Parlament prijal poz\u00edciu k\u00a0<a href=\"https:\/\/ec.europa.eu\/transparency\/documents-register\/detail?ref=COM(2025)738&amp;lang=sk\" target=\"_blank\" rel=\"noopener noreferrer nofollow\">n\u00e1vrhu<\/a>\u00a0Komisie na zmenu trhovej stabiliza\u010dnej rezervy pre\u00a0<a href=\"https:\/\/climate.ec.europa.eu\/eu-action\/carbon-markets\/ets2-buildings-road-transport-and-additional-sectors_sk\" target=\"_blank\" rel=\"noopener noreferrer nofollow\">nov\u00fd syst\u00e9m obchodovania s emisiami pre cestn\u00fa dopravu a budovy (ETS2)<\/a>, pri\u010dom 433 poslancov hlasovalo za, 120 proti a 91 sa hlasovania zdr\u017ealo.<\/p>\n<p>Hoci poslanci v z\u00e1sade s\u00fahlasia s n\u00e1vrhom Komisie umo\u017eni\u0165 uvo\u013enenie v\u00e4\u010d\u0161ieho mno\u017estva kv\u00f3t, ak n\u00e1klady na uhl\u00edk prekro\u010dia 45 eur za tonu ekvivalentu CO2 (v cen\u00e1ch roku 2020), chc\u00fa, aby Komisia r\u00fdchlej\u0161ie reagovala na n\u00e1hle prudk\u00e9 n\u00e1rasty cien a za\u010dala uvo\u013e\u0148ova\u0165 kv\u00f3ty z trhovej stabiliza\u010dnej rezervy po jednom mesiaci namiesto dvoch, ako navrhuje Komisia.<\/p>\n<p>Okrem toho poslanci namiesto zru\u0161enia v\u0161etk\u00fdch nevyu\u017eit\u00fdch kv\u00f3t preveden\u00fdch do trhovej stabiliza\u010dnej rezervy od 1. janu\u00e1ra 2031, ako navrhuje Komisia, po\u017eaduj\u00fa postupn\u00fd proces, pri\u010dom 50 % nevyu\u017eit\u00fdch kv\u00f3t sa od 1. janu\u00e1ra 2034 zru\u0161\u00ed a v\u0161etky zost\u00e1vaj\u00face nevyu\u017eit\u00e9 kv\u00f3ty trhovej stabiliza\u010dnej rezervy sa zru\u0161ia od 1. janu\u00e1ra 2036. \u017diadaj\u00fa tie\u017e, aby Komisia pos\u00fadila vhodnos\u0165 tohto pr\u00edstupu do \u0161tyroch rokov od spustenia ETS2. V spr\u00e1ve sa Komisia \u017eiada, aby pos\u00fadila, \u010di je potrebn\u00e9 pred\u013a\u017ei\u0165 s\u00fa\u010dasn\u00fd strop 45 eur za tonu CO2 po roku 2029 a indexova\u0165 ho do roku 2026, a nie do roku 2020.<\/p>\n<p class=\"v1ep-wysiwig_paragraph\">\u010eal\u0161ie potrebn\u00e9 zmeny ETS2<\/p>\n<p class=\"v1ep-wysiwig_paragraph\">Poslanci zd\u00f4raznili, \u017ee samotn\u00e1 rev\u00edzia trhovej stabiliza\u010dnej rezervy neposta\u010duje a zd\u00f4raz\u0148uj\u00fa potrebu doplnkov\u00fdch opatren\u00ed na dekarboniz\u00e1ciu s cie\u013eom pom\u00f4c\u0165 dom\u00e1cnostiam zn\u00ed\u017ei\u0165 z\u00e1vislos\u0165 od fos\u00edlnych pal\u00edv. Preto navrhuj\u00fa zv\u00e1\u017ei\u0165 \u010fal\u0161ie mo\u017enosti, ako napr\u00edklad umo\u017eni\u0165 \u010dlensk\u00fdm \u0161t\u00e1tom do\u010dasne vy\u0148a\u0165 obytn\u00e9 budovy z ETS2, ak maj\u00fa zaveden\u00e9 in\u00e9 opatrenia na splnenie svojich cie\u013eov v\u00a0<a href=\"https:\/\/climate.ec.europa.eu\/eu-action\/effort-sharing-member-states-emission-targets\/effort-sharing-2021-2030-targets-and-flexibilities_sk\" target=\"_blank\" rel=\"noopener noreferrer nofollow\">oblasti spolo\u010dn\u00e9ho \u00fasilia<\/a>, na ochranu ob\u010danov pred najz\u00e1va\u017enej\u0161\u00edmi potenci\u00e1lnymi soci\u00e1lnymi vplyvmi syst\u00e9mu. Po\u017eaduj\u00fa tie\u017e komplexn\u00e9 pos\u00fadenie vplyvu ETS2 s cie\u013eom pos\u00fadi\u0165 jeho vplyv na ciele E\u00da v oblasti kl\u00edmy, ako aj jeho soci\u00e1lny vplyv.