The Regulation of the Minister of Infrastructure of 17 August 2026 was published in the Polish Journal of Laws under item 1110 and entered into force the following day.

The new exemptions apply to:

vehicles owned by foreign armed forces authorised to stay and move within Polish territory, provided they are transporting military equipment;

civilian vehicles transporting military equipment under a legal title for the Polish Armed Forces or foreign armed forces;

vehicles used for training people seeking driving entitlements or a professional qualification certificate;

vehicles used to conduct state driving tests for driving licence applicants.

For driver training and state tests, the exemption applies only if the vehicle is not being used for the commercial road transport of goods at the same time.

The amendment applies to all periodic driving bans covered by the regulation. This includes not only summer weekend restrictions but also bans on selected public holidays and the days preceding them. It does not change the dates, operating hours or the 12-tonne weight threshold of the existing restrictions.
