Mothers and fathers, many holding children, clutch empty bags as they wait in lines that wrap around the red-brick building. <\/p>\n<p class=\"dsm-738bcaf988 ds--col-main ds--paragraph\">Anadit, a 47-year-old single mother, described her efforts to provide for her child at one recent event as a daily exhaustion. She\u2019s been working as many hours as possible in catering and restaurant services since walking out on a bad marriage nearly a decade ago, but rent gobbles up much of her salary, leaving barely any money for food or utilities. <\/p>\n<p class=\"dsm-738bcaf988 ds--col-main ds--paragraph\">\u201cI go to bed crying every night because I don\u2019t know what to do,\u201d she added, her voice shaking. \u201cMy daughter has been through enough.\u201d <\/p>\n<p class=\"dsm-738bcaf988 ds--col-main ds--paragraph\">Similar stories were shared by dozens of families who spoke to Bloomberg over the past three months, asking for their full names to be withheld to protect the privacy of their children. At the church some parents said they had traveled several hours from other cities and towns for help.<\/p>\n<p class=\"dsm-738bcaf988 ds--col-main ds--paragraph\"><a target=\"_blank\" rel=\"noopener noreferrer nofollow\" href=\"https:\/\/www.bloomberg.com\/features\/2026-pobreza-infantil-espana\/\" data-web=\"https:\/\/www.bloomberg.com\/features\/2026-pobreza-infantil-espana\/\" data-bbg=\"\" data-classname=\"\" data-terminal=\"NSN \" data-terminal-subcommand=\"\" data-terminal-link-type=\"story\" class=\"ds--link\" title=\"\">Lea este art\u00edculo en castellano.<\/a><\/p>\n<p class=\"dsm-738bcaf988 ds--col-main ds--paragraph\">While Spain\u2019s economy has outperformed major European Union peers in recent years, around a third of its children face poverty and social exclusion, a share exceeded in the region only by Bulgaria. Yet governments of all shades over two decades have struggled to address that inequality, and to share evenly the benefits of an <a target=\"_blank\" rel=\"noopener noreferrer nofollow\" href=\"https:\/\/www.bloomberg.com\/news\/articles\/2026-02-06\/sanchez-defies-trump-again-with-spain-s-big-bet-on-immigrants\" data-web=\"https:\/\/www.bloomberg.com\/news\/articles\/2026-02-06\/sanchez-defies-trump-again-with-spain-s-big-bet-on-immigrants\" data-bbg=\"bbg:\/\/news\/stories\/T9UD3XKK3NYA\" data-classname=\"\" data-terminal=\"NSN T9UD3XKK3NYA\" data-terminal-subcommand=\"\" data-terminal-link-type=\"story\" class=\"ds--link\" title=\"S\u00e1nchez Stands Out Again With Spain\u2019s Big Bet on Immigrants\">immigration-fueled boom<\/a> among the country\u2019s 49 million people. <\/p>\n<p class=\"dsm-738bcaf988 ds--col-main ds--paragraph\">Child poverty is now so entrenched that, according to <a target=\"_blank\" rel=\"noopener noreferrer nofollow\" href=\"https:\/\/www.lamoncloa.gob.es\/presidente\/actividades\/Documents\/2023\/060323-Estudio_El%20coste%20de%20la%20pobreza%20infantil%20en%20Espa%C3%B1a.pdf\" data-web=\"https:\/\/www.lamoncloa.gob.es\/presidente\/actividades\/Documents\/2023\/060323-Estudio_El%20coste%20de%20la%20pobreza%20infantil%20en%20Espa%C3%B1a.pdf\" data-bbg=\"\" data-classname=\"\" data-terminal=\"NSN \" data-terminal-subcommand=\"\" data-terminal-link-type=\"story\" class=\"ds--link\" title=\"\">one recent study<\/a>, it comes with an annual price tag of around \u20ac63 billion ($74 billion), or about 5% of output. That has already translated into lost future productivity, poorer educational outcomes, and the erosion of health and equal opportunity. Prime Minister <a target=\"_blank\" rel=\"noopener noreferrer\" data-web=\"\" data-bbg=\"bbg:\/\/people\/profile\/19012331\" data-classname=\"\" data-terminal=\"BIO 19012331\" data-terminal-subcommand=\"\" data-terminal-link-type=\"person\" class=\"ds--link\" title=\"\">Pedro S\u00e1nchez<\/a>\u2019s administration aims to cut the Gordian knot with an annual investment of roughly \u20ac18 billion in a universal childcare benefit.<\/p>\n<p class=\"dsm-738bcaf988 ds--col-main ds--paragraph\">\u201cWhat is striking here, really, and what is relevant and concerning, is that it\u2019s not only the snapshot but the dynamic,\u201d said <a target=\"_blank\" rel=\"noopener noreferrer nofollow\" href=\"https:\/\/dobetter.esade.edu\/es\/autor\/jorge-galindo\" data-web=\"https:\/\/dobetter.esade.edu\/es\/autor\/jorge-galindo\" data-bbg=\"\" data-classname=\"\" data-terminal=\"NSN \" data-terminal-subcommand=\"\" data-terminal-link-type=\"story\" class=\"ds--link\" title=\"\">Jorge Galindo<\/a>, director of the Esade Centre for Economic Policy, an independent think tank known as EsadeEcPol. \u201cSpain\u2019s child poverty rate has been stuck between 25% and 30% since 2008, nor has it changed when we have grown economically.