D\u00e5 m\u00e5let med avtalet var att minska bruket av fossila br\u00e4nslen inom sj\u00f6farten enades flera oljeproducerande l\u00e4nder i sitt motst\u00e5nd. Den m\u00e4ktigaste och mest aggressiva var USA.<\/p>\n<p class=\"aw-1gybjub aw-1p7kakr ghpEtB jtovHP yle__article__paragraph\">USA hotade delegater som st\u00f6dde avtalet och de l\u00e4nder de kom ifr\u00e5n med olika typer av <a class=\"aw-iao6s4 iHOxEa yle__article__link\" href=\"https:\/\/yle.fi\/a\/7-10086191\" role=\"link\" rel=\"nofollow noopener\" target=\"_blank\">repressalier<\/a>.<\/p>\n<p class=\"aw-1gybjub aw-1p7kakr ghpEtB jtovHP yle__article__paragraph\">Under konferensens g\u00e5ng blev det allt klarare att avtalet kunde falla.<\/p>\n<p>Ny beslutsprocess<\/p>\n<p class=\"aw-1gybjub aw-1p7kakr ghpEtB jtovHP yle__article__paragraph\">Sedan 1973 n\u00e4r IMO besl\u00f6t om sitt r\u00f6stningsf\u00f6rfarande har besluten fattats med konsensus. Enligt reglerna kunde beslutet ocks\u00e5 \u00f6verf\u00f6ras p\u00e5 medlemsl\u00e4nderna som enskilt skulle fatta beslut f\u00f6r sig.<\/p>\n<p class=\"aw-1gybjub aw-1p7kakr ghpEtB jtovHP yle__article__paragraph\">Under kongressen f\u00f6reslog Singapore en kompromiss d\u00e4r beslutet skjuts fram\u00e5t med ett.
