Najhor\u0161ie je na tom Ko\u0161ick\u00fd kraj, kde sa stav mostov za dev\u00e4\u0165 rokov zhor\u0161il o viac ako 500 percent. Kontrol\u00f3ri varuj\u00fa pred mo\u017en\u00fdm kolapsom dopravy v regi\u00f3noch. Upozor\u0148uje na to aj poslanec NR SR Igor \u0160imko.<\/p>\n<p data-end=\"469\" data-start=\"196\">Stav region\u00e1lnych ciest na Slovensku sa pod\u013ea <a href=\"https:\/\/www.nku.gov.sk\/documents\/d\/nku\/opravy-a-udrzba-ciest-v-sprave-vuc-pdf\" target=\"_blank\" rel=\"nofollow noopener\">najnov\u0161ej kontroly<\/a> s\u00edce mierne zlep\u0161il, no mosty s\u00fa na tom v\u00fdrazne hor\u0161ie. Upozor\u0148uje na to Najvy\u0161\u0161\u00ed kontroln\u00fd \u00farad (NK\u00da) SR, ktor\u00fd preveroval hospod\u00e1renie spr\u00e1vcov ciest vo v\u0161etk\u00fdch \u00f4smich samospr\u00e1vnych krajoch za roky 2021 a\u017e 2024.<\/p>\n<p data-end=\"742\" data-start=\"517\">Najv\u00e1\u017enej\u0161\u00edm zisten\u00edm je zhor\u0161uj\u00faci sa stav mostov. &#8222;Takmer 40 % z nich (2 062 z 5 387) bolo v roku 2024 v troch najhor\u0161\u00edch stup\u0148och zo siedmich stup\u0148ov stavebno-technick\u00e9ho stavu. Trend zhor\u0161ovania stavu bol dlhodob\u00fd, ke\u010f\u017ee v roku 2017 bol tento podiel len 12 % a v roku 2020 bol 22 %,&#8220; informuje v spr\u00e1ve\u00a0predseda NK\u00da \u013dubom\u00edr Andrassy. Region\u00e1lne cesty s\u00edce nevykazuj\u00fa tak dramatick\u00e9 zhor\u0161enie, no ich stav sa dlhodobo nemen\u00ed. Potreby opr\u00e1v a moderniz\u00e1cie v\u00fdrazne prevy\u0161uj\u00fa mo\u017enosti krajsk\u00fdch rozpo\u010dtov.\u00a0&#8222;Samospr\u00e1vne kraje aj so zapojen\u00edm r\u00f4znych zdrojov dok\u00e1\u017eu ako celok len udr\u017eiava\u0165 existuj\u00faci stav region\u00e1lnych ciest a nie s\u00fa schopn\u00e9 dlhodobo stav zlep\u0161ova\u0165. Zdroje z fondov Eur\u00f3pskej \u00fanie na invest\u00edcie do cestnej infra\u0161trukt\u00fary sa pritom bud\u00fa postupne zni\u017eova\u0165,&#8220; zhodnotil\u00a0Andrassy.\u00a0<\/p>\n<p data-end=\"1664\" data-start=\"1497\">Viac ako polovica be\u017en\u00fdch v\u00fddavkov ide na zimn\u00fa \u00fadr\u017ebu, kosenie \u010di \u010distenie. Na v\u00e4\u010d\u0161ie opravy povrchov ciest smeruje len pribli\u017ene p\u00e4tina t\u00fdchto prostriedkov.<\/p>\n<p data-end=\"1815\" data-start=\"1666\">V niektor\u00fdch pr\u00edpadoch boli odhadovan\u00e9 n\u00e1klady na opravy nieko\u013ekon\u00e1sobne vy\u0161\u0161ie ne\u017e dostupn\u00e9 zdroje \u2013 napr\u00edklad v jednom kraji a\u017e o viac ne\u017e 1 300 %. Aj napriek invest\u00edci\u00e1m vo v\u00fd\u0161ke pribli\u017ene 100 mili\u00f3nov eur ro\u010dne sa situ\u00e1ciu nedar\u00ed z\u00e1sadne zlep\u0161i\u0165. Navy\u0161e, v\u00fdznamn\u00e1 \u010das\u0165 invest\u00edci\u00ed bola financovan\u00e1 z eurofondov, ktor\u00fdch objem m\u00e1 v bud\u00facnosti klesa\u0165.<\/p>\n<p>Syst\u00e9m riadenia je nejednotn\u00fd,\u00a0NK\u00da odpor\u00fa\u010da syst\u00e9mov\u00e9 zmeny<\/p>\n<p data-end=\"2554\" data-start=\"2388\">Kontrola pouk\u00e1zala aj na rozdiely medzi krajmi. Ka\u017ed\u00fd samospr\u00e1vny kraj m\u00e1 in\u00fd syst\u00e9m spr\u00e1vy, evidencie aj financovania ciest, \u010do komplikuje porovn\u00e1vanie efekt\u00edvnosti. Rozdiely s\u00fa aj v rozsahu infra\u0161trukt\u00fary \u2013 k\u00fdm Bratislavsk\u00fd kraj spravuje pribli\u017ene 523 km ciest a 129 mostov, Pre\u0161ovsk\u00fd kraj m\u00e1 viac ne\u017e 2 400 km ciest a vy\u0161e 1 200 mostov.<\/p>\n<p data-end=\"2915\" data-start=\"2775\">Po predch\u00e1dzaj\u00facej kontrole z roku 2021 sa podarilo splni\u0165 pribli\u017ene 70 % prijat\u00fdch opatren\u00ed. Zlep\u0161ila sa najm\u00e4 evidencia a kontrola mostov. Pozit\u00edvne sa uk\u00e1zalo napr\u00edklad zav\u00e1dzanie tzv. mostn\u00fdch \u010diat, ktor\u00e9 dok\u00e1\u017eu lacnej\u0161ie opravova\u0165 men\u0161ie mosty a predl\u017eova\u0165 ich \u017eivotnos\u0165. Tento pr\u00edstup sa osved\u010dil najm\u00e4 v Tren\u010dianskom kraji.<\/p>\n<p data-end=\"3227\" data-start=\"3142\">Kontrol\u00f3ri upozor\u0148uj\u00fa, \u017ee bez z\u00e1sadn\u00fdch zmien sa situ\u00e1cia nezlep\u0161\u00ed. Odpor\u00fa\u010daj\u00fa preto zavies\u0165 nov\u00e9 pravidl\u00e1 financovania, aby prekl\u00e1dky in\u017einierskych siet\u00ed neplatili vlastn\u00edci mostov, pripravi\u0165 dlhodob\u00fd model financovania cestnej infra\u0161trukt\u00fary, h\u013eada\u0165 nov\u00e9 zdroje, ktor\u00e9 nahradia v\u00fdpadok eurofondov a taktie\u017e posilni\u0165 vlastn\u00e9 kapacity spr\u00e1vcov ciest.<\/p>\n<p>Takmer najhor\u0161ie je na tom Ko\u0161ick\u00fd kraj, upozor\u0148uje \u0160imko<\/p>\n<p data-end=\"3227\" data-start=\"3142\">Z v\u00fdsledkov kontroly vypl\u00fdva, \u017ee mosty v spr\u00e1ve Ko\u0161ick\u00e9ho samospr\u00e1vneho kraja (KSK) s\u00fa takmer v najhor\u0161om stave na Slovensku. Na situ\u00e1ciu ostro reagoval \u010dlen v\u00fdboru, poslanec NR SR z Ko\u0161ick\u00e9ho kraja, Igor \u0160imko (Hlas-SD). Z v\u00fdsledku kontroly okrem in\u00e9ho vypl\u00fdva, \u017ee za posledn\u00fdch dev\u00e4\u0165 rokov sa stav mostov v kraji zhor\u0161il o viac ako 500 percent. Zatia\u013e \u010do v roku 2017 bolo v zlom stave 68 mostov, v roku 2024 ich bolo a\u017e 383 a v s\u00fa\u010dasnosti to m\u00f4\u017ee by\u0165 e\u0161te viac. Len mierne hor\u0161ie v celej SR je na tom Trnavsk\u00fd kraj. V zlom stave s\u00fa takmer dve tretiny v\u0161etk\u00fdch mostov v Ko\u0161ickom kraji.<\/p>\n<p data-end=\"3227\" data-start=\"3142\">\u0160imko upozornil, \u017ee mosty s\u00fa na v\u00fdchode Slovenska \u010dasto jedin\u00fdm dopravn\u00fdm spojen\u00edm medzi obcami, regi\u00f3nmi mimo Ko\u0161\u00edc a ich nedostupnos\u0165 m\u00f4\u017ee sp\u00f4sobi\u0165 \u013eu\u010fom ve\u013ek\u00e9 probl\u00e9my. \u201eNa dopravn\u00fa infra\u0161trukt\u00faru v Ko\u0161ickom kraji sa m\u00ed\u0148a obrovsk\u00e9 mno\u017estvo pe\u0148az\u00ed nehospod\u00e1rne. Ich stav je v\u0161ak st\u00e1le hor\u0161\u00ed. Kraj neust\u00e1le argumentuje, \u017ee na opravy nem\u00e1 dos\u0165 pe\u0148az\u00ed a pred vo\u013ebami chyst\u00e1 \u010fal\u0161ie ve\u013ek\u00e9 zadl\u017eovanie, najdrah\u0161ie na v\u00fdchode. \u010cerpanie eurofondov v kraji je v\u0161ak aj pod\u013ea spr\u00e1vy NK\u00da \u017ealostn\u00e9, na kilometer cesty d\u00e1va KSK z be\u017en\u00fdch v\u00fddavkov najviac zo v\u0161etk\u00fdch krajov. Ak sa teda nie\u010do rob\u00ed, rob\u00ed sa to ve\u013emi neefekt\u00edvne a re\u00e1lne v\u00fdsledky sa nedostavuj\u00fa,\u201c skon\u0161tatoval \u0160imko, ktor\u00fd stav mostov pova\u017euje za syst\u00e9mov\u00e9 zlyhanie vedenia KSK a nehospod\u00e1rne nakladanie s verejn\u00fdmi zdrojmi. Vedom\u00e9 nesmerovanie financi\u00ed do infra\u0161trukt\u00fary, ktor\u00fa denne vyu\u017e\u00edvaj\u00fa st\u00e1tis\u00edce \u013eud\u00ed, m\u00f4\u017ee pod\u013ea neho naplni\u0165 podmienky trestn\u00e9ho \u010dinu v\u0161eobecn\u00e9ho ohrozenia.<\/p>\n<p data-end=\"3227\" data-start=\"3142\">\u0160imko z\u00e1rove\u0148 predniesol syst\u00e9mov\u00e9 rie\u0161enie opr\u00e1v v podobe koncep\u010dn\u00e9ho monitoringu a realiz\u00e1cie formou PPP projektov. Viaczdrojov\u00e9 financovanie bude pod\u013ea neho nevyhnutn\u00e9 v najbli\u017e\u0161\u00edch rokoch.