\u201d<\/p>\n<p class=\"dsm-738bcaf988 ds--col-main ds--paragraph\">He attributed that to a \u201cstructural problem,\u201d with relatively low social spending not reaching families who need it, and a particularly stark two-tiered labor market, which protects a small core of workers while cycling the majority through low-paid, insecure jobs. <a target=\"_blank\" rel=\"noopener noreferrer nofollow\" href=\"https:\/\/www.bloomberg.com\/news\/articles\/2026-04-27\/madrid-v-barcelona-how-spain-s-largest-cities-are-tackling-affordable-housing\" data-web=\"https:\/\/www.bloomberg.com\/news\/articles\/2026-04-27\/madrid-v-barcelona-how-spain-s-largest-cities-are-tackling-affordable-housing\" data-bbg=\"bbg:\/\/news\/stories\/TE6AI7KGZAQ2\" data-classname=\"\" data-terminal=\"NSN TE6AI7KGZAQ2\" data-terminal-subcommand=\"\" data-terminal-link-type=\"story\" class=\"ds--link\" title=\"Madrid v. In 2003, three years after setting up the nonprofit, he quit banking.<\/p>\n<p class=\"dsm-738bcaf988 ds--col-main ds--paragraph\">His idea was simple: help mothers with little means to cover some essentials. It was an attempt to address imbalances in the welfare system set up after Francisco Franco\u2019s dictatorship ended in 1975, which prioritized older generations and left younger people reliant on families, providing them with only limited, fragmented state assistance.<\/p>\n<p class=\"dsm-738bcaf988 ds--col-main ds--paragraph\">That mission, funded largely by private donations, evolved through the financial crisis, the coronavirus pandemic in 2020, and more recently an inflation-fueled surge in living costs, all of which hit low-income households particularly hard. Today, Gim\u00e9nez Agrela offers a wider range of items to help such families free up their cash for higher rent, utilities and school bills.<\/p>\n<p class=\"dsm-738bcaf988 ds--col-main ds--paragraph\">At the organization\u2019s events, Gim\u00e9nez Agrela, aged in his 60s, moves through the crowds lifting toddlers into his arms and speaking with parents, who come to him through referrals \u2014 from community groups, social services, health centers, and parishes, as well as by word of mouth.<\/p>\n<p class=\"dsm-738bcaf988 ds--col-main ds--paragraph\">\u201cWhat are you?\u201d he asked during a recent information session. He answered himself, describing the family as \u201cthe most important company\u201d and parents as entrepreneurs and CEOs. \u201cNo company has ever emerged without support or help,\u201d he added, \u201cand that is what you need.\u201d<\/p>\n<p class=\"dsm-738bcaf988 ds--col-main ds--paragraph\">Gim\u00e9nez Agrela said that he\u2019s assisted nearly one million kids so far, some of them briefly, others for years, and that he expects numbers to increase as the war in Iran jolts global economies. His activism, along with that of many other groups also working to combat child poverty, helped pushed the issue to the top of political debate ahead of elections due by 2027 at the latest. <\/p>\n<p class=\"dsm-738bcaf988 ds--col-main ds--paragraph\">Authorities, he said, \u201cwant to sell the image that Spain is doing very well, when in reality there are millions of families struggling to make ends meet.\u201d<\/p>\n<p><img decoding=\"async\"  src=\"https:\/\/www.europesays.com\/spain\/wp-content\/uploads\/2026\/05\/1777614929_446_-1x-1.jpg\"  alt=\"A woman holds a pair of new socks distributed at the Fundacion Madrina in Madrid, Spain, on Friday, March 13, 2026.\" width=\"2000\" height=\"1331\" loading=\"lazy\" fetchpriority=\"auto\" class=\"dsm-6885c44e98 dsm-2b0c203720 ds--image\"\/>A woman holds a pair of new socks distributed by the foundation. Each week, it hands out donated clothing, as well as shoes and bags to vulnerable families.