Migration crisis in Spain, sanctions and attacks on Russia

The United States Senate voted 86-12 on 28 July to advance the Lindsey O. Graham Sanctioning Russia and Iran Act of 2026, hours after the funeral of the senator it is named for. The bill imposes primary and secondary sanctions on Russian officials, oligarchs, banks and the shadow fleet, and allows the president to impose targeted tariffs on the five largest importers of Russian crude oil or gas and the five states most active in sanctions evasion. It also extends Iranian energy and weapons sanctions to 2031. The House adjourned until 31 August, so the Act cannot reach US President Donald Trump’s desk before September.
