Cum arat\u0103 radiografia unui e\u0219ec na\u021bional"},"content":{"rendered":"<p>Cele dou\u0103 Rom\u00e2nii<\/p>\n<p>Potrivit raportului, Rom\u00e2nia are \u00een prezent 2.862 de comune, \u201ecea mai numeroas\u0103 form\u0103 de organizare administrativ\u0103\u201d, care \u201eacoper\u0103 majoritatea teritoriului \u021b\u0103rii\u201d \u0219i joac\u0103 un rol esen\u021bial \u00een furnizarea serviciilor publice din mediul rural.<\/p>\n<p>\u00cen acela\u0219i timp, \u021bara are 216 ora\u0219e \u0219i 103 municipii, inclusiv Bucure\u0219tiul. Municipiile re\u0219edin\u021b\u0103 de jude\u021b sunt descrise drept \u201enoduri administrative majore\u201d, care concentreaz\u0103 cele mai importante servicii publice \u0219i economice.<\/p>\n<p>Totu\u0219i, dezvoltarea este extrem de inegal\u0103.<\/p>\n<p>\u201eSe observ\u0103 c\u0103 zonele metropolitane consolidate (ex.: Bucure\u0219ti-Ilfov, Cluj, Timi\u0219oara \u0219i c\u00e2teva alte excep\u021bii) sunt singurele care dep\u0103\u0219esc media UE, \u00een timp ce majoritatea zonelor din \u021bar\u0103 se afl\u0103 \u00een categoriile inferioare, unele sub pragul de 50%\u201d, se arat\u0103 \u00een documentul guvernamental.<\/p>\n<p>S\u0103r\u0103cie extrem\u0103 \u00een Vaslui, Ia\u0219i, Buz\u0103u \u0219i Dolj<\/p>\n<p>Indicele de s\u0103r\u0103cie general\u0103 la nivel de UAT pentru anul 2024 arat\u0103 propor\u021bia popula\u021biei care tr\u0103ie\u0219te \u00een condi\u021bii de s\u0103r\u0103cie multidimensional\u0103, lu\u00e2nd \u00een calcul veniturile, condi\u021biile de trai \u0219i accesul la oportunit\u0103\u021bi economice.<\/p>\n<p>\u201eDistribu\u021bia spa\u021bial\u0103 a s\u0103r\u0103ciei confirm\u0103 persisten\u021ba unor decalaje structurale majore \u00eentre regiuni, dar mai ales \u00eentre mediul rural \u0219i urban\u201d, precizeaz\u0103 raportul.<\/p>\n<p>Cele mai afectate zone sunt Moldova, sudul Munteniei \u0219i Oltenia.<\/p>\n<p>\u00cen comuna Voine\u0219ti din jude\u021bul Vaslui, indicele s\u0103r\u0103ciei ajunge la 92%, iar \u00een G\u00e2rceni \u2013 la 88%.<\/p>\n<p>\u00cen Lungani, jude\u021bul Ia\u0219i, indicele este tot de 92%, \u00een timp ce \u00een R\u00e2mnicelu, jude\u021bul Buz\u0103u, nivelul s\u0103r\u0103ciei urc\u0103 la 94%.<\/p>\n<p>Cea mai grav\u0103 situa\u021bie este \u00eenregistrat\u0103 \u00een Catane, jude\u021bul Dolj, unde indicele s\u0103r\u0103ciei este de 100%.<\/p>\n<p>Raportul explic\u0103 \u0219i cauzele acestui fenomen: \u201elipsa infrastructurii, mobilitatea redus\u0103 \u0219i nivelul sc\u0103zut de educa\u021bie contribuie la ad\u00e2ncirea vulnerabilit\u0103\u021bii sociale\u201d.