<\/p>\n<p class=\"dsm-738bcaf988 ds--col-main ds--paragraph\">Sira Rego, who became Spain\u2019s first <a target=\"_blank\" rel=\"noopener noreferrer nofollow\" href=\"https:\/\/www.juventudeinfancia.gob.es\/en\/ministry\/biography-minister-youth-and-children\" data-web=\"https:\/\/www.juventudeinfancia.gob.es\/en\/ministry\/biography-minister-youth-and-children\" data-bbg=\"\" data-classname=\"\" data-terminal=\"NSN \" data-terminal-subcommand=\"\" data-terminal-link-type=\"story\" class=\"ds--link\" title=\"\">minister of youth and childhood<\/a> in 2023, said the government is committed to finding a solution. \u201cIf the country is doing well, its hardworking people must also be doing well,\u201d she said in an interview. <\/p>\n<p class=\"dsm-738bcaf988 ds--col-main ds--paragraph\">In his eight years in power, S\u00e1nchez has sought to strengthen family support. As the post-pandemic cost-of-living pressures shone a light on the scale of the problem, his previous administration introduced a national minimum income plan alongside a child-specific supplement. The two measures cost around \u20ac3.5 billion, approximately 0.2% of gross domestic product, in 2024 and raised Spain\u2019s overall spending on family and child support to about 1.4% of GDP \u2014 still well below the EU average. <\/p>\n<p class=\"dsm-738bcaf988 ds--col-main ds--paragraph\">But only around half of eligible households <a target=\"_blank\" rel=\"noopener noreferrer nofollow\" href=\"https:\/\/www.airef.es\/wp-content\/uploads\/2025\/07\/IMV\/Opinion.pdf\" data-web=\"https:\/\/www.airef.es\/wp-content\/uploads\/2025\/07\/IMV\/Opinion.pdf\" data-bbg=\"\" data-classname=\"\" data-terminal=\"NSN \" data-terminal-subcommand=\"\" data-terminal-link-type=\"story\" class=\"ds--link\" title=\"\">applied<\/a> for the first benefit that year, while less than a third applied for the second.<\/p>\n<p class=\"dsm-738bcaf988 ds--col-main ds--paragraph\">Families outside the church blamed red tape. Even after cutting it, Rego said child poverty levels remained high, making a universal benefit necessary. \u201cIt is the definitive tool through which we will bring change,\u201d she said, \u201cbecause it does not make you go through a stigmatizing filter to access assistance.\u201d <\/p>\n<p class=\"dsm-738bcaf988 ds--col-main ds--paragraph\">The government is proposing to provide parents with \u20ac200 a month for every child under the age of 18, increasing existing spending by roughly 1 percentage point of GDP. The whole support package would be comparable with many EU states\u2019, especially if the new benefit is universal and income\u2011independent \u2014 although some countries, like Sweden, Germany and Denmark, combine cash payments with more extensive childcare provision, parental leave and other family aid.<\/p>\n<p>Spain\u2019s Support for Families Is Among Lowest in the EU<\/p>\n<p class=\"dsm-9f3bb64904 ds--chart-subtitle\" data-component=\"toaster-subtitle\">Share of GDP spent on family and children benefits<\/p>\n<p class=\"dsm-738bcaf988 ds--col-main ds--paragraph\">Rego hopes legislation will be enacted later this year, with the aim of lifting around 713,000 children out of poverty by 2030. That\u2019s roughly a third of all children affected. <\/p>\n<p class=\"dsm-738bcaf988 ds--col-main ds--paragraph\">It won\u2019t be straightforward. Once ministers finalize financing proposals \u2014 a wealth tax is one option being considered \u2014 the plan must pass a fractured parliament, where S\u00e1nchez hasn\u2019t managed to approve a new budget for the past three years. Time to do all that is running out before the election. <\/p>\n<p class=\"dsm-738bcaf988 ds--col-main ds--paragraph\">Opposition conservative parties back better family support. But they favor a targeted, means-tested approach and will likely resist higher taxes or significant additional public spending, given debt around 100% of GDP. S\u00e1nchez\u2019s Socialists may be open to compromise. Sumar \u2014 the leftist alliance and junior coalition partner that includes Rego\u2019s communist party \u2014 has shown little flexibility so far.<\/p>\n<p class=\"dsm-738bcaf988 ds--col-main ds--paragraph\">Exploring transfer policies that go through the income tax system and reach families in \u201ca more automatic way\u201d than what\u2019s currently available would help find \u201ca more reasonable balance,\u201d according to Galindo, the EsadeEcPol director.<\/p>\n<p><img decoding=\"async\"  src=\"https:\/\/www.europesays.com\/spain\/wp-content\/uploads\/2026\/05\/1777614930_348_-1x-1.jpg\"  alt=\"\" width=\"2000\" height=\"1331\" loading=\"lazy\" fetchpriority=\"auto\" class=\"dsm-6885c44e98 dsm-2b0c203720 ds--image\"\/>Javier and his family gather in a park near their apartment to celebrate Father&#8217;s Day. His children gift him a letter they wrote.