Det f\u00f6retag som bedriver Arlanda Express, A-Train AB, f\u00e5r otill\u00e5tna f\u00f6rdelar n\u00e4r utrymmet p\u00e5 j\u00e4rnv\u00e4gen mellan Stockholm och Arlanda f\u00f6rdelas, h\u00e4vdar Transportstyrelsen. Myndigheten kr\u00e4ver nu att A-Train och Trafikverket behandlar alla j\u00e4rnv\u00e4gsf\u00f6retag lika n\u00e4r det g\u00e4ller kapaciteten p\u00e5 j\u00e4rnv\u00e4gen mellan Stockholm, Arlanda och norrut. Arlanda Express ska inte ha n\u00e5gra f\u00f6rdelar framh\u00e5ller Transportstyrelsen.<\/strong><\/p>\n<p>Det var Arlandautredningen som f\u00f6rra v\u00e5ren gjorde att Transportstyrelsen uppt\u00e4ckte problemet.<\/p>\n<p>\u2013 Idag r\u00e5der det inte likv\u00e4rdig konkurrens p\u00e5 str\u00e4ckan. Kapacitet ska enligt j\u00e4rnv\u00e4gsmarknadslagen tilldelas p\u00e5 ett konkurrensneutralt och icke diskriminerande s\u00e4tt, s\u00e4ger Carl von Utfall Kull, sektionschef p\u00e5 Transportstyrelsen.<\/p>\n<p>Bakgrunden \u00e4r att Arlandabanan mellan Stockholm och Arlanda 199 kopplades samman med Ostkustbanan. D\u00e5 fick ocks\u00e5 A-Train i ett avtal med Trafikverket vissa r\u00e4ttigheter mot att A-Train investerade i byggandet av Arlandabanan.<\/p>\n<p>Sedan dess har regelverket \u00e4ndrats.<\/p>\n<p>\u2013 Men Trafikverket och A-Train utg\u00e5r fr\u00e5n avtalen \u00e4n idag. Det bryter mot den lagstiftning som nu g\u00e4ller. Kapacitet i sp\u00e5ren ska tilldelas p\u00e5 lika villkor f\u00f6r alla som s\u00f6ker det, s\u00e4ger Carl von Utfall Kull.<\/p>\n<p>Transportstyrelsen konstaterar att Arlanda Express f\u00e5r f\u00f6rtur framf\u00f6r andra akt\u00f6rer n\u00e4r kapaciteten f\u00f6rdelas. \u00c4ven vid trafikst\u00f6rningar f\u00e5r Arlanda Express f\u00f6rdelar framf\u00f6r \u00f6vriga t\u00e5gf\u00f6retag.