<\/p>\n<p>La polul opus, localit\u0103\u021bile urbanizate \u0219i zonele metropolitane au un indice apropiat de zero. Pe harta s\u0103r\u0103ciei, publicat\u0103 \u00een document, doar c\u00e2teva localit\u0103\u021bi sunt colorate \u00een verde (indicele s\u0103r\u0103ciei sub 40%), \u00eentr-o mare de nuan\u021be de ro\u0219u.<\/p>\n<p>Milioane de rom\u00e2ni, f\u0103r\u0103 canalizare<\/p>\n<p>Una dintre cele mai grave probleme identificate de raport este lipsa infrastructurii de baz\u0103.<\/p>\n<p>Datele privind conectarea la re\u021belele publice de canalizare \u00een anul 2025 arat\u0103 c\u0103 numeroase localit\u0103\u021bi din Moldova, Oltenia \u0219i sudul Munteniei au niveluri extrem de reduse de conectare.<\/p>\n<p>\u201eNumeroase UAT-uri, \u00een special din Moldova, sudul Munteniei \u0219i Oltenia, se afl\u0103 \u00een categoriile inferioare (sub 40%), semnal\u00e2nd o lips\u0103 persistent\u0103 a infrastructurii de canalizare, cu implica\u021bii directe asupra s\u0103n\u0103t\u0103\u021bii publice \u0219i protec\u021biei mediului\u201d, se arat\u0103 \u00een href=\"https:\/\/www.libertatea.ro\/stiri\/in-romania-e-mai-usor-sa-te-conectezi-la-internet-decat-la-canalizare-5115373\" target=\"_blank\" rel=\" noopener nofollow\">oamenii tr\u0103iesc f\u0103r\u0103 sisteme moderne de canalizare<\/a>, iar accesul la ap\u0103 curent\u0103 r\u0103m\u00e2ne limitat.<\/p>\n<p>Raportul arat\u0103 c\u0103, de\u0219i conectarea la re\u021beaua de ap\u0103 potabil\u0103 este mai ridicat\u0103 la nivel na\u021bional, exist\u0103 \u00een continuare zone unde popula\u021bia depinde de f\u00e2nt\u00e2ni sau sisteme individuale de aprovizionare.<\/p>\n<p>\u201eMoldova \u0219i sudul \u021b\u0103rii continu\u0103 s\u0103 \u00eenregistreze propor\u021bii sc\u0103zute de conectare, semnal\u00e2nd zone \u00een care popula\u021bia se bazeaz\u0103 \u00eenc\u0103 pe surse alternative, inclusiv pu\u021buri sau sisteme individuale de aprovizionare\u201d, se precizeaz\u0103 \u00een Raport.<\/p>\n<p><img loading=\"lazy\" uria\u0219e \u00eentre jude\u021be \u00een ceea ce prive\u0219te capacitatea de a atrage bani europeni \u0219i de a implementa proiecte.<\/p>\n<p>Potrivit documentului, jude\u021be precum Bihor, Bistri\u021ba-N\u0103s\u0103ud, Tulcea sau Mehedin\u021bi au demonstrat \u201eo mobilizare eficient\u0103 a resurselor\u201d.<\/p>\n<p>\u00cen schimb, jude\u021be precum Timi\u0219, Teleorman, Ilfov, Mure\u0219, Harghita, Bac\u0103u \u0219i Satu Mare \u201eprezint\u0103 niveluri sc\u0103zute de atragere \u0219i\/sau execu\u021bie, indic\u00e2nd dificult\u0103\u021bi administrative, \u00eent\u00e2rzieri sau lips\u0103 de prioritizare\u201d.<\/p>\n<p>Situa\u021bia este \u0219i mai grav\u0103 \u00een cazul PNRR.<\/p>\n<p>\u201eMajoritatea CJ-urilor \u0219i UAT-urilor mici nu aveau contracte semnate p\u00e2n\u0103 \u00een 2025, ceea ce ridic\u0103 riscuri majore de neutilizare a fondurilor \u0219i rat\u0103ri strategice de dezvoltare\u201d.