<\/p>\n<p class=\"dsm-738bcaf988 ds--col-main ds--paragraph\">Javier, a father of seven and former boxer who works as a municipal street sweeper in Madrid, earns what he describes as a reasonable wage yet struggles to cover expenses \u2014 among a growing pile of bills is \u20ac1,300 for three months of school meals. \u201cDepending on what I&#8217;ve been paid, I pay what I can,\u201d the 40-year-old said, lining up outside the church. \u201cI have to go to the bank and ask for my paycheck in advance, and I do this every month. I\u2019m stuck.\u201d<\/p>\n<p class=\"dsm-738bcaf988 ds--col-main ds--paragraph\">He is willing to work more, but odd jobs offer too little to make a difference, and he is not sure the new benefit would change much either. It also led to a situation where more than 70% of children at risk of poverty in 2024 lived in households where at least one adult worked, according to <a target=\"_blank\" rel=\"noopener noreferrer nofollow\" href=\"https:\/\/www.funcas.es\/wp-content\/uploads\/2025\/10\/Estudios-de-la-fundacion-107-2.pdf\" data-web=\"https:\/\/www.funcas.es\/wp-content\/uploads\/2025\/10\/Estudios-de-la-fundacion-107-2.pdf\" data-bbg=\"\" data-classname=\"\" data-terminal=\"NSN \" data-terminal-subcommand=\"\" data-terminal-link-type=\"story\" class=\"ds--link\" title=\"\">a report<\/a> by Funcas, a think tank based in the capital that focuses on economic and social trends.<\/p>\n<p class=\"dsm-738bcaf988 ds--col-main ds--paragraph\">Women are affected disproportionately, with several at the Madrina Foundation events describing losing their jobs after their employers learnt they were pregnant. So too are migrants, including Latin Americans who often fall through the cracks despite most of them speaking Spanish. Anadit, for example, a resident since 2018, still can\u2019t teach because her Venezuelan degree is only partially recognized. According to <a target=\"_blank\" rel=\"noopener noreferrer nofollow\" href=\"https:\/\/link.springer.com\/article\/10.1007\/s12187-025-10228-8\" data-web=\"https:\/\/link.springer.com\/article\/10.1007\/s12187-025-10228-8\" data-bbg=\"\" data-terminal=\"\" data-terminal-subcommand=\"\" class=\"ds--link\">a recent study<\/a> that draws on data from the last Spanish Survey on Income and Living Conditions, children from a foreign background account for a third of all children in Spain, and a little over half of all those living in poverty.<\/p>\n<p class=\"dsm-738bcaf988 ds--col-main ds--paragraph\">The higher child poverty rates are linked to greater instances of social exclusion \u2014 meaning these children face barriers to full participation in everyday life, from accessing social activities to opportunities for personal development.<\/p>\n<p class=\"dsm-738bcaf988 ds--col-main ds--paragraph\">Even if the <a target=\"_blank\" rel=\"noopener noreferrer nofollow\" href=\"https:\/\/www.bloomberg.com\/news\/articles\/2026-04-28\/spain-s-jobless-rate-increases-the-most-since-the-pandemic\" data-web=\"https:\/\/www.bloomberg.com\/news\/articles\/2026-04-28\/spain-s-jobless-rate-increases-the-most-since-the-pandemic\" data-bbg=\"bbg:\/\/news\/stories\/TE6ZLYKIUPUJ\" data-classname=\"\" data-terminal=\"NSN TE6ZLYKIUPUJ\" data-terminal-subcommand=\"\" data-terminal-link-type=\"story\" class=\"ds--link\" title=\"Spain\u2019s Jobless Rate Increases the Most Since the Pandemic\">job market<\/a> were reformed, <a target=\"_blank\" rel=\"noopener noreferrer nofollow\" href=\"https:\/\/www.bloomberg.com\/news\/features\/2026-02-25\/spain-s-housing-market-pits-home-owners-against-squatters\" data-web=\"https:\/\/www.bloomberg.com\/news\/features\/2026-02-25\/spain-s-housing-market-pits-home-owners-against-squatters\" data-bbg=\"bbg:\/\/news\/stories\/TB00K4KGCTG6\" data-classname=\"\" data-terminal=\"NSN TB00K4KGCTG6\" data-terminal-subcommand=\"\" data-terminal-link-type=\"story\" class=\"ds--link\" title=\"Spain\u2019s Housing Market Pits Home Owners Against Squatters\">housing<\/a> would still be a problem.<\/p>\n<p class=\"dsm-738bcaf988 ds--col-main ds--paragraph\">A shortage of social and subsidized homes is driving up rental prices. In Madrid, rents have soared over the past decade and landlords now often require proof of income of \u20ac3,000- \u20ac4,000 a month for a one or small two-bedroom apartment.
