EU capitals will continue discussions this week and next, ahead of the next General Affairs Council on\u00a0<a href=\"https:\/\/y3r710.r.eu-west-1.awstrack.me\/L0\/https:%2F%2Fdmp.politico.eu%2F%3Femail=bsmithmey@politico.eu%26destination=https:%2F%2Fwww.consilium.europa.eu%2Fen%2Fmeetings%2Fgac%2F2026%2F05%2F26%2F\/1\/0102019e3e9cdd13-3fdc20b7-4d02-4c1a-8956-933b90e3db40-000000\/lwRG7o5ImLLUuq39LWfS9txcQHI=473\" target=\"_blank\" rel=\"noreferrer noopener nofollow\">May 26<\/a>.\u00a0<\/p>\n<p>Sanctions require unanimous support from the EU bloc, meaning that a single veto would undo the existing 20 packages of measures designed to cripple the Russian war economy and squeeze the Kremlin\u2019s supporters.<\/p>\n<p>Over the past four years, diplomats tasked with negotiating the sanctions have had to stare down that risk every six months, knowing that such an unraveling would have disastrous consequences \u2014 both politically and on Ukraine\u2019s eastern front.<\/p>\n<p>The high stakes served as useful leverage for Orb\u00e1n, who left public office after his 16 years of rule ended in crushing defeat in last month\u2019s Hungarian national election.<\/p>\n<p>Orb\u00e1n has had multiple run-ins with Brussels and his European peers, often using his veto to stymie political deals and foreign policy. Prior to his election loss in April, he stalled a <a href=\"https:\/\/pro.politico.eu\/bills\/755891\/overview\" target=\"_blank\" rel=\"nofollow noopener\">\u20ac90 billion loan<\/a> to finance the defense of a cash-strapped Ukraine, accusing Kyiv of delaying repairs to a pipeline transporting Russian oil to Hungary and Slovakia.