<\/p>\n<p>Mai mult, raportul avertizeaz\u0103 c\u0103 \u201elipsa contract\u0103rii din PNRR la nivel de CJ \u00een peste 90% dintre jude\u021be este \u00een mod special \u00eengrijor\u0103toare\u201d.<\/p>\n<p>Comune f\u0103r\u0103 ap\u0103, canalizare sau proiecte de dezvoltare<\/p>\n<p>Documentul ofer\u0103 \u0219i exemple concrete de localit\u0103\u021bi r\u0103mase complet \u00een afara dezvolt\u0103rii.<\/p>\n<p>\u201eZone f\u0103r\u0103 dezvoltare edilitar\u0103 sau investi\u021bional\u0103 \u2013 comune f\u0103r\u0103 canalizare, f\u0103r\u0103 ap\u0103 curent\u0103, f\u0103r\u0103 autoriza\u021bii de construire, f\u0103r\u0103 proiecte PNRR sau europene contractate\u201d, arat\u0103 raportul.<\/p>\n<p>Printre exemplele men\u021bionate se afl\u0103 Arm\u0103\u0219e\u0219ti (Ialomi\u021ba), Izvoare \u0219i Sili\u0219tea Crucii (Dolj), Mihai Bravu (Giurgiu) sau Spermezeu (Bistri\u021ba-N\u0103s\u0103ud).<\/p>\n<p>Raportul mai subliniaz\u0103 c\u0103 num\u0103rul autoriza\u021biilor de construire \u201ereflect\u0103 clar dinamica economic\u0103 \u0219i demografic\u0103 \u2013 aglomer\u0103ri \u00een jurul marilor ora\u0219e \u0219i lips\u0103 de activitate \u00een zone slab dezvoltate\u201d.<\/p>\n<p>Guvernul admite existen\u021ba unor \u201edisfunc\u021bionalit\u0103\u021bi persistente\u201d<\/p>\n<p>Autorii raportului recunosc existen\u021ba unor probleme structurale grave \u00een administra\u021bia local\u0103 \u0219i \u00een politicile de dezvoltare.<\/p>\n<p>Printre disfunc\u021bionalit\u0103\u021bile identificate se num\u0103r\u0103:<\/p>\n<ul class=\"wp-block-list\">\n<li>capacitate administrativ\u0103 inegal\u0103 \u00eentre UAT-uri \u0219i CJ-uri;<\/li>\n<li>\u00eent\u00e2rzieri \u00een contractare \u0219i \u00een demararea proiectelor;<\/li>\n<li>lipsa investi\u021biilor \u00een infrastructur\u0103 de baz\u0103;<\/li>\n<li>diferen\u021be majore \u00eentre regiunile \u021b\u0103rii.<\/li>\n<\/ul>\n<p>Concluzia raportului este una dur\u0103: \u201eAceast\u0103 radiografie a dezvolt\u0103rii locale scoate \u00een eviden\u021b\u0103 nevoia urgent\u0103 de interven\u021bie diferen\u021biat\u0103 \u0219i sprijin administrativ adaptat capacit\u0103\u021bii reale a fiec\u0103rei zone.\u201d<\/p>\n<p>Autorii documentului avertizeaz\u0103 c\u0103 politicile publice \u0219i distribuirea fondurilor trebuie reg\u00e2ndite astfel \u00eenc\u00e2t investi\u021biile s\u0103 fie direc\u021bionate c\u0103tre zonele cele mai vulnerabile ale Rom\u00e2niei.<\/p>\n<p>Raportul Guvernului vorbe\u0219te \u0219i despre risip\u0103 \u0219i haos administrativ, asta \u00een timp ce <a href=\"https:\/\/www.libertatea.ro\/stiri\/raport-guvern-bugetari-romania-stat-angajati-164-miliarde-lei-sociolog-robert-santa-5730881\" target=\"_blank\" rel=\" noopener nofollow\">statul a cheltuit