<\/p>\n<p class=\"v1ep-wysiwig_paragraph\">Vyhl\u00e1senie spravodajkyne<\/p>\n<p class=\"v1ep-wysiwig_paragraph\">Spravodajky\u0148a\u00a0<a href=\"https:\/\/www.europarl.europa.eu\/meps\/sk\/256847\" target=\"_blank\" rel=\"noopener noreferrer nofollow\">Danu\u0161e Nerudov\u00e1 (EPP, \u010cesko)<\/a>\u00a0uviedla: \u201eEur\u00f3pa mus\u00ed urobi\u0165 viac pre ochranu dom\u00e1cnost\u00ed pred mo\u017en\u00fdmi negat\u00edvnymi soci\u00e1lnymi vplyvmi ETS2. S cie\u013eom posun\u00fa\u0165 rev\u00edziu trhovej stabiliza\u010dnej rezervy spr\u00e1vnym smerom sme navrhli konkr\u00e9tne opatrenia na pred\u013a\u017eenie stropu 45 eur po roku 2029 a jeho zn\u00ed\u017eenie prostredn\u00edctvom index\u00e1cie na ceny v roku 2026. Komisia by mala pos\u00fadi\u0165 aj mo\u017enos\u0165 pre \u010dlensk\u00e9 \u0161t\u00e1ty do\u010dasne vy\u0148a\u0165 obytn\u00e9 budovy z ETS2 a posilni\u0165 Soci\u00e1lno-klimatick\u00fd fond s cie\u013eom zabezpe\u010di\u0165, \u017ee ETS2 bude fungova\u0165 v prospech ob\u010danov a sami bud\u00fa m\u00f4c\u0165 prispie\u0165 k dekarboniz\u00e1cii.\u201c<\/p>\n<p class=\"v1ep-wysiwig_paragraph\">\u010eal\u0161\u00ed postup<\/p>\n<p class=\"v1ep-wysiwig_paragraph\">Parlament je teraz pripraven\u00fd za\u010da\u0165 rokovania s \u010dlensk\u00fdmi \u0161t\u00e1tmi E\u00da.<\/p>\n<p class=\"v1ep-wysiwig_paragraph\">S\u00favislosti<\/p>\n<p class=\"v1ep-wysiwig_paragraph\">Po\u00a0<a href=\"https:\/\/www.europarl.europa.eu\/news\/sk\/press-room\/20260205IPR33620\/eu-climate-law-a-2040-emissions-reduction-target-of-90-for-the-eu\" target=\"_blank\" rel=\"noopener noreferrer nofollow\">rev\u00edzii klimatick\u00e9ho predpisu E\u00da<\/a>\u00a0bol nov\u00fd syst\u00e9m ETS2 odlo\u017een\u00fd o jeden rok a nadobudne \u00fa\u010dinnos\u0165 1. janu\u00e1ra 2028. Cie\u013eom ETS2 je zn\u00ed\u017ei\u0165 emisie CO2 z budov a cestnej dopravy do roku 2030 o 42 % v porovnan\u00ed s \u00farov\u0148ami z roku 2005, aby sa dosiahol cie\u013e klimatickej neutrality E\u00da do roku 2050. Na pomoc zranite\u013en\u00fdm ob\u010danom najviac postihnut\u00fdm energetickou a dopravnou chudobou bude k dispoz\u00edcii\u00a0<a href=\"https:\/\/www.europarl.europa.eu\/news\/sk\/press-room\/20221212IPR64528\/deal-on-establishing-the-social-climate-fund-to-support-the-energy-transition\" target=\"_blank\" rel=\"noopener noreferrer nofollow\">Eur\u00f3psky soci\u00e1lno-klimatick\u00fd fond<\/a>.<\/p>\n<p class=\"v1ep-wysiwig_paragraph\">Trhov\u00e1 stabiliza\u010dn\u00e1 rezerva bola zriaden\u00e1 v roku 2015 s cie\u013eom rie\u0161i\u0165 \u0161truktur\u00e1lnu nerovnov\u00e1hu medzi ponukou kv\u00f3t a dopytom po nich v syst\u00e9me EU ETS. V trhovej stabiliza\u010dnej rezerve sa ponuka emisn\u00fdch kv\u00f3t v ETS u\u017e\u0161ie zos\u00fala\u010fuje s dopytom, a to zn\u00ed\u017een\u00edm alebo zv\u00fd\u0161en\u00edm celkov\u00e9ho mno\u017estva kv\u00f3t v obehu s cie\u013eom stabilizova\u0165 trh.
