Poland's Local Content Framework for Energy Projects | 2026 Policy - News and Statistics

According to a report from offshorewind.biz, the Polish government has implemented a new framework aimed at increasing the domestic share of value in large-scale investments, particularly in energy projects. Prime Minister Donald Tusk stated that Polish companies would be prioritized in procurement by public institutions and state-owned enterprises wherever feasible.

Defining Domestic Participation

The Minister of State Assets outlined the initiative, which formally defines local content as the value provided by a domestic entity. To qualify, a company must meet several criteria, including generating over half of its annual turnover in Poland, having its main place of business and tax residency there, employing a majority of staff contributing to the Polish social security system, and maintaining operations in the country for a minimum of three years.

Shifting Procurement Criteria

These criteria will be weighted and incorporated into tender specifications, moving procurement decisions away from a primary focus on price. The new approach will consider factors such as local employment, supply chains, carbon footprint, and overall economic impact. The government will issue a Local Content Code of Good Practice with recommendations and performance indicators for state-owned companies.

Monitoring and Context

A monitoring system, developed with Poland’s Central Statistical Office, will be introduced in stages to measure local content across projects. This follows an internal review which found that foreign contractors had captured a significant portion of value in major programs like offshore wind, while Polish company participation was limited. The Minister of State Assets noted that in past projects, the public sector bore the risks and costs, but the domestic share amounted to only a small percentage.

Offshore Wind Development

The Polish Offshore Wind Industry Chamber expressed support for the plan. Poland is on its way to having its first offshore wind farm in operation, with the 1.2 GW Baltic Power project currently under construction and scheduled to become operational in the second half of 2026. Work has also ramped up on the 1.5 GW Baltica 2 project, scheduled for commissioning in 2027, and the Ocean Winds 390 MW BC-Wind project, planned to be operational by 2028. At the beginning of this year, offshore construction also started on the 1.4 GW Baltyk 2 and Baltyk 3 offshore wind projects.

In December 2025, the Polish government awarded Contracts for Difference to three new projects: Baltica 9, Baltic East, and Baltyk 1. The first power at the three new offshore wind farms is expected to be produced in December 2032. Following the CfD award, PGE bought a 350 MW project site developed by RWE, which is adjacent to its Baltica 9 site.
