The U.S. later allowed the Russian oil delivery to Cuba, this year\u2019s first by Moscow, for humanitarian reasons.<\/p>\n<p class=\"c-article-body__text mv-16 l-inset text-pb-8\" data-sophi-feature=\"interstitial\"><a href=\"https:\/\/www.theglobeandmail.com\/opinion\/article-americas-efforts-to-topple-the-cuban-regime-have-lost-the-plot\/\" rel=\"nofollow noopener\" target=\"_blank\">Opinion: America\u2019s efforts to topple the Cuban regime have lost the plot<\/a><\/p>\n<p>In a small town on the edge of the vast Zapata Swamp, one of Cuba&#8217;s top eco-tourism destinations, plunging\u00a0 visitor numbers are adding to the struggles of residents and tourism industry workers, as an energy blockade by the United States leaves the island with worsening fuel and power shortages.<\/p>\n<p class=\"text-gmr-5\">Reuters<\/p>\n<p class=\"c-article-body__text text-pr-5\">Another major supplier, Mexico, halted its shipments.<\/p>\n<p class=\"c-article-body__text text-pr-5\">Lavrov, on a visit to China, said Russia will provide humanitarian aid to Cuba, its long-standing ally.<\/p>\n<p class=\"c-article-body__text text-pr-5\">\u201cWe have dispatched the first tanker with 100,000 tons (700,000 barrels) of oil for Cuba. Of course, this will probably last for a couple of months \u2013 I\u2019m not a specialist,\u201d he told a briefing at the end of the two-day visit.<\/p>\n<p class=\"c-article-body__text mv-16 l-inset text-pb-8\" data-sophi-feature=\"interstitial\"><a href=\"https:\/\/www.theglobeandmail.com\/world\/article-cuba-tourism-power-cuts-fuel-shortage\/\" rel=\"nofollow noopener\" target=\"_blank\">Fuel shortages and power cuts deal blow to Cuba\u2019s top tourist destinations<\/a><\/p>\n<p class=\"c-article-body__text text-pr-5\">\u201cBut I have no doubt that we will continue providing such assistance, and that (China) will, of course, continue to take part in this co-operation as well,\u201d added Lavrov, without referring to the issue of U.S. permission or not for future deliveries.<\/p>\n<p class=\"c-article-body__text text-pr-5\">Cuba produces less than a third of the oil it requires.
