsJw cuqaEv article-text\">Times have changed dramatically, and <a href=\"https:\/\/apnews.com\/article\/britain-elections-labour-starmer-reform-farage-f17a122a0cfcc3595ef01f142517b0b6\" rel=\"nofollow noopener\" target=\"_blank\">Labour\u2019s recent battering<\/a> came at the hands of the ascendant anti-immigrant Reform UK party on the right and, to a lesser-extent, the eco-populist Greens on the left. All the wards in the Makerfield constituency were won by Reform in the local races.<\/p>\n<p class=\"dist__Box-sc-1fnzlkn-0 dist__TextBase-sc-1fnzlkn-3 bYFsJw cuqaEv article-text\">Reform\u2019s leader, <a href=\"https:\/\/apnews.com\/hub\/nigel-farage\" rel=\"nofollow noopener\" target=\"_blank\">Nigel Farage<\/a>, said the party would \u201cthrow absolutely everything at it.\u201d <\/p>\n<p class=\"dist__Box-sc-1fnzlkn-0 dist__TextBase-sc-1fnzlkn-3 bYFsJw cuqaEv article-text\">Tim Bale, a professor of politics at Queen Mary University of London, said Burnham can capitalize on his \u201cbig name\u201d reputation and as someone who gets things done.<\/p>\n<p class=\"dist__Box-sc-1fnzlkn-0 dist__TextBase-sc-1fnzlkn-3 bYFsJw cuqaEv article-text\">\u201cThere will be a lot of people who would like to see him get back into Parliament, not least to take down Keir Starmer,\u201d Bale said. \u201cIn some ways, it\u2019s a useful test for Burnham because if he can\u2019t beat Reform in that constituency, then quite frankly, he\u2019s not much use to the Labour Party as leader.\u201d<\/p>\n<p class=\"dist__Box-sc-1fnzlkn-0 dist__TextBase-sc-1fnzlkn-3 bYFsJw cuqaEv article-text\">One battle after another<\/p>\n<p class=\"dist__Box-sc-1fnzlkn-0 dist__TextBase-sc-1fnzlkn-3 bYFsJw cuqaEv article-text\">Labour has never ousted one of its leaders while in government, but there is <a href=\"https:\/\/apnews.com\/article\/britain-starmer-leadership-elections-labour-993df93f36916fafa62cdc8435127ff4\" rel=\"nofollow noopener\" target=\"_blank\">a process<\/a>.<\/p>\n<p class=\"dist__Box-sc-1fnzlkn-0 dist__TextBase-sc-1fnzlkn-3 bYFsJw cuqaEv article-text\">If Burnham wins, he could either have to trigger a leadership contest or join one. To do so, a member of Parliament needs the support of a fifth \u2014 or 81 \u2014 of Labour&#8217;s 403 members. Starmer, who has vowed to fight on, would automatically be entitled to defend his position.<\/p>\n<p class=\"dist__Box-sc-1fnzlkn-0 dist__TextBase-sc-1fnzlkn-3 bYFsJw cuqaEv article-text\">Wes Streeting had been expected to announce a bid for the top job Thursday <a href=\"https:\/\/apnews.com\/article\/britain-politics-starmer-streeting-rayner-6bd359148664c9478ed01b36ebb6e37d\" rel=\"nofollow noopener\" target=\"_blank\">after he resigned as Starmer\u2019s health secretary<\/a> and castigated Starmer for failing to offer effective solutions to the U.K.&#8217;s many problems. But he stopped short of that and, in what seemed to be a nod to Burnham, called for a \u201cbroad\u201d field of candidates to debate the party&#8217;s future.<\/p>\n<p class=\"dist__Box-sc-1fnzlkn-0 dist__TextBase-sc-1fnzlkn-3 bYFsJw cuqaEv article-text\">Streeting followed up Friday by endorsing Burnham, saying on X that Labour needs its \u201cbest players on the pitch.\u201d He did not, however, say he wanted to see Burnham as prime minister. <\/p>\n<p class=\"dist__Box-sc-1fnzlkn-0 dist__TextBase-sc-1fnzlkn-3 bYFsJw cuqaEv article-text\">If there is a leadership battle, both Burnham and Streeting could run. Others <a href=\"https:\/\/apnews.com\/article\/uk-labour-leadership-contenders-656fd7ba1ec1921ae05d1098bfac9d1e\" rel=\"nofollow noopener\" target=\"_blank\">said to be considering doing so<\/a> are former Deputy Prime Minister Angela Rayner, defense minister Al Carns and former party leader Ed Miliband.<\/p>\n<p class=\"dist__Box-sc-1fnzlkn-0 dist__TextBase-sc-1fnzlkn-3 bYFsJw cuqaEv article-text\">For now, all permutations go through Makerfield and that result could have a seismic impact.<\/p>\n<p class=\"dist__Box-sc-1fnzlkn-0 dist__TextBase-sc-1fnzlkn-3 bYFsJw cuqaEv article-text\">\u201cWere Burnham to win the by-election, it\u2019s unlikely that Keir Starmer will actually stand in that leadership contest,\u201d Bale said. \u201cIf Burnham fails, then Starmer might feel he has a chance against Streeting and Rayner.\u201d <\/p>\n<p class=\"dist__Box-sc-1fnzlkn-0 dist__TextBase-sc-1fnzlkn-3 bYFsJw cuqaEv article-text\">___<\/p>\n<p class=\"dist__Box-sc-1fnzlkn-0 dist__TextBase-sc-1fnzlkn-3 bYFsJw cuqaEv article-text\">Associated Press writer Danica Kirka contributed to this story.<\/p>\n<p>Copyright 2026 The Associated Press.
