Vad gäller idag för personer som flytt till Sverige och vill studera?

För att du som är utländsk medborgare ska ha rätt till svenskt studiestöd ska du

  • vara bosatt i Sverige
  • ha ett sådant uppehållstillstånd som ger rätt till studiestöd.

Personer som har flytt från Ukraina som fått uppehållstillstånd enligt EU:s massflyktsdirektiv har i dagsläget inte rätt till svenskt studiestöd.

För att du som har fått uppehållstillstånd med stöd av EU:s massflyktsdirektiv ska ha rätt till studiestöd idag krävs att det finns särskilda skäl. Det är en individuell bedömning som görs i varje enskilt ärende. För att det ska finnas särskilda skäl krävs att du har en särskilt stark anknytning till Sverige. Det kan vara att du har en stark familjeanknytning hit eller att Migrationsverket har beviljat dig flyktingstatus eller alternativ skyddsstatusförklaring.

Information for persons who have fled Ukraine

The Riksdag has decided to change the law concerning the right to study allowance and student grants and loans for persons who have fled Ukraine. The changed law will take effect on 1 January 2026.

Under the changed law, persons who have fled Ukraine, hold a residence permit under the Temporary Protection Directive, and have held such a permit for at least 12 months, will be eligible for study allowance and student grants and loans from 1 January 2026.

CSN cannot make decisions based on the changed law until it comes into force, i.e from 1 Jnauary 2026. Nor will we be able to pay out study allowance or student grants and loans retroactively, unless other conditions are met, such as special reasons.

What are the current conditions for people who have fled to Sweden and want to study?

If you have fled Ukraine and hold a residence permit with temporary protection under the EU Temporary Protection Directive issued by the Swedish Migration Agency (Migrationsverket), you are currently not eligible for Swedish student finance.

To be eligible for Swedish student finance before the changed law takes effect you must have a very strong connection to Sweden, such as close family ties. You may also be eligible if you have applied for asylum in Sweden and the Swedish Migration Agency has granted you refugee status.

I och med UD:s avrådan får inte CSN bevilja studiemedel för utlandsstudier i Ukraina